UH/Referral/FMO 7 Aug 2015 FA4801-15-R-0014 Questions & Answers for FA4801-15-R-0014 – UH/Referral/FMO

Q1. Will a furnished office be provided for the onsite Project Manager/Dorm Superintendent and other contractor staff?

A1. Yes, refer to PWS Section 3.1.1. for Government Property.

Q2. As the Facility Manager for all UH facilities, is the contractor responsible for maintaining facilities for such tasks as custodial, grounds maintenance, and snow/ice removal?

A2. Contractor is responsible for custodial upkeep within the office space provided. Grounds maintenance is done either by another contract or military members assigned to UH housing. PWS Section 1.1.1.8. states "The contractor shall act as the facility manager for all UH facilities IAW HAFBI 32-1002 except for the verbiage "is the representative of the unit commander who" in Section 1.2, Sections 6.2 – 6.14 and Section 23. Contractor is not responsible to perform any repair work required on the facilities." Review HAFBI 32-1002; link to HAFBI is located in Appendix 3.

Q3. Is the KeyTrak system furnished by the Government?

A3. Yes. Refer to Appendix 6 of solicitation.

Q4. Please confirm that furnishing purchases are funded by the Government and not the contractor and that "backup stock" is Government furnished.

A4. All furnishing purchases are funded by the Installation Commander. Refer to AFI 32-6005, para 1.2.3.12.

Q5. How many seats will be provided for contractor use of ACES-DM, IWIMS, and eMH?

A5. These programs are web-based and with proper authorization can be accessed from any government furnished computer.

Q6. Please confirm that the contractor is to budget for repairs to appliances and include such cost in its proposal; further, please confirm that the cost of replacement of appliances is borne by the Government.

A6. The contractor is not to budget for repairs to appliances and include such cost in its proposal. Solicitation, Standard Form (SF) 1449, Item/CLINs x004 – Reimbursable Supplies covers appliance repair, which states "NOTE: CONTRACTOR DO NOT PRICE THIS CLIN The Government anticipates $13,000.00 annual cost"; CLIN also references PWS Section 1.2.3. for further details.

Q7. Is the cost of advertising/publicizing needs for housing to be paid by Government?

A7. No, the Government does not pay for advertising/publicizing under PWS Section 1.3.1.1. which states "Every effort should be made to publicize the need for housing in the community." It is noted, that most of the advertising/publicizing can be accomplished via electronic means at minimal cost, which is the Government preferred method.

Q8. What is the type (box truck, trailer, etc…) and quantity of vehicles used to support the incumbent operation?

A8. Type and quantity of vehicles is to be determined by contractor. Refer to the PWS, such Sections as 1.1.1, 1.2.2.1, and 1.2.3.

Q9. General Questions.

Q9.a. Is this a new requirement or is there an incumbent on this contract?
A9.a. No, this is not a new requirement and yes, there is an incumbent.
Q9.b. If there is an incumbent, are they eligible to bid on it?
A9.b. Yes, incumbent, Burgos Group, Albuquerque, NM (public information), is eligible to bid on requirement.

Q10. PWS Appendix 4. Workload Estimates - The workload estimate addresses the fact that the dormitory count could change, and mentions that there were 14 dormitories at one time.

Q10.a. Is it conceivable that the dormitory count would increase during this contract?
A10.a. Mission changes will dictate whether there is an increase or decrease in the dormitory count. Reference PWS Appendix 4.
Q10.b. If so, will consideration be given to allow for increased staffing to support an increase in workload?
A10.b. This will be a firm-fixed priced contract.

Q11. PWS Appendix 4. Workload Estimates - The workload estimate for FMO indicates the contractor will receive issue, store and deliver furniture on average twice a year. However the description indicates this could be a single piece of furniture through an entire dormitory replacement.

Q11.a. How shall we budget for this huge disparity in scope?
A11.a. Appendix 4 outlines the workload estimates and historical data. The Government's plan (depending on funding) is total furniture replacement for one dorm per year (70 rooms per dorm).
Q11.b. Is time a factor, or can this work be spread out over many weeks or months?
A11.b. Historically, furniture replacement for an entire dorm (~70 rooms) has been done in 5 days or less.

Q12. PWS Paragraph 4.9.2.3 addresses servicing of refrigerant in appliances. Can you provide more specific information regarding the typical volume of refrigerant handled on a yearly basis?

A12. The incumbent contractor subcontracts this function. Historically, 2 appliances per month require service.

Q13. PWS Paragraph 4.9.2.3 also addresses asbestos clearance, monitoring and disposal. Can you describe the asbestos issues in more detail to include conditions under which employees could be exposed, volume of asbestos materials to be disposed of, and work (PWS area) that would necessitate exposure?

A13. Contractor is responsible for identifying repairs and submitting work orders. Such identification would be broken tiles or damaged carpet. The glue on some VTC tile or carpet-backing may contain asbestos, which exposure to asbestos would be minimal.

Q14. PWS Paragraph 1.1.1.10. Are there any contractor costs associated with the operation and maintenance of the KeyTrak system?

A14. No, there are no contractor costs associated with the KeyTrak system. The Government provides and maintains the hardware for the system. Contractor will utilize the system per PWS Section 1.1.1.10.

Q15. PWS APPENDIX 4 – WORKLOAD ESTIMATES, UH Historical Data What is the difference between a "training dormitory" and the regular dormitories?

A15. PWS Section 1.0 states "Except where annotated (**), this PWS is not applicable to Training Dormitories identified in Appendix 4." The main difference between "training" and regular dormitories is contractor's responsibilities as identified in the PWS, i.e. responsible for inventory control, appliance repair, entering residents into the KeyTrak system and cutting Saf-Loc key cards. Currently there is one "training dormitory" and is used by students in training and managed by their own training personnel.

Q16. PWS Paragraph 1.2.2.6. Will the government provide training on AF-specific systems such as ACES-DM, IWIMS and eMH?

A16. Yes, the Government will provide training on all AF-specific systems.

Q17. PWS Paragraph 1.2.3.

Q17.a. How many appliances are repaired annually?
A17.a. Approximately 2 per month, per work load estimates.
Q17.b. Is the contractor expected to have a staff repair technician? If so, what is the estimated LOE [level of effort] annually?
A17.b. Staffing a repair technician would be at the discretion of the contractor. Repair service is minimal (usually sub-contracted out) and dependent on funding under CLIN x004 (reference Q&A #6).

Q18. Will electronic copies of our proposal be accepted?

A18. Reference SF1449, clause 52.252-3 Alterations in Solicitation, A-2. Addendum to 52.212-1, Instructions to Offerors, Submission of Proposals, paragraph B:

Volume I – (Tab A) Technical/Management Proposal AND (Tab B) Past Performance – 4 hard copies, 1 electronic Volume II – Solicitation/Price Data – 1 hard copy, 1 electronic

Q19. Would incumbent be willing to release the current number of employees, their names and phone numbers to potential bidders?

A19. Incumbent is unable to comply with this request as it would violate company policy.

NOTE: Since this notice is public, certain incumbent employees have provided Contracting with their information. This information may be requested via email to the Contracting CA and CO at (julie.miller.4@us.af.mil and sally.roberts@us.af.mil).
