About this file
This is a Vendor Q&A document addressing four key questions regarding a fire alarm system modernization project. The government is requiring replacement of an existing EST2 fire alarm panel with a compatible Edwards IO series fire alarm panel. Any additional devices or electronics necessary to restore the building's fire alarm system to a status equal to or better than the original system must be included, with the new panel required to interface with existing and new addressable devices to recognize and display the location of triggered sensors or devices.
Regarding site access and equipment, contractor personnel will undergo background checks but will not require security escorts. Laptops and Bluetooth-enabled devices are permitted on-site during performance. The government provided the most current applicable editions of required Unified Facilities Criteria standards: UFC 3-600-01 Fire Protection Engineering for Facilities (8 August 2016, Change 6, 6 May 2021) and UFC 3-601-02 Fire Protection Systems Inspection, Testing, and Maintenance (7 October 2021, Change 1, 18 April 2025), with copies available through WBDG.org.

Vendor Q&A’s
Q1. It appears the original EST2 system includes a voice evacuation notification system.
While the IO panel is compatible with the existing initiating field devices, it cannot support voice evacuation notification.

A2: Contractor personnel will be put through a background check. An escort will not be required.
Q3: Will laptops and Bluetooth-enabled devices be permitted on-site during performance?
