Statement of Work (SOW)
1 May 2018
(amended 10 May 2018)
Maintain 49th Aircraft Maintenance Squadron (AMXS) Generators
Description of Service. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform generator maintenance as defined in this SOW. The Contractor shall perform to the standards in this contract.
The Contractor shall furnish all materials, labor, and equipment necessary to perform servicing, preventive maintenance inspections, and load testing for the electrical backup generators, automatic transfer switches, and generators supporting Ground Control Stations (GCS), SATCOM Earth Terminal Subsystems (SETSS), Fixed Site Satellite Terminals (FSST) and fixed towers with mounted Ground Data Terminals (GDT) which support flying operations for the 49th AMXS, Holloman Air Force Base (HAFB), New Mexico. The Contractor shall inform the owning unit when the generators surpass 90 percent of their service life (9000 hours) enabling coordination for overhaul/replacement purchases. All efforts to avoid negative mission impact will be made. Previous contract number is FA4801-17-P-0008.
Scope: The scope of work consists of one (1) full service, eleven (11) monthly inspections, and preventative maintenance in accordance with (IAW) Operation and Service Manuals for a period of five
(5) years consisting of one (1) base year and four (4) option years.
Preventive maintenance inspections include, but is not limited to:
a. Semi-monthly maintenance/inspections
b. Monthly maintenance/inspections
c. Quarterly maintenance/inspections
d. Semi-annual maintenance/inspections
e. Annual maintenance/inspections
f. Hour-meter time based maintenance/inspections
Debris and Cleanup: Upon completion of the workday, the Contractor shall leave the work area clean and safe. The Contractor shall remove all equipment, materials, trash, other belongings, and all project generated debris and waste from site and dispose of at an appropriate location off the installation.
Site Condition. The closest address to the equipment location is 1041 Fifth Street, Holloman AFB NM, 88330. The fixed tower site has no address associated with it, as it is located in the middle of the airfield.
All testing and preventive maintenance actions must be worked around the MQ-9 flying schedule.
Generator power cannot be disabled while aircraft are in flight or during the launch and recovery window while aircraft are on the ground. Testing must occur during training days/down days, weekends or evenings.
The Contractor shall complete all work within the prescribed period. Work hours shall be based on the weekly flying schedule (24-hour availability required). Failure to coordinate the delivery of materials for generator maintenance shall not be an acceptable basis for failing to complete work in the required time period.
The Contractor shall coordinate all outages and work schedule with the 49th AMXS through the Contracting Officer Representative (COR).
The Contractor shall respond to emergencies when notified.
Equipment: The Contractor shall ensure that all equipment supplied and installed are in operable condition throughout the life of the contract. The Contractor shall provide all oil & related fluids (exception: fuel will be supplied by HAFB Petroleum, Oil and Lubricants (POL) Shop), spare parts, tools, and labor to maintain equipment. Any broken or damaged equipment shall be immediately replaced with new. The Contractor shall ensure delays are immediately reported. The Contractor shall properly dispose of hazardous waste generated during the performance of this contract at no additional cost to the Government.
Material: All materials shall be new and free of defects. All materials shall conform to the specifications outlined in the Operation and Service Manuals. The Contractor shall remove defective materials from the site at no additional cost to the Government.
Parts/Materials: All parts/materials shall be Original Equipment Manufacturer (OEM) or an equivalent that meets OEM specifications. All fluids shall conform to the specifications outlined in the Operation and Service Manuals.
Warranty: The Contractor shall maintain a warranty of all parts and labor provided IAW with this SOW during the life of the contract, to include the basic year and any exercised option years.
Technical requirements: This work may include refurbishment, maintenance, alterations, component or unit replacements, and upgrades. The Contractor shall ensure that all maintenance actions comply with this SOW, Air Force Instruction (AFI), Unified Facilities Criteria (UFC), Operation and Service manuals, National Fire Protection Agency (NFPA) 70, National Electric Code (NEC), American National Standards Institute (ANSI) C2, and National Electric Safety Code (NESC). In the event of a discrepancy, the Operation and Service manuals shall govern. For each scheduled inspection, the Contractor shall perform all lower level inspections at and below the applicable level. The Contractor shall annotate inspection actions and load tests on the Air Force Form (AF) Form 487, Generator Operating Log, and Air Force (AF) Form 719, Historical Record – Diesel-Electric Generator and System, provided by the Government.
Coordinate with Civil Engineering personnel for form clarification.

Safety. The Contractor shall ensure that Employees are supplied, and use, proper safety equipment (i.e.
gloves, safety glasses, boots, etc.) and follow proper work procedures to protect contractor employees, military personnel, and civilians in vicinity of job site. The Contractor shall establish a safety zone around the work area and establish a warning marker system to prevent injuries to pedestrians and others who may be on the site. The Contractor shall assume liability for any injury incurred by contractor employees while working on site.
In order to protect the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with applicable DoD, Air Force, Federal, State, and local safety and health requirements.
Environment and OSHA. The Contractor shall comply with all local, State, and Federal environmental and occupational safety laws, rules, and regulations. Any apparent conflict between compliance with such local, State, and Federal environmental and occupational safety laws, rules, regulations, and compliance with the requirements of the contract shall be immediately brought to the attention of the CO or COR for final resolution. The Contractor shall notify the CO or COR in writing in addition to any verbal notification of such conflict. The Contractor shall be liable for all fines, penalties, and costs which result from violations of, or failure to comply with, all such local, State, or Federal laws, rules, and regulations.
All unsafe acts or conditions fostered by the Contractor or Contractor personnel may be grounds for the CO or authorized representative to halt any and all Contractor performance with a commensurate deduction of monies due to the Contractor until such unsafe conditions are corrected. The Contractor shall take due caution not to endanger personnel during performance of this contract. Upon discovery of a serious hazard such as, but not limited to, fire, or large fuel spill, the Contractor shall notify the CO or
COR.
Personnel Safety. The Contractor shall immediately correct all safety deficiencies upon notification of the deficiencies by the CO or COR, and shall notify the CO or COR of the corrective action to be taken.
Emergency Services. The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor shall, in turn, notify the CO or COR within 30 minutes of the incident. Emergency medical treatment and services for Contractor employees is the responsibility of the Contractor.
Reporting Mishaps. The Contractor shall adhere to reporting of mishaps IAW AFI 91-204, Safety Investigations and Reports and AFMAN 91-224, Ground Safety Investigations and Reports. In addition, the Contractor shall report: (1) Injury or occupational illness to on-duty Contractors; (2) Damage to Government Furnished Material (GFM), Government Furnished Property (GFP), or Government Furnished Equipment (GFE) provided to a Contractor; (3) Contractor accidents involving Air Force property or personnel.
Reporting of Fire and Safety Hazards. The Contractor shall train their employes to recognize fire and safety hazards and encourage personnel in the performance of their duties to report fire and safety hazards and unsafe conditions to their supervisor or Contractor. The Contractor shall take corrective action to remedy reported deficiencies IAW HAFB Instruction 32-2001, Fire Prevention - Fire Protection, AFI 91-
203, Air Force Consolidated Occupational Safety Instruction, NFPA 101, and the terms of this contract.
The COR shall be notified of deficiencies beyond the terms of this contract.
Authorization to Work. The Contractor’s employees shall either be a United States Citizen or authorized to work in the United States or possess a valid U.S. Immigration T-151 or I-94, Alien Registration Card.
Speaking, Reading, and Understanding English. The Contractor shall hire and staff personnel who can communicate with Government representatives. Where reading, understanding, and discussing environmental, health, and safety warnings are an integral part of an employee’s duties, the Contractor’s employees shall be able to understand, read, write, and speak the English language fluently. English shall be the only language used with regard to this contract for written correspondence, discussions, and other business transactions.
Identification of Contractor Employees. The Contractor (to include subcontractors) shall provide each employee an Identification (ID) Badge, which includes at a minimum, the Company Name, Employee Name and a color photo of the employee. ID Badges for Key Personnel shall also indicate their job title.
While the employee is performing work under this contract, ID Badges shall be worn at all times and in a conspicuous place (i.e. on the front of exterior clothing and above the waist) except when safety or health reasons prohibit. The Contractor (to include subcontractors) shall be responsible for collection of ID Badges upon completion of the contract or termination of an employee. A listing of issued identification cards shall be furnished to the CO prior to the contract performance date and updated as needed to reflect Contractor and subcontractor personnel changes.
Contractor personnel shall ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
Motor Vehicle Operators. The Contractor’s employees, whose tasks involve operation of any vehicles, shall possess a valid U.S. state driver’s license, certificates and permits, applicable for the type and class of vehicle being operated.
Contractor Vehicles. All Contractor vehicles shall be readily identifiable. Identification shall include displaying the Contractor’s name in a clear and unobstructed location on the vehicle. Motor vehicles entering HAFB shall be properly licensed, insured, and registered with the Visitor Reception Center.
Applicable Publications and Forms. The Contractor (to include Subcontractors) shall abide by all applicable regulations, publications, manuals, as well as local policies and procedures.
