About this file
This document contains questions and answers regarding a solicitation for management of unaccompanied housing, furnishings management, and housing referral services at Holloman Air Force Base. The services require providing all necessary personnel, equipment, vehicles, and supplies to manage temporary lodging, warehouse operations, and housing assistance programs. Offerors must propose an organizational plan demonstrating ability to meet minimum requirements, including assigning adequate staffing for each function. The incumbent workforce includes two employees with over five years' experience. The solicitation provides government cost estimates for reimbursable contract line items that offerors may include in their total proposed prices. The contractor will be responsible for replacing furniture in two dorms annually and coordinating appliance removal and disposal through the Defense Logistics Agency. No EPA licenses are required for refrigerant handling. A site visit will not be conducted due to COVID-19 precautions, with information provided instead in an attachment to the solicitation. Questions are due by February 10th.

Solicitation # FA480121R0002 Management of Unaccompanied Housing (UH), Furnishings Management Section (FMS) and Housing Referral Office (HRO) Questions and Answers As of 12 February 2021
1.
Q. Section 1.4 of the PWS references Special Qualifications of the "On Site Project Manager" and "Dorm Superintendent". Are these positions separate from and/or in addition to the individuals who would be in the Unaccompanied Housing Office, Furnishings Management Support (Warehouse) and Housing Referral Office?
A. This is a Performance Based acquisition; therefore, it is the offeror's responsibility to ensure there is an adequate number of personnel in order to perform services successfully in accordance with the contract.
2.
Q. Can either of the individuals working in the Unaccompanied Housing Office, Furnishings Management Support (Warehouse) or Housing Referral Office act as the On Site Project Manager and/or the Dorm Superintendent.
A. Each offeror should develop their own Organizational Plan IAW the Evaluation Factor 1 (SubFactor 1) which clearly meets the minimum requirements of the solicitation.
3.
Q. Is the seniority list of current employees available?
A. The seniority list consists of two persons with over 5 years' experience and the rest have less than 5 years' experience.
4.
Q. Regarding the government estimated amount for CLINs X004 and X005, should offerors fill in the government estimate on their form to be included in our total price, or should we leave it blank?
A. Offerors may include the Government estimates on the SF1449 to ensure the total price matches the Bid Sheet.
5.
Q. Appendix 4 Workload Estimates states that furniture replacement is proposed for two (2) dorms per year. As the labor and equipment cost to replace dorm furniture in a timely manner can be significant (potentially exceeding $40K per occurrence), is there any possibility that there may be more than 2 per year?
A. Contractor will be required to install and remove all furnishings and appliances. Except for whole buildings bedroom furniture installs. The Manufacturer will install the furniture but the contractor is still responsible for removal. The contractor will only be responsible for 2 removal of whole building bedroom replacement furniture per year.
6.
Q. It appears that the contractor has to provide all vehicles, MHE, and other warehouse items, yet there was no inventory of government provided equipment.
A. That is correct; as stated in Attachment 1, PWS UH, FMS and HRO, paragraph 1.1.1.:
The contractor shall provide all personnel, equipment, tools, supplies, materials, supervision, vehicles, forklifts, dollies and any other items and services necessary to perform all tasks associated with management of UH…
7.
Q. Does the contract entail repair or disposal of property (refrigerators, window air conditioner units) with Freon derivatives such as R-134?
A. Yes; occasionally refrigerator repair will be an aspect required under this contract.
8.
Q. Is the contractor required to have any special license from the EPA to provide recovery training and maintenance of such furnishings?
A. No special license from the EPA is requred; when a fridge needs to be replaced, the contractor will use funding from the reimbursable CLINs to hire a local appliances repair man to remove the Freon. Coordination and approval from the COR will be required as the first step.
9.
Q. Is there a designated Freon reclamation facility located on the air base, such as DRMO?
A. Yes, Holloman has a DRMO facility; after the Freon is removed through the process explained in the answer to question 8, the contractor will work with DRMO to pick up broken appliances.
10.
Q. Included in the package was a site visit briefing, have you already had the site visit?
A. No; as explained in the applicable solicitation provision (page 52 of 57 of the SF1449):
52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (JUN 2020)
