Questions & Answers concerning Pre Bid Site Visit Runways 22 & 25:

1. Q: What happens if issues such as weather, asphalt plant breakdowns, equipment breakdowns, etc occur and don’t allow us to finish by the deadline? What will the consequences be if the contractor doesn’t finish by that deadline?

A: The base has made contingency plans in case there are unexpected delays due to weather or equipment breakdown. If bad weather occurs, the project will likely be rescheduled for another weekend. If there is an equipment breakdown, we will work with the Contractor to establish a new construction schedule. If the breakdown is going to last for several days, the Contractor may be asked to move his equipment off the runways, then sweep the work areas. If this happens, the equipment can be moved to a staging area near Bldg 1020. We are not planning to impose any penalties for unforeseen events.

2. Q: What hours will the La Luz Gate be open for this contract?

A: We will keep the gate open every day as long as necessary.

3. Q: Is the detached MTV required on this project?

A: The use of a MTV is included in the standard asphalt paving specification. However, if the Contractor can meet all the specification requirements without one, then it won’t be required.

4. Q: Will the contractor need to provide a loader at the CE Compound to stockpile milling?

A: Yes, the Contractor will need to provide a loader at the CE Compound. The millings need to be pushed into piles. The piles should be no more than 10' high.

5. Q: What will be the gate hours at the CE Compound?

A: The CE Compound Gates are always open.

6. Q: Will airfield barricade be required although the airfield will be closed?

A: No barricades will be required during the scheduled work period. However, if there is an equipment breakdown after the pavement has been milled, then barricades may be required. This will be decided at the time of the breakdown.

7. Q: Will airfield radios be required?

A: Radios will not be required during the scheduled work period. They may be required if the project is delayed due to weather or equipment breakdown.

8. Q: Will profilograph testing need to be performed on the finished asphalt surface?

A: Profilograph testing is included in the standard asphalt paving specification. However, if the surface smoothness requirements specified in Paragraph 1.5.4.1.1 are satisfied, then profilograph testing will not be required.

9. Q: Can an in house testing lab perform the QA Testing or is it required an independent lab be used?

A: An independent lab for QA testing is included in the standard asphalt paving specification. However, due to the small scope of this project, an in-house testing lab for QA testing will be acceptable as long as the proper procedures are followed.

10. Q: Will asphalt coring be required for in place density?

A: Due to the small scope of this project, coring for density will not be required. The Contractor shall monitor the asphalt density using the nuclear gauge, and make adjustments as required to stay within the preferred density range.

11. Q: We need to provide an asphalt mix design 14 Cal Days before our test strip. Do we need to provide the asphalt mix design with our proposal?

A: The asphalt mix design should be included when the bid is submitted.

12. Q: Is a test strip required?

A: See Paragraph 3.6 in the asphalt paving specification. A test section is not required for this project.

13. Q: The SOW calls out for 64-22 oil be used in the hot mix and your specs call out for 70-22 oil. Which oil should we use in our hot mix?

A: Use PG 70-22 oil.

14. Q: Is section 32 12 15.13 subsection 3.10.3 paragraph A-F required?

A: These paragraphs are included in the standard asphalt paving specification. However, we are not going to require the Contractor to follow every detail listed in these paragraphs. As long as the joint meets the surface smoothness requirements specified in Paragraph 1.5.4.1.1, then the Contractor can use whatever methods he feels are appropriate for this project. Diamond grinding will not be required if the surface smoothness requirements are met.

15. Q: If scabbing occurs while milling what does the contractor need to do to correct it? Will extra milling depth be required? If so, How deep?

A: The Contractor may use any methods that he feels are appropriate to deal with any scabbing issues that may occur. This may include a complete removal and replacement of the affected area, or additional milling.
