Solicitation # FA480123Q0001 Flameholder Questions & Answers

1. Will flameholder pickup need to be in person by our employee or may it be a third party representative such as FedEx where we send pre-paid shipping labels to the AFREP POC?

A. A third-party representative is fully acceptable with pre-paid shipping lables.

2. Will each Flameholder be in its original cardboard reusable container (40" x 40" x 13")?

A. Each flameholder will be in its original cardboard reusable container.

3. If not in its original container, how will they be packaged? Will they be palletized as a stack of multiple unboxed flameholders?

A. N/A; see Q&A #2.

4. Para 4.2 appears to be a duplication of SAR process approval procedures. Contractor Quality Assurance processes were approved as part of the SAR approval by the engineering authority. Including this as a duplicative requirement adds a burden on contracting and the contractor.

A. Requirement is posted to industry for any future potential offerors. This language is reiterated for those.

5. Para 5.1.1 requires the contractor to participate in Awareness Training as determined by the government, but there is no mention of means, location and time involved. Additionally, we do not make any records available to the public as we consider them to be CUI.

6. Para 5.1.2.6 and 5.3.2.6 is not applicable as we do not have or will use Government IT equipment.

A. Para 5.1.2.6 and 5.3.2.6 are not applicable.

7. Para 5.1.2.10 and 5.3.2.10 References Record Management Training but does not provide a means to obtain.

1. Contractor will not be utilizing government systems for record keeping. They will only need to watch the short video at the link and notify the Contracting Office upon completion. Training will need to be accomplished within 30 days of award.

8. Para 5.2 Our inference is this would be NA if we are allowed to use a 3rd party carrier such as FedEx for pickup and delivery services.

A. Correct

9. It is our understanding the requirement to identify CUI applicable to a contract falls on the government. However, we consider all technical data for inspection and repair along with any documentation of inspection and repair results to be CUI.

A. Agreed that all technical data for inspection and repair should be CUI, to include the results.
