FA4801Q0024 – Amendment 2
Purpose
The purpose of this amendment is to answer vendor questions.
1. Applicable SCA Labor Category
Could you please confirm the correct SCA labor classification and wage rate intended for the fitness instructors under this contract?
A: Vendors are responsible for designating the wage determination category for their employees to the best of their ability.
2. Class Duration and Additional Duties
Can you confirm whether classes should be priced as 1 hour each by default? Also, should any setup, breakdown, or administrative time (e.g., logs, reporting) be factored into the total instructional hours?
A: This contract will be awarded a Firm Fixed price; cost breakdown is the discretion of the vendor. This solicitations unit is per month (see Page 3 of solicitation form).
3. Substitute Instructor Policy
If a scheduled instructor is unavailable, are pre-approved substitutes from our team acceptable, or is individual COR approval required for each substitution?
A: As long as Substitutes that meet 1.3 Minimum Qualifications as well as 1.6.1 submitted certifications and credentials may be used
4. Monthly Schedule Flexibility
Should we assume 25 classes per week consistently over the contract year for pricing, or will the COR specify a target number each month? We’d like to price accurately based on expected volume.
A: 1.6.2. Schedule designates a monthly schedule will be submitted the month prior and will accommodate adjustments to the 25 classes per week due to holidays.
5. Invoicing Format
The solicitation references WAWF "Invoice 2-in-1." Can we confirm that monthly invoicing is acceptable, and are there any supporting documents (e.g., attendance logs) required with each invoice?
A: Monthly invoicing is acceptable
6. Federal Holidays and Resiliency Days
We understand classes are not required on federal holidays or resiliency days—can you confirm that these days will not count toward the 25-class weekly average?
A: Schedules will be submitted on the 5th of the prior month and will be subject to COR approval.
7. Award Timeline & Transition
Is there an estimated award date, and will there be a kickoff or onboarding meeting prior to the October 1, 2025 start? Additionally, is there a current incumbent performing this re-quirement?
A: Quotes will be evaluated following the end date of the solicitation. Although there is no concrete Award date, a post award orientation will be held prior to the start date of the contract. This date is also TBD.
8. Certifications
It was noted NAFTA was not among the list of accreditations.
