About this file

This document is a Questions and Answers file for a TA-50 Locker solicitation for the Joint Enabling Capabilities Command (JECC) at Naval Station Norfolk, Virginia. The solicitation seeks procurement and installation of approximately 352 TA-50 storage lockers, with key details including installation on the second floor of Building X-132, a loading dock on the first floor, and an elevator for transportation. The project has specific requirements such as mounting lockers back-to-back in 22 rows, preferring adjustable shelves, and requiring supervised entry with card access. The delivery timeframe is targeted for December 2025, with installation to occur Monday through Friday during business hours (0700-1500). Vendors must obtain DBIDS access, provide their own dumpster for packaging disposal, and coordinate delivery timing with the contracting office after room completion.

Questions and Answers for JECC TA-50 Locker solicitation

1. Will there be a Loading dock?

- Yes.

2. Will there be a forklift or pallet truck on site and if not, will a rental forklift be useful and allowed on the dock?

- We will arrange for either use of an onsite forklift (from an adjacent organization) or arrange for base forklift/operator to support offloading.

3. Is installation location located on the same level/floor as the dock or on another floor? If on another floor, how many floors / stair steps and is there access to an elevator?

The installation location is on the second floor. There is access to an elevator from the first-floor (dock level) to the second floor.

4. Will there be a sponsor to get a secret clearance or do we need to already have that?

- No secret clearance will be needed. Dock (first floor) and second floor install space is all unclassified. But we will provide escort support as needed.

5. How large is the loading dock/ warehouse area if there is one? For example, will vendors have room to unload an entire work truck on the loading dock, or will they need to work from a truck bed?

- The loading dock runs adjacent/is attached to the building (X-132). Trailers 40 plus feet would be somewhat difficult to navigate (backing up to dock for offloading) as bldg X-136 runs in parallel. If lockers require assembly onsite, some room would be available on the second floor to store and assemble. But as more are installed in place, that space would become limited, so working from the truck could become a possibility.

6. Is it possible to send photos of the loading dock, elevator, tight hallways?

- Yes; but there are no tight hallways. Elevator (54” wide) essentially opens to a rollup door (96” wide).

7. Can you let us know how far of a distance the loading dock is from where the lockers will need to go?

- Loading dock is on the first floor; elevator opens from first floor for loading. Once loaded, the elevator opens to the second floor for offloading with the locker assembly area roughly 15 feet away.

8. The locker specs appear to be very specific to a particular MFG. Can you provide the MFG along with the part number so we can be sure to quote exactly what the RFQ calls for?

- Specs are based upon GSA catalog data with some added end user requirements, not specific to a certain manufacturer.

9. Lockers are typically set up in rows and each row has what’s called a “starter locker” with “add-on” lockers attached to it to create the row(s). Can you tell us how many rows of lockers are needed?

- Understood. The preferred method (per end user) is to have lockers mounted back-to-back (for space utilization and stability); with no drilling/floor mounting. Estimated number of rows is 22.

10. We always quote dock to dock delivery. Would the vendor be responsible for moving the material from your dock to the installation location?

- The responsibility would be on the vendor or delivery driver (or are they one in the same)? Regardless, the answer would be yes; we (end-user) do not have the manpower to support movement to the installation location.

11. Does access to the installation area require a key or supervised entry?

- Supervised entry with card swipe access (via the customer). The area is unclassified, but we will provide escort (supervised support) as needed.

12. Is there existing material/products or equipment that needs to be removed prior to installation? If so, what needs to be removed?

- No material products need to be removed. The warehouse area is new/wide open.

13. Is there a warehouse or staging area available for the product during the installation?

- There is no warehouse or staging area available. The lockers will be installed in an open/somewhat large warehouse space; but as more are installed in place, the staging/assembly area could become compressed.

14. Do you have drawings and/or floor plan for the location of where the lockers will be going?

- Yes. We have a preliminary draft drawing. Due to some construction changes, the area designated for senior leadership/staff lockers will not hold the original 18 as planned; more so like 8-10 now.

15. Are you asking for the lockers to be fastened to the floor or wall? If so, what material is the floor and/or wall for anchoring?

- Preferred install method is in rows mounted (fastened) back-to-back for stability with no floor/wall anchoring.

16. Is prior approval for base/location access required?

- Yes. DBIDS access is required. Pre-access request must be submitted to ensure truck and personnel access.

17. What is the allowed daily time frame for the installation project?

Monday through Friday during normal business hours. The end-user prefers working hours of 0700-1500.

18. There is mention of a utilization layout document in the solicitation documents that was not included in our copy of the bid. If something like this exists, could a copy of this document be updated with the solicitation?

- Yes. We have a preliminary draft drawing (utilization layout).

19. Could you please provide the shipping address for the lockers and are you looking for delivery in September or December?

- Shipping address is:

Joint Enabling Capabilities Command (JECC)

Attn: Mr. Freddie Atkins, J4 Deputy Director, 757-278-6852

9712 Virginia Ave (Bldg X-132)

Norfolk VA 23511

- Delivery timeframe:

The space (post renovation) is currently estimated to be turned over to the end user in December 2025. If the date holds true, December would be ideal.

20. Does the shelf need to be adjustable? The shelf has a coat rod below it.

- Prefer adjustable shelf. The “coat rod” is not a necessity.

21. What do you mean in this statement I have bolded, “Solid 16-gauge steel back panel with two sets of panel notches for use with additional storage components"? Typically, two hooks are affixed to the back wall. The locker does come with pre punched holes to attach the lockers together in a row or back-to-back.

- Customer is unaware of any notching requirements for additional “storage components” to be used with the lockers. Mounted back-to-back in rows is required.

22. There might be a delay until the room is complete, but can the vendor deliver the lockers to the site shortly before starting the work? Can they be delivered to the room where the work is being done at Bldg. X-132 on the second floor? If not, how far is there between where the lockers will be shipped to and bldg. X-132? (Would you like the vendor to have the lockers delivered to them and brought with them upon installation?)

- The vendor cannot deliver prior to room (warehouse) completion. The end-user will notify the contracting office (CO/KO) of room turn-over acceptance who should immediately coord with vendor and end-user for actual delivery date(s).

23. Assume we need to dispose of the packaging material, pallets etc. ourselves. If yes, are we able to bring a roll off dumpster to dispose of the material and have the dumpster removed when the job is complete? If using the facilities dumpster, how far is it from the work site?

- Preferred method is for vendor to bring its own roll off dumpster to dispose of all packaging material, pallets, etc. as end user does not own existing dumpsters in and around the facility; they are facility renovation contractor owned and funded.

24. Are there any doorways to be traversed from delivery point to install point? If so, can you please provide the dimensions of those doorways? Are there any incline/declines to be traveled from delivery point to install point?

- No doorways; only an elevator to a rollup type garage door that opens directly into the installation space.

25. Since the TA-50 lockers are fully welded, the top shelf and hanger bar are also welded in place. Is this acceptable?

- Prefer the top shelf to be adjustable. The hangar bar is not a true necessity as all gear will be stored in military style mobility or duffle bags.

26. Is an 18 gauge back panel acceptable as this is a standard spec for TA-50 lockers?

- The end-user is currently not available to answer this question. But if the “strength” is not that significant between 18 GA vice 14 GA (rest of locker), then I’d press with the 18GA panels. Note: Some lockers will be stand-alone (vice mounted back-to-back), thus the concern for 18GA vice 14GA, especially those that would be more free-standing.

27. How far is the freight elevator on the first floor from the loading dock?

- The freight elevator on the first floor is about 6 feet away from the loading dock. The freight elevator on the second floor is about 15 feet away from the room that the lockers will be going into.
