About this file
This Statement of Requirement (SOR) details a commercial contract for netting hardware for sunshades at Langley Air Force Base in Virginia. The government requires 325 curtain tracks (10' length), 2,640 steel wheel curtain hooks, 132 adjustable track end stops, 440 threaded rod track splice connectors, and 54 beam flange clamps for threaded rods. The hardware must be brand name or equivalent, with components compatible and designed to work together, emphasizing durability and resilience in a high-humidity, coastal environment to minimize foreign object damage risks.
The solicitation will be awarded on a lowest price technically acceptable (LPTA) basis, with shipping and delivery charges included in quotes. The contract is associated with NAICS code 313210, and vendors not listing this NAICS in their SAM profile must certify their small business status under the 1,000 employees size standard. Quotes are due by 16:30 EST on 20 June 2025, with the opportunity issued by the Department of the Air Force Air Combat Command for hardware to cover the north- and south-facing sides of metal sunshades on the East Ramp flightline.

SOR / Netting Hardware for East Ramp Sunshades
Langley AFB, VA
1.0 Summary of Requirements
The government intends to award a commercial contract for the hardware necessary for attaching the netting covering the north- and south-facing sides of metal sunshades located on the East Ramp of the flightline at Langley AFB, VA. Shipping and delivery charges must be included in quotes. Basis for award will be lowest price technically acceptable (LPTA).
2.0 Netting Hardware Requirements/Description
The netting hardware should be brand name or equivalent. Individual hardware should be compatible with one another. The curtain hooks should fit and be compatible with the curtain tracks they roll within.
The track splice connector should fit, support, and connect the curtain tracks. The end stops should fit within the curtain tracks and prevent the curtain hooks from rolling out the end the tracks. The beam flange clamp must have a jaw opening of not less than 1” to accommodate the flange thickness. The beam flange clamp must take a 3/8” threaded rod and be compatible with the track splice connector.
Other attributes that should be considered are the resiliency and lifespan of materials, corrosion of metal components in a high-humidity, coastal environment, and the overall durability of components to minimize the risk of foreign object damage (loose objects/items ingested into aircraft engines).
Below is the list of required hardware:
