RF KEY DOOR ENTRY UPGRADES AND NEW INSTALLATION

Requirements Document For

704th Test Group

02 November 2023

1.0 PURPOSE

The 704 TG requires an RF-key door entry system that can be managed and repaired by the 704 TG technical staff. The current RF key door entry provider does not provide any training or tech support to the government which would allow for in house repairs. This system is used to protect sensitive government assets and needs to be maintained and repaired in a timely manner.

The 704 TG must replace the current entry/access control system with a system whose vendor provides user training and user tech support so that the government can train and support the system being used.

Current RF-Key system vendor does not provide any user support or training. A new system is required for the following buildings: 1085, 1086, 1088, 1260, 1265, 1265a, 1261, 1263, 1279, and 1280. Building

1265 is designated as the main system hub.

2.0 SCOPE

2.1 The vendor shall meet the following criteria:

2.1.1 Reutilize existing components to the maximum extent possible including wiring, fiber optic communications, power supplies, magnetic door locks and Radio Frequency Identification (RFID) card readers.

2.1.2 Replace all “door strikes” with “magnetic” door locks in existing buildings as identified below.

2.1.3 Replace any defective equipment and or parts.

2.1.4 Replace all back up batteries with like amperage and voltage to support the new system.

Institute of Standards and Technology (NIST) to meet Federal Information Processing Standard (FIPS)

140-2, Security Requirements for Cryptographic Modules

2.1.6 Shall load controller management software onto supplied windows server and client workstations.

2.1.7 Shall program doors, panels, and systems into existing database and test for proper function.

2.1.8 Shall install OSDP TS readers to allow use of Government Common Access Cards (CAC) ensuring all new card readers are capable of reading both radio frequency key fobs and Government Common

Access Cards.

2.1.9 Shall provide or reutilize and install all low voltage cabling as required in Electrical Metallic Tubing

(EMT) conduit.

2.1.10 Shall provide electrical power for the power supplies in all locations as needed.

2.1.11 Shall provide anti-tamper to all control panels, backup battery enclosures and peripherals.

2.1.12 Shall provide supervisory alarms to power supplies for both AC and battery monitoring to include any Uninterruptable Power Supplies UPS including voltage monitoring of control panels.

2.1.13 Shall provide ports on the existing network switch in all locations as needed.

2.1.14 Shall provide a pathway for CAT6E or Fiber Optic cable to all locations as needed for network connectivity through proper network transceivers.

2.1.15 Add and configure a numbered pin pad to each building for a pin entry to “lock down” all doors to prevent entry and provide a “release of lockdown” of all doors returning the door access back to normal state.

2.1.16 Shall coordinate approval with the government representative before proceeding with removal of asbestos, if found.

2.1.17 If removal of asbestos containing material is required, the contractor shall handle and dispose of asbestos containing materials in accordance with Holloman Air Force Base (AFB), local, and federal standards (If asbestos is encountered, a change order will be issued upon coordination with the contractor)

2.1.18 Shall provide basic operational instruction on the use on the system to system administrators upon installation completion.

2.1.19 Shall configure bypass buttons to toggle (between open and locked) programmed door to remain open during working hour on business days, and lock building down to allow only permitted user entry through authorized RF-keys. Bypass switch will be over-written during non-business hours.

2.1.20 New access control system must be backwards compatibility to existing M2 controller panel with an updated CCM FW and a SNIB3 comms board.
