About this file
The document is a Questions and Answers (Q&A) file for the Bldg 602 Window Shades Procurement & Installment solicitation, issued by the 633d Contracting Squadron at Langley Air Force Base. The Q&A addresses critical details for potential contractors, including clarifications on window shade specifications, measurement verification, installation requirements, and site logistics. Key clarifications include confirming the use of Roller shades with 5% White/Pearl shading, mounting options for shades (inside or outside window frames), and site access conditions such as building entry times (6:30-7:00am daily) and the need for coordination with office space owners.
The solicitation requires contractors to provide and install new window shades in Building 602, with contractors responsible for removing existing blinds, measuring and installing new roller shades, and managing their own trash removal. A site visit was conducted on April 25, 2025, where vendors could take their own measurements and photographs. The government specified that a staging area and loading dock are available behind the building with elevator access, and that work areas will be cleared of personnel during installation. Potential bidders were instructed to submit questions by April 29, 2025, with quotes due by May 2, 2025, and to contact Kelly Voigts via email for any additional information or facility access requests.

Bldg 602 Window Shades Procurement & Installment
Questions and Answers
1. Blind measurement verification: Can the Contractor rely on the stated Width and Length as written in the SOW Section 3.0?
The stated Width & Length listed in the SOW are rough estimates taken from the measurements provided by vendors who participated in the walkthrough for building 661.
If these vendors / contractors on this solicitation come up with different measurement recommendations, that is acceptable.
2. Can photos be provided of the window opening(s) in Building 602 to illustrate 1.) the type of blinds to be removed, and 2.) the surface area where new blinds will be installed (e.g., drywall, cement, wood, etc.)?
No, the government cannot provide pictures, this is why we performed a site visit on April 25, 2025, so vendors could take their own pictures as needed.
3. Can the Contractor have a dumpster outside of the building perimeter at the Site until the job is completed?
No, we are requesting the contractors provide trash extraction and we did not include that as a government furnished service. We’re prepared to have the contractors’ trash removal service included in the cost.
4. Can blinds be received or “drop shipped” to/and stored at a specified location at your base? If so, what is that location’s address?
No, we do not have a storage location to have the materials shipped directly to us.
5. Is there a staging area to unpackaged and partially assembled, if necessary, each blind until the blind is ready to be installed in its proper location?
Yes, there is a staging area and a loading dock area where trucks can easily off-load materials behind the building with elevator access.
6. Will government workers be in the vicinity of any blind installation, potentially creating a safety hazard during the Contractor’s operations?
No, areas impacted by the blind installation will be cleared out until work is complete.
7. Can work hours or workdays of the week be authorized and approved outside of the parameters stated in SOW para. 5.3?
This needs to be coordinated with the individual office space owners. This building uses key control, and the office space residents may not work beyond the 5:00pm. Building access should be available daily between 6:30 – 7:00am but the individual offices may not be accessible.
8. In SOW, para. 2.1 references “…cellular-style window blinds”. Paragraph 3.0 in SOW states “…5% shading White/Pearl…” These characteristics are normally associated with Roller Shades. Please clarify the actual type of shading needed for each Building.
The updated SOW reads that we are looking for Roller shades and not blinds.
9. In SOW, para. 2.2 references “…perform the necessary labor to relocate cubicle furniture within the A3 rooms…A5W areas”. Will the government ensure all drawers and cabinets on these cubicles are unlocked, in the event of partial disassembly for safe and easy moving?
Yes, the facility manager and Director of Staff can put out guidance to have the cabinets unlocked.
10. Who is the manufacturer and or the model number of cubicles to locate it’s product manual?
We know this information for room 133 but not for the other rooms.
11. Could you please confirm if Draper Manual Roller Shades (White/Pearl @ 5% openness) would be acceptable for the building 602 project?
Yes, these are acceptable.
12. Could you please confirm whether the blinds should be mounted inside or outside the window frame?
It depends on the window frame and space allowed. We have drop ceilings that bleed into the window frames. If mounting Inside is the only option that's fine. If space is available and the drop ceilings aren't blocking and mounting outside the window frame makes structural sense, that's fine as well.
