MEMORANDUM FOR RECORD

SUBJECT: FA480123Q0491, Dorm CCTV Systems Solicitation_Questions & Answers
1. The following Questions and Answers have been generated in response to the subject solicitation on
SAM:
Q1: Is there a particular manufacturer that the customer is interested in?
A1: No, there are no specific products being requested.
Q2: Request clarification regarding the green camera icon and the yellow camera icon and their meaning?
A2: There is no special meaning for camera colors. It is desired to have cameras at each location, however. Alternate locations are also acceptable if they are needed to cover common areas to be recorded. See answers to Q4, Q12, Q13 and Q19
Q3: According to the PWS, it seems like all cameras are specified to be PTZs. Request clarification?
A3: Cameras do not have to be PTZ so long as the camera angles cover the requested common areas.
Q4: Request PTZ total counts, locations, is there a specific brand/model customer is seeking?
A4: There isn’t a total count. Cameras may be added or subtracted from the proposed plan as needed to provide full coverage of common areas. Please adapt the quantity needed for your specific product(s) and their respective capabilities.
Q5: What type of mount, i.e., pole mount, corner mount, parapet, etc. for the PTZs?
A5: Customer doesn’t have a preference on type of mount. That said, pole mount may not be practicable as it provides additional capability for damage or tampering.
Q6: Does the customer have a camera resolution preference?
A6: Low light capable or infrared 1080P.
Q7: Request Frame Per Second (FPS) rate?
A7: 30 FPS or better
Q8: How many days of retention are required for the NVR/servers?
A8: 30 calendar days
Q9: Request information about network switches and if the contractor is providing that equipment?
A9: Offerors are requested to provide any/all equipment necessary for a fully functional system. If a network switch is required so that multiple cameras can feed into one destination (i.e., NVR), then please quote accordingly. All items are required to be NDAA compliant. Also, see Q17.
Q10: Does cameras need to be Underwriter Laboratories (UL) capped or FIPS 140-2 compliant?
A10: All cameras should be NDAA Compliant.
Q11: Are locations of NVR/Recorder for each building, as proposed or in Mechanical/IT rooms?
A11: Proposed rooms on the plans are just suggestions. If an area in IT/Mech rooms makes more sense, then that is acceptable. Please plan accordingly.
Q12: Do we include common areas inside each building such as hallways if not marked?
A12: Yes, please include all common areas inside dormitories; except stairwells.
Q13: Do we include common areas between buildings such as bbq pits, volleyball pits, parking lots?
A13: Yes. There two (2) outdoor common areas that the Government would like to have monitored between Buildings 335 & 336, and next to Building 457. Additionally, there are four (4) parking lots that the Government would like monitored from Buildings 342, 581, 586, and 587. See Revised Attachment 3.3 for locations.
Q14: If we do include volleyball pits and parking lots, what capabilities, clarity is required, fixed wide angle shots vs PTZ cameras?
A14: See answers to Q3, Q5, Q6 and Q7. Additionally, for parking lots cameras mounted on Buildings 342, 581, 586, and 587 should be of type and quantity sufficient to provide full coverage.
Cameras should have capability to provide zoom features to provide sufficient detail to track individuals should any vehicle damages occur. Finally, cameras should be rated for outdoor and be able to withstand Holloman AFB extreme heat and wind/sand conditions.
Q15: Can we specify 30 days of motion activated storage vs continuous?
A15: 30 Days of motion activated storage.
Q16: For the cameras, each camera is listed as a PTZ with zoom etc, can we specify 4MP or greater fixed vandal resistant cameras to catch the halls/common areas with digital zoom?
A16: 4MP or greater would be acceptable. See answers to Q3, Q5, Q6, Q7, Q10, and Q12.
Q17: Can we use secure closets on 2nd and 3rd floors to add PoE Switches to distribute the cameras or do all cameras need to be home run to the recorder location?
A17: This is acceptable they do not have to be home run.
Q18: Is any audio recording needed?
A18: No audio recording is required.
Q19: Do we need to include coverage of stairwells or patios/areas at the end of dormitories not specified in plans?
A19: See Q12, Q13, and Q14.
Q20: Do the cameras need to be PTZ?
A20: See answers to Q3 and Q16.
Q21: What resolution is required?
A21: See answer to Q6.
Q22: As stated in the PWS, do all cameras have to have PTZ capabilities and do they have to have 26x zoom capabilities or if the contractor believes that a different camera would better suit an area can these be specified?
A22: See answers to Q3 and Q16.
Q23: What common areas need to be covered by the CCTV system?
A23: See answers to Q12 and Q13.
Q24: Is conduit required in establishing pathways to each camera?
A24: In areas that the cable could be tampered with, yes.
Q25: Where is the requested monitoring station to be placed in Dormitory Building 336?
A25: Mechanical/IT rooms are acceptable. See answer to Q11.
Q26: Where is the requested monitoring station to be placed in Dormitory Building 342? Is this room 120 or 122?
A26: Either location would be acceptable. See answer to Q11.
Q27: Can the monitoring station in Building 515 be moved from room 107 to room 112?
A27: Yes
Q28: Can the monitoring station in Building 581 be moved from room 107 to room 112?
A28: Yes
Q29: Where is the monitoring station to be placed in Dormitory Building 587?
A29: Mechanical/IT rooms are acceptable. See answer to Q11.
Q30: Can penetrations be made in the concrete chase to get from the 1st floor to the 2nd and 3rd floors of building 515, 517, and 581?
A30: Yes, if tile or dry wall is encountered it is the offeror’s responsibility for the safety of the technicians. Any penetrations made between floors needs to be coordinated with Fire Dept to ensure code is met.
Q31: Can the contractor move, add or delete camera placements as long as coverage maps are provided with the contractor’s proposal?
A31: Yes
Q32: Would the government consider providing a lockable laydown area/room during completion of the project to store cameras and cabling materials in one of the buildings for the duration of the project?
A32: No, the Government will not provide a secure laydown area for use during this project. The Offeror will be required to secure materials at designated areas (approved after award) for the duration of the project. The Government will not be responsible for any Offeror’s materials/equipment.
Q33: How much (camera) expansion should be accounted for at each dorm building?
A33: 10%
Q34: What is the preferred residence/placement of each monitoring station? Lockable wall-mounted cabinets? Shelves? A table/desk?
A34: Lockable wall mounted cabinets or lockable shelves are acceptable.
Q35: Can the contractor utilize existing communications conduits to route cabling through or should the contractor plan on running all new conduits?
A35: Existing conduit may be used.
