FA4801-11-R-0002 -- ALS -- Questions & Answers Revised On 5 January 2012 Questons 3 & 4 were updated; the changes are shown by the symbol “|” in the right hand margin.

Q1. It is noted that ambulance response times shall be 7 minutes or less for at least 90% of the requests. It is also noted that an ambulance response may be requested to an “off base” location up to and including White Sands Missile Range. Based on the location of a call and the remote geography, a 7 minute ambulance response would not be feasible. Can this requirement be amended to account for calls that occur “off base”?

A1. The understanding is that the Ambulance Response Element (ARE) ambulance maintains direct 911 response to the local base populace. On rare occasions it can be requested to respond "off-base" in the event of an emergency requiring immediate attention. Due to this it is accepted that the response time may be increased due to distance, traffic, base functions, etc.

Q2. Is there a mechanism for the vendor to request ambulance response time exceptions?

A2. No Q3. What is the annual pricing for the current EMS staffing arrangement?

A3. The current contract is an interim contract in order for the Government to outsource the requirement and due to difference in the scopes of work, the current contract price is irrelevant.

Q4. Will ARE take Clinic Patients to the local hospital Gerald Champion Regional Medical Center (GCRMC)?

A4. Yes, On Doctors orders in rare occurrences, such as heart issues.

Q5. Do the Life Packs have telemetry transition?

A5. No, the Life Packs do not have telemetry transmission.

Q6. How many patients can each Ambulance hold?

A6. Each Ambulance can hold 4 patients.

Q7. What is the base populace?

A7. Approximately 14,500. Includes active duty, dependents, civilian work force Q8. Are all Fire Fighters fully qualified EMT’s?

A8. No.

Q9. Are narcotics available?

A9. Yes, in a safe. The Air Force Pharmacy has oversight of narcotics and must be stored in the safe. They cannot be stored on personnel or in the ambulance.

Q10. Will accessing the narcotics effect the 7 min standard.

A10. The 7 min standard should not be effected and includes accessing the narcotics.

Q11. Who has access to the Narcotics safe?

A11. Only the EMTs.

Q12. Are there different responses for urban or rural or on or off base?
