About this file

This is a Questions and Answers document for federal contract solicitation FA480026Q0087 for airfield vehicle gate maintenance and repair services at Langley Air Force Base. The requirement covers eight mechanical airfield vehicle gates with three existing operator systems: DKS Dooring Model 9210-387 with Control Board 4404-018, Lift Master Model SL585101UL (Serial 2021N7098), and Lift Master Model HDSL24UL MC (Serial 461234710035). Technical manuals are available for the Lift Master SL585101UL model, and photographs of each gate system are provided in the Q&A document.

The contractor must assess emergency conditions within 24 hours of notification and accomplish all work during normal duty hours, though occasional after-hours work may be required. Three quotes are required upfront for all repairs exceeding $2,500, and the contractor must provide firm fixed-price unit and extended pricing for emergency repairs with no pre-agreed hourly rates permitted. Technicians require base access and either an escort or Entry Authority List for personnel. The contractor may subcontract work but remains ultimately responsible for performance and schedule. The PSC code has been changed to J039. No pre-bid site visit will be held, no historical maintenance records are available, and no incumbent contractor information exists. The Government does not have maintenance records. Preventive maintenance is not limited to the PWS paragraph 2.1 checklist items. Certification and Quality Control Plan requirements are specified in PWS paragraphs 2.4 and 4.2 respectively.
