About this file
This is a Questions and Answers document for solicitation FA480125Q0001 regarding demineralized water systems at Holloman AFB, addressing five key technical and administrative questions. The Q&A clarifies that while a site visit is recommended but not mandatory, and includes photos of existing 300 gpd and 2,000 gpd units in buildings 54 and 55. The document provides important corrections regarding building assignments in CLINs X004 and X006, noting that CLIN X004 should only include building 650 (not 274), while CLIN X006 should include both buildings 274 and 648.
The document also clarifies technical specifications, confirming that water treatment systems are designed specifically for RO feed water and not diverted to other areas. It addresses building 648's dual requirements, explaining that it needs both a water softener for the building and a separate WTS system for the kitchen. The related opportunity is a WOSB set-aside under NAICS 532490 for leasing and servicing industrial reverse osmosis and water softener equipment at Holloman AFB, with a period of performance from April 2025 through March 2030, including a base year and four option years.

Q&A – FA480125Q0001 Demineralized Water_06Feb25:
1. Will there be a site visit?
a. While having a site visit could be recommended, it is not mandatory as the system requirements are defined in the PWS. The government team has attached two pictures of a 300 gpd unit and a 2,000 gpd unit in buildings 55 & 54 respectively that is similar across the installation. Installation maps will be provided upon award.
**Building 54: 300 gpd unit**
**Building 55: 2,000 gpd unit**
2. CLIN X004 lists two buildings on the PWS (building 274 & 650), but only one building on the bid schedule (building 650). Which is correct to build our bid form?
a. CLIN x0004 on the bid schedule and solicitation is correct with building 650. The PWS incorrectly lists two buildings when only building 650 should be on Appendix A of the PWS under this CLIN. An amendment to the PWS will be forthcoming to make the necessary update.
3. CLIN X006 lists only one building on the PWS (building 648), and two buildings (274 & 648) on the bid schedule. Which is correct to build our bid form?
a. CLIN x0006 is correct on the bid schedule and solicitation with both buildings 274 & 648. Appendix A of the PWS incorrectly lists only building 648. An amendment to the PWS will be forthcoming to make the necessary update.
4. Are there any systems under the WTS classification that will require the water softener to serve more than the RO it is serving? In context, will the 300-gpd WTS water softener serve the RO it’s feeding AND the building it’s in, in any of these applications?
a. Each water treatment system is designed for the feed water to the RO and not diverted to any other areas other than the RO.
5. There are a couple of buildings (Building 648, for example) that are listed twice in the PWS. Are these buildings requiring two separate water treatment systems, serving two different applications? For instance, you would have one water softener and RO as the 300-gpd WTS and one water softener as 20,000-gpd WS.
a. Yes, building 648 has 2 separate requirements. The first is soft water for the building and the WTS is for feeding the kitchen.
