1.0 DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, parts and labor necessary to maintain, repair, and inspect the real property vertical transportation equipment (VTE) at Holloman Air Force Base in a manner that will ensure continuous and safe operation (full maintenance and repair with the exception of the exclusions identified in paragraph 2.0). The VTE and their locations are listed in Appendix A.

NOTE: The term “VTE” in this PWS includes freight and passenger elevators, escalators, and may include wheelchair/stair lifts, dock levelers, and dumbwaiters.

1.1 This full maintenance contract signifies a VTE service provider (Contractor) takes total service responsibility for the equipment identified in the contract. Except those services covered in paragraph 2.0, the monthly fixed price includes all inspections, maintenance, repairs, replacements and routine & emergency service calls. This contract allows the Government to budget total yearly costs and eliminates concerns relating to individual parts repair or replacement invoicing. The Contractor assumes all responsibility and determines the amount of service visits and types of service required to keep all VTE operating safely and within the performance objectives of paragraph 6.0.

1.2 The Contractor shall provide the name of a Contract Manager (CM) who shall be responsible for the performance of the services. The name of the CM shall be provided to the Contracting Officer (CO) in writing no later than (NLT) five (5) days after award date. The CM must be able to read, write, speak, and understand English.

1.3 Work conducted on VTE will be in accordance with the American Society of Mechanical Engineers (ASME), National Fire Protection Association Standards (NFPA), Unified Facilities Criteria (UFC) 3-600-01, Fire Protection Engineering for Facilities, including the most recent publications of all guidance, instructions and standards listed in Appendix B, as well as all Occupational Safety and Health Administration (OSHA) Standards and the recommendations of the original equipment manufacturer (OEM).

2.0 EXCLUDED SERVICES. The following are not covered in the full maintenance service arrangement and are considered over and above (O&A) services, Appendices D & E

2.1 Alterations (a.k.a. modernizations) are not covered in the full maintenance service arrangement. (See Paragraph 3.2)

2.2 Acts by parties other than the Contractor of vandalism, abuse, negligence, damage resulting from rescue and recovery operations, acts of God (including damage resulting from emergency power generator power spikes and low quality) are not included in the contract.

2.3 Additional items excluded in the full maintenance coverage are cosmetic, construction, ancillary components of the VTE system including the finishing, repairing or replacement of the cab enclosure, ceiling frames, hoist way door panels, door frames, sills, car flooring, floor covering, main line power switches, main power breaker(s), hydraulic elevator jack outer housing, buried piping, smoke and fire sensors, fire service reports, main communication feeders to controller, security systems, batteries for emergency lighting and lowering that are not solely dedicated to the VTE, air conditioners, and heaters.

2.4 Routine cleaning and refinishing of the interior of cars and the exterior of the hoist way doors and frames is not included in the basic full maintenance service.

2.5 In the event that the Contractor encounters an item of work included in paragraph 2.1 through 2.4, the Contractor will report the situation to the Contracting Officer’s Representative (COR). The report will include the work location, a detailed scope of the required work, justification for Contractor determination that the work was not included in the contract, and an itemized cost estimate (including time to repair, all required parts and a breakdown of labor hours). NOTE: Any part, component or assembly unavailable from the manufacturer due to obsolescence, remains the Contractor’s responsibility to obtain an engineered equivalent product from a commercial source.

3.0 DEFINITIONS:

3.1 Maintenance, Repair and Replacement. Maintenance, repair and replacement are on existing VTE and included in the contract scope of services. All maintenance, repair and replacement of damaged, broken, or worn parts are to be done in a manner that ensures that the equipment may be operated safely. Maintenance, repair and replacement are actions to restore equipment to a state in which it may safely perform its required operations as installed in accordance with the manufacturer’s recommendations. All repair work shall be in accordance with standard commercial practices using only new parts of equal quality specified by the VTE manufacturer in effecting repairs (substitution of a different component is only permitted where it is equivalent to that which was tested, as determined by the certifying agency). See ASME A17.1 for requirements.

3.2 Alteration. An alteration is also on existing VTE but is not included under the full maintenance service arrangement. Alteration/modernization will be covered on an over and above Contract Line Item or it may result in a modification to the contract. The typical alteration results in a betterment to the safe operation of the equipment. In the case of elevators, when an alteration is made, all affected safety requirements must be complied with. All work as part of an alteration is required to comply with specific requirements of the current ASME A17.1 Code edition. See ASME A17.1 for requirements.

4.0 MAINTENANCE AND INSPECTION SERVICES:

4.1 The Contractor with the CO/COR (or representative) shall determine the working order and condition of all VTE listed in Appendix A within 30 calendar days of contract award. The Government will either replace missing items or repair all items not in working order or serviceable condition, or the CO will direct the Contractor to replace the missing items, accomplish the repair, and reimburse the Contractor in accordance with the contract. The CO will give instructions for situations where a unit requires a level of repair potentially constituting alteration as described by paragraph 3.0. The Contractor and the CO shall certify their agreement as to the working order of the equipment. All repair work shall be in accordance with standard commercial practices using only new parts of equal quality specified by the VTE manufacturer in effecting repairs (substitution of a different component is only permitted where it is equivalent to that which was tested, as determined by the certifying agency).

4.2 The Contractor shall develop and submit to the Government an annual written Maintenance Control Program (MCP) for each VTE within thirty (30) calendar days after contract award to cover the basic contract and any option periods. The MCP shall, at a minimum, include required inspections, timelines for inspections and maintenance to be performed. The Contractor shall perform inspections and maintenance of all VTE in accordance with the MCP. The MCP shall ensure compliance with all minimum code requirements.

4.3 The Contractor shall perform maintenance in accordance with the MCP to ensure reliable and continuous safe operation. The maintenance work shall be in accordance with commercial practices or manufacturer’s specifications, if available, and shall be intended to maintain the VTE in safe and reliable operating condition. The MCP is required to specify appropriate intervals for specific maintenance items, i.e., monthly, bi-monthly, annual.

4.4 Cleaning of equipment spaces and daily cleanup of job sites in conjunction with maintenance, inspections and tests, and repairs are required.

4.5 The Contractor shall perform necessary inspections and tests as required under ASME A17.1 Appendix N, using an ASME QEI-1 Qualified Elevator Inspector (QEI). The first annual test shall include the five-(5)-year test for all traction and roped hydraulic elevators regardless of due date. The three- (3) - year test shall be scheduled in conjunction with the annual test two years later from the first annual test.

4.6 The Government may perform inspections of the VTE at no cost to the Contractor for purposes of capital asset management and quality assurance. If discrepancies are discovered during these inspections, the Contractor will be notified in writing of any determination and may be responsible for the corrective actions, as determined by the CO.

4.7 The Contractor shall prepare and submit a written report within two (2) business days of work. The report shall identify each VTE, the location, maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the VTE.

4.8 The Contractor shall maintain a copy of all current VTE inspection documentation, along with an index indicating the location, date inspected, and date of the next required inspection having provided the original to the CO/COR. The index and copies of certificates shall be delivered to the CO/COR upon request; however, no later than one (1) business day of a request to review.

5.0 REPAIR SERVICE CALLS. The Contractor shall provide service calls (routine and emergency) under the full maintenance service agreement at no additional charge. All repair work shall be done in accordance with standard commercial practices. The Contractor shall repair and replace components of the VTE at no additional cost to the Government. When a component in a labeled product is replaced, it must be replaced with an identical component manufactured under the original labeling service (certifying agency). Substitution of a different component is only permitted where it is equivalent to that which was tested, as determined by the certifying agency. The parts used for replacement are required to comply with all the requirements that the old parts originally complied with. The Unified Facilities Guide Specifications (UFGS) and the Unified Facilities Criteria (UFC) shall be used to benchmark acceptable replacement components. (Appendix B) See UFGS 14 21 00. 00 20 Electric Traction Elevators, UFGS 14 21 13 Electric Traction Freight Elevators, UFGS 14 21 23 Electric Traction Passenger Elevators, and UFGS 14 2 00 Hydraulic Elevators for guidance. NOTE: Any part, component, or assembly unavailable from the manufacturer due to obsolescence, remains the contractor’s responsibility to obtain an engineered equivalent product from a commercial source.

5.1 Personnel Authorized to Place Service Calls. The Contracting Officer or COR are the only personnel authorized to place service calls. The contractor shall not accept service calls from any individual other than those authorized to place service calls. If the contractor does receive a service call from anyone other than the authorized individuals, the contractor shall advise the individual to contact the COR. The Government is not responsible for calls placed by individuals other than the COR.

5.2 Routine Calls. Service calls will be classified as routine when the work does not qualify as an emergency call.

5.2.1 The Contractor shall respond in-person to the VTE and begin work on routine service calls at no additional cost to the Government within two (2) work days after receipt of the call on regular scheduled work days/hours. The contractor shall contact the COR prior to arrival on Holloman AFB when responding to a routine service call.

5.2.2 The Contractor shall report to the work location, survey the repair, and provide the CO/COR an estimate of time and cost of repairs not covered in the full maintenance service contract, but necessary to bring the VTE back to operation. The Contractor shall commence repair work after notification from the CO/COR. The Contractor shall prepare and submit to the CO/COR a written report within two business days after the repair. The report shall include the date and time of the service call, the location of the VTE, the repairs performed, and the name of the technician performing the repairs.

5.3 Emergency Calls. Emergency service calls will be placed when a VTE system fails and constitutes a danger to personnel; threatens to damage properties; or threatens to disrupt activity, operations, and/or training missions.

5.3.1 The contractor shall respond in person to the VTE and begin work on emergency service calls within one (1) work day after receipt of the call from the COR. The contractor shall contact the COR prior to arrival on Holloman AFB when responding to an emergency service call.

5.3.2 The Contractor shall report to the work location, survey the repair, and provide the CO/COR an estimate of time and cost of repairs not covered in the full maintenance service contract, but necessary to bring the VTE back to operation. The Contractor shall commence repair work after notification from the CO/COR. The Contractor shall prepare and submit to the CO/COR a written report within two business days after the repair. The report shall include the date and time of the service call, the location of the VTE, the repairs performed, and the name of the technician performing the repairs.

5.4 Documentation. The contractor shall prepare, as a minimum, the following documentation and/or reports:

5.4.1 Upon completion of the specified interval servicing visit, i.e. monthly, the Contractor shall provide the COR a copy of the Contractor’s standard inspection checklist for each elevator. If any repairs are identified during the monthly servicing visit, the Contractor shall provide a written estimate to the COR as soon as possible.

5.4.2 Once a year, the Contractor shall perform an annual safety inspection for all the passenger and freight elevators. The inspection shall be performed in accordance with the requirements of ASME A-17.1: “Safety Code for Elevators and Escalators”. The Contractor shall submit an inspection report for each elevator to the COR after the inspections are completed. Annual safety inspections will not be required for the dumbwaiters.

5.4.3 The Contractor is expected to work independently with little assistance from the government. The Contractor will be furnished with a base map and vehicle passes to access the base after the contract is awarded. All work shall be completed during normal business hours.

5.4.4 Contractor Full-Time Equivalent Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for HAFB, NM via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. This site is the electronic Contractor Manpower Reporting Application (CMRA).

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October of each year.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

6.0

6.0 SERVICES SUMMARY. The Government will evaluate the Contractor performance in accordance with the following criteria.

7.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government does not anticipate providing any government furnished property (GFP).

8.0

8.0 GENERAL INFORMATION.

8.1 QUALITY CONTROL. Contractor shall develop and maintain a Quality Control Program (QCP) to ensure maintenance and repair services are performed in accordance with ANSI/ASME A17 and other applicable standards and codes. The Contractor shall develop and implement procedures to eliminate reoccurrence of once identified/repaired defects. As a minimum, the Contractor shall develop quality control procedures that address the areas identified in Paragraph 6.0, Services Summary. The QCP shall demonstrate how the Contractor ensures quality performance during the contract period of performance. The Contractor shall maintain the QCP throughout the period of performance of the contract. The COR will be provided updates to the QCP as they occur during the period of performance. The QCP will identify the procedures in writing for inspections, individual responsible, VTE MCP, and the location of all inspection records and key control logs which will always be available to the government upon request. The QCP will have the inspection forms and records which will be used for the service. The Contractor will identify to the CO/COR the responsible quality control inspector to notify in case of customer complaints.

8.2. QUALITY ASSURANCE. The COR or Government Inspector will evaluate the Contractor's performance at the completion of each inspection. The COR(s) may also perform periodic on-site inspections, and at the Government's discretion, inspect each task at each work location to ensure conformance and acceptable performance, prior to payment.

8.3. HOURS OF OPERATION. The standard hours of operation for Holloman AFB are 7:00 A.M. to 4:00 P.M. Monday through Friday.

8.4. SECURITY REQUIREMENTS. Project is unclassified--access to classified material not required.

8.4.1. Illegal Aliens. The contractor shall not hire an illegal alien to work or perform any service on Holloman AFB (HAFB). Employees who are not U.S. citizens can only be persons possessing a current resident alien immigrant status (Green Card) or if a non-resident immigrant must possess a current Employment Authorization Document. While on HAFB, non-U.S. citizen employees must be able to produce for inspection the appropriate credential: Green Card or Employment Authorization Document. Any illegal alien found on the installation shall be immediately detained by base security forces and barred from the installation.

8.4.2. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to AF restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the CO/ Program Manager and sponsoring agency security manager. An updated listing shall be provided when an employee's status or information changes (i.e. termination, reassignment, etc.) or when a new employee is added.

8.4.3 Security Training. The contractor ensures all employees receive initial and recurring (annual) security education training from the sponsoring agency security manager. Training must be conducted IAW DODM 5200.01 Vol 3, Enc 5 Par 3, DoD Information Security Program, and AFI 16-1404 Chapter 6, Information Security Program. Contractor personnel who work in AF controlled/restricted areas must be trained IAW AFI 31-101, Integrated Defense. The sponsoring agency controlled area monitor will provide this training when required.

8.4.4. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for their employees. Employees shall only be granted access to the installation to perform functions directly related to their respective contract.

8.4.4.1. All contractor employees requiring unescorted access to HAFB shall be identified on a Visit Access Request (VAR) form. The contractor shall submit a complete VAR through the Contracting Officer to 49 SFS Pass and Registration (49 SFS/S5AV) NLT 7 duty/business days, and for foreign nationals, 14 duty/business days prior to requiring access to the installation. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-209, the Air Force Resource Protection Program and AFMAN 16-1405, Personnel Security Program Management, as applicable.

8.4.5. Retrieving Identification Media. The contractor shall return all identification media from employees who depart for any reason before the contract expires; i.e., terminated for cause, retirement, etc. The contractor will notify the Government within 24 hours when unable to retrieve identification media from contract employees.

8.4.6. Travel Restrictions. Contractors are prohibited in areas of the installation other than their appropriate place of work and the routes to and from installation entry/exit points.

8.4.7. Traffic Laws. The contractor and its employees shall comply with base traffic regulations. Violations may result in the loss of base driving privileges and/or debarment from the installation.

8.4.7.1. Employees shall wear a seatbelt when operating or riding in any military, contractor-owned, or privately-owned vehicle while on the installation.

8.4.7.2. Speed limits on HAFB are 30 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.

8.4.7.3. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. The wearing of any other portable headphones, earphones or other listening devices (except for hand-free cellular phones) while operating a motor vehicle is PROHIBITED.

8.4.8. Weapons, Firearms, and Ammunition. Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within military, contractor, or privately-owned vehicle while on HAFB.

8.4.9. For Official Use Only (FOUO). The Contractor shall comply with DODM 5200.01- V4-E#, DoD Information Security Program: Controlled Unclassified Information (CUI), requirements. This manual sets the policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

8.4.10. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information.

8.4.11. Physical Security. The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

8.4.12. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to AF controlled/restricted areas where contractor personnel will work.

8.4.12.1. Escorted Entry Procedures: Unless granted unescorted entry (see procedures below), all contractor employees will be escorted while in AF controlled/restricted areas on HAFB. When escorted, employees shall remain with their assigned escort at all times while in controlled/restricted areas. Escort responsibility rests with the sponsoring agency. An escort briefing will be provided to all escorted employees prior to entering a controlled/restricted area. Persons providing escort are responsible for providing this briefing. Escort officials assume responsibility for the safe and secure conduct of escorted employees and are required to maintain constant surveillance and control of employees at all times while in a controlled/restricted area.

8.4.12.2. Unescorted Entry Procedures: An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agency security manager before a restricted area badge will be issued. Employees must have a completed and favorable Tier 1 security investigation before receiving a restricted area badge. Interim access can be granted in accordance with AMAN 16-1405, Personnel Security Program. Unescorted entry will never be granted solely to avoid the inconvenience of escorted entry.

8.4.13. Photography. Photography in or within the close proximity of an AF controlled/restricted area, flight line, or taxiway is strictly prohibited. Contractors that wish to take photos shall coordinate with their COR or Government Program Manager who will coordinate with the appropriate owning unit security manager for a photography clearance memorandum prior to taking photos.

8.4.14. Video/Still Imagery Devices: The use or possession of any device capable of capturing video and still images is strictly prohibited within any controlled/restricted area without written authorization from the installation commander or his/her designated representative. Individuals will be denied access to restricted/controlled areas if in possession of these devices.

8.4.15. Key Control. The contractor shall establish and implement methods of making sure all keys and/or combinations issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government. The Government requires keys/combinations to the contractor's area of responsibilities. The contractor shall supply a key or combination to the Fire Department in the event of an emergency.

8.4.15.1. Lost Keys. The contractor shall immediately report to the COR any occurrences of lost or duplicated keys, compromised lock combinations, or use by unauthorized persons.

8.4.15.2. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

8.4.15.3. Prohibit Use of Keys. The contractor shall prohibit the use of keys or combinations, issued by the Government, by any other persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

8.5. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DoD Contractor Services During Crisis, and the Air Force implementation thereof, unless otherwise directed by an authorized Government representative, it is determined that Vertical Transportation Equipment Services requirements under this PWS are NON-essential to be performed during a crisis.

8.6. SPECIAL QUALIFICATIONS. The Contractor will be licensed by the State in which the work is conducted to provide the services specified in this contract. All work will be performed by personnel who are trained and qualified for the systems and equipment. Contractor personnel shall be certified by appropriate federal and state regulatory agencies, i.e. ASME QEI-1 Qualified Elevator Inspector (QEI) certification, to meet federal and local certification requirements (documentation provided to CO/COR upon request) in maintenance of VTE.

8.7. SCHEDULE COORDINATION. The Contractor shall be responsible for coordinating all phases of his/her operations with the appropriate base personnel through the CO/COR. The facilities shall remain in operation while the Contractor is working, and it is up to the Contractor to coordinate around the normal activities of the facility.

8.8. ENVIRONMENTAL CONTROL. The Contractor shall comply, and assure that all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor shall use environmentally safe products in the course of completion of their project. The Contractor shall maintain, in company vehicle on site, Material Safety Data Sheets (MSDS) for all chemicals. A copy of all MSDS will be provided to the CO/COR. The MSDS data is subject to random checks by the government. Contractor shall maintain, and provide on demand, an inventory of materials being brought on the Government facility. The Contractor shall complete, and provide on demand, monthly inventories of HAZMAT used, including but not limited to: solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils brought on to the Government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor shall immediately notify the CO/COR and appropriate emergency responders. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor shall maintain a spill plan as required by federal, state, and local laws and regulations.

8.9. ASBESTOS. The Contractor shall comply with Section 29 CFR 1910.1001(j)(7)(iv). VTE may be located in facilities that may contain ACM or PACM. The Contractor (not the Government) shall determine if any exposure to ACM may result in performing work under the contract.

Appendix D Over and Above Project Instructions

1. O&A Work Definition. O&A work means work discovered during the course of contract performance that is not covered in the full maintenance service arrangement covered by the line items for the basic work under the contract, and necessary in order to satisfactorily return the VTE to a safe and operational condition. The Contractor shall identify needed repairs and recommend corrective action during contract performance. Using the O&A CLIN (x002, subsequent option year CLINs) permits the Government and the Contractor to negotiate parts and labor which are necessary to make repairs or prevent malfunctions but are not specifically identified and priced. Examples of O&A work include, but are not limited to: EXCLUDED SERVICES identified in Paragraph 2.

NOTE: The Government reserves the right to utilize other contract vehicles for maintenance/repair or replacement of equipment or infrastructure system upgrades/modifications.

1.2. O&A Work Procedures.

1.2.1. The Contractor shall submit to the COR an O&A request form describing the O&A work being proposed. The form, with all applicable fields completed, shall be submitted within five (5) business days for non-emergencies and as soon as possible for emergencies.

1.2.2. The COR will send the work request package to the CO for review/approval.

1.2.3. The Contractor and CO will negotiate a firm-fixed-price settlement for the work. The Contractor shall not begin work until receipt of a signed/approved work request form or approval memo from the CO. The Contractor shall commence work and complete work by the mutually agreed upon dates stipulated in the form/memo.

1.2.4. Failure of the Contractor to provide the information required on the O&A work request, within the specified timeframe, may be grounds for the Government to openly compete the O&A work. Additionally, if the Government and the Contractor cannot agree upon a firm-fixed price for the O&A work request, the Government has the right to openly compete the O&A work.
