1.0. DESCRIPTION OF SERVICES: The Contractor shall provide all personnel, equipment, tools, supplies, materials, and other items and services necessary for monthly rental and service of Ready to Use Portable Chemical Toilets for 49th Civil Engineering Squadron (CES) at Holloman AFB. Holloman AFB requires the rental and service of Chemical Toilets for emergency use.
1.1. Monthly Rental and Service for Portable Chemical Toilets.
1.1.1. Monthly rental and service includes the contractor providing three (3) mobile trailer mounted double chemical toilet units with pintle-hook receiver to the CES Compound for emergency use as directed by the Contracting Officer Representative (COR). The Contractor shall provide personnel, equipment, tools, supplies, materials and other items, and services necessary to service the chemical toilets. The COR shall move units to any base location as needed and shall inform the contractor of location(s) for servicing.
1.1.1.1. All generated waste from cleaning and servicing units shall be disposed of at an authorized off-base facility.
1.1.2. Chemical toilets shall meet all local, County, State, and Federal environmental/ occupational safety laws.
1.1.3. Each chemical toilet shall be equipped with hand sanitizer for hand cleaning purposes.
1.1.4. The Contractor shall clean and sanitize the seat, urinal, door, walls, and any interior surface (to include floor and ceiling) of each chemical toilet in accordance with industry and commercial standards. The chemical solutions used shall promote decomposition, slow bacteria growth and control odor. The Contractor shall remove all cleaning materials and trash (i.e., unusable tissue) from the inside and outside of the chemical toilet units after servicing. The Contractor shall restock chemical toilets with toilet paper and hand sanitizer during each service. Exteriors of each unit shall be kept clean in accordance with industry and commercial standards.
1.1.5. All chemical toilets shall be serviced, cleaned and sanitized, and restocked on a weekly basis.
1.1.6. The Contractor shall repair or replace chemical toilets that are leaking, experiencing mechanical problems (for example flat or worn out tires, inoperable door locks, door hinges, etc.), have overturned due to high winds, or are otherwise unfit for use per the COR. Replacement shall be within twenty four (24) hours of notification by the COR at no additional cost to the Government.
1.1.7. Any chemical toilet damaged due to Government fault shall be reported to the COR. The Contractor shall submit an estimate to the COR requesting reimbursement for damages incurred.
1.2. Contractor Manpower Reporting
1.2.1. Effective in FY 2020, the Department of Defense will no longer require contractors to report into the Enterprise-wide Contractor Reporting Application (ECMRA).
1.2.2. For FY 2020, contractors will begin reporting manpower data relating to the performance of services contracts into the System for Award Management (www.sam.gov), consistent with existing service contract reporting requirements under the Federal Acquisition Regulation (FAR) that is currently applicable only to Federal civilian agencies.
1.2.3. The Department of Defense is drafting a Defense FAR Supplement rule that will include a contract clause to implement this change.
1.3. Contractor Level I Antiterrorism Awareness Training
Each contract employee must accomplish Antiterrorism Awareness (AT) Training as stated in the provision/clause DFARS 252.204-7004, LEVEL 1 ANTITERRORISM AWARENESS TRAINING FOR CONTRACTORS. This training provides contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. Coordination for training should be done by the requiring Antiterrorism Representative (ATR) after contract award. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit ATR. Contractor employees are required to complete Level I antiterrorism awareness training within 30 days of requiring access and annually thereafter. AT certificates for each contract employee must be submitted to the COR or unit ATR. Level I AT awareness training can be taken at JKO https://jkodirect.jten.mil/Atlas2/faces/page/login/Login.seam for non-common access card (CAC) holders. CAC holders must take AT Level 1 training, course name "Force Protection," via Advanced Distribution Learning Center (ADLS) at https://golearn.adls.af.mil/login.aspx.
1.4. Equipment Removal
At the end of the contract, the Contractor shall remove all equipment within ten (10) business days. Contractor shall coordinate removal dates with the COR within five (5) business days before contract expiration.

2.1. When a performance threshold has not been met/unsatisfactory (defect) or contractor performance has not been accomplished, the COR shall record defect and initiate and provide the CO a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the CO within ten (10) calendar days of receipt.
3.0. GOVERNMENT FURNISHED UTILITIES. Not applicable.
4.0. GENERAL INFORMATION.
4.1. Hours of Operation: The normal hours of operation for Holloman AFB are 7:00 A.M. to 4:00 P.M., Monday through Friday, excluding Federal Holidays.
4.2. Restricted Area Escort: All flight line requirements require Government escort. Contractor personnel shall not enter any restricted area without the prior approval/coordination of the COR and without Government escort.
4.3. Contractor Vehicles and Equipment. The Contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this PWS. The Contractor may perform all cleaning, minor repair, and other normal maintenance requirements of chemical toilets on site. Maintenance and repair of Contractor vehicles, or employee privately owned vehicles, shall not be accomplished on site. Contractor vehicles shall be used solely for the intended purpose of performing services within this PWS during normal hours of operation.
4.4. Security Requirements. Requirement is unclassified – access to classified information is not required.
4.4.1. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Employees shall only be granted access to the installation to perform functions directly related to their respective contract. The Contractor shall prepare and deliver the following pass and identification items to the CO:
4.4.1.1. All Contractor employees requiring access to Holloman AFB shall be identified on a Holloman AFB Visit Access Request (VAR) form. The Contractor shall submit a completed VAR through 49th Contracting to 49th Security Forces Squadron (SFS) Pass and Registration (49 SFS/S5AV) no later than (NLT) seven (7) duty/business days, and for foreign nationals, 14 duty/business days, prior to requiring access to the installation.
4.4.1.2. In addition, Contractor, and Contractor personnel wishing to operate a company or privately owned vehicle on Government property shall comply with Holloman AFB registration requirements. The Contractor and their employees shall comply with base traffic regulations. Entry authorizations and vehicle registrations must be renewed as required by the Pass and Identification Flight of 49 SFS.
4.4.2. Current Employee List. The Contractor shall maintain a current listing of employees that require access to Holloman AFB. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Holloman AFB restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to COR and sponsoring agency security manager. An updated listing shall be provided when an employee's status or information changes (i.e. terminated for cause, reassignment, retirement, etc.) or when a new employee is added.
4.4.3. Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.), and upon completion/termination of the contract. Contractor shall turn all retrieved identification media to 49 SFS.
4.4.4. Entry Authorization Letter (EAL). An EAL request, with the names of all Contractor personnel working, or intended to work on Holloman AFB, and their social security numbers will be provided to each restricted area for their approval. The 49 CONS office shall complete and sign the letter.
4.4.5. Security Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information, or facilities.
4.4.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicles or privately owned vehicles while on base.
4.4.7. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
4.4.7.1. Employees shall wear a seatbelt when operating or riding in any military, contractor-owned, or privately-owned vehicle while on the installation.
4.4.7.2. Speed limits on Holloman AFB are 30 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.
4.4.7.3. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. The wearing of any other portable headphones, earphones or other listening devices (except for hand-free cellular phones) while operating a motor vehicle is prohibited.
4.5. Records Management and Freedom of Information Action (FOIA) Requirements.
4.5.1. Records Management (RM) (November 2019). IAW AFI 33-364, Records Disposition – Procedures and Responsibilities (section 2.10) the Contractor shall provide accountability and ensure all records and documents generated during the period of this contract are made available to the Government at all times. Records relating to work that contractors perform are maintained according to Air Force Records Information Management System (AFRIMS RDS), the Federal Acquisition Regulation, and the Defense Federal Acquisition Regulation Supplement, as applicable. When contractors create data for the government’s use, the contract must identify the background data that contractors must deliver to the government for possible reuse. Before identifying the background data that contractors must deliver to the government, program and contracting officers must coordinate with records and information managers, historians and other government agencies as appropriate to ensure that all government needs are met, especially when the data supports new missions or programs. When the background data includes electronic records, the contractor must deliver enough technical documentation to allow the Air Force or other agencies to use the data. Manage all data created for government use or legally controlled by the government according to the records management procedures in this instruction.
4.5.2. Freedom of Information Act (FOIA) and Privacy Act (PA) (November 2019). The Contractor shall comply with DoDM 5400.7_R, DoD Freedom of Information Act (FOIA) Program, DoD5400_7-R_AFMAN33-302, Freedom of Information Act Program, and AFI 33-332, Air Force Privacy and Civil Liberties Program. These regulations set policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding Personally Identifiable Information (PII) material.
