MEMORANDUM FOR RECORD

FROM: 20 CONS/LGCAA

SUBJECT: Questions and Answers For Solicitation FA4803-14-R-0015: Water Sampling

1. In section 1.1.1.2, it states that the bacterial results must be read at 24 hours. We use Colilert-18 for this test. It is approved by the EPA and SCDHEC for coliform analysis using SM 9222B in drinking water, and the samples must be read at 18-22 hours. Is this acceptable?

Answer: Using Colilert-18 is acceptable.

2. In section 1.1.2.6, it states that Nitrate should be tested by method EPA353.2. We use another method that is approved by the EPA and SCDHEC for nitrate analysis in drinking water and meets the required MDL and other QA/QC criteria. Is this acceptable?

Answer: Any EPA and SCDHEC approved testing method is acceptable as long as the laboratory has a certificate for the method from the SC DHEC 3.

3. Is it possible to get a street address, representative GPS coordinates, or other identifying landmark location so that I can calculate the mileage from my laboratory to the sampling locations?

Answer: Any contractor would have to meet a representative from our office at the front gate to obtain a visitors pass (100 Shaw Drive). From there we drive to several sampling points around base which normally requires an additional 5-12mi of driving, depending on what we are sampling that month.

4. In the table in section 1.1.2.6, does item "ICP-MS Metals 200.8", quantity 25 indicate that:

a) a total of 25 INDIVIDUAL metal elements will be tested over the course of the year or

b) that a PANEL of metals will be tested 25 times? If it is a panel of metals that is to be tested 25 times, what are the specific elements to be tested?

Answer: It is intended to be 25 individual samples for lead and copper.

5. I am assuming that the quantities in table 1.1.2.6 and the Pricing Schedule Template do not include the trip blanks. Is this correct, and if so, can we adjust the quantities to include the trip blanks for the sake of clarity?

Answer: Table 1.1.2.6 has been updated in the PWS and in the Pricing Schedule Template. (See attachments.)
