QUESTION AND ANSWER POOL - FA480025QA012

Questions:

1. I noticed the show hours listed are: 0600 – 1800. DOT regulations only allow for 10 hours of driving which include deadhead from the garage. Given the number of buses required.. do you have an estimated number of hours the drivers will be shuttling each day?

• We anticipate the 633d Security Forces Squadron to conduct a security sweep of all vehicles at 0600 with shuttling to begin between 0700-0800.

Shuttling should conclude by 1600, and 1800 is listed in the event of a contingency.

Also, as we understand the regulation and have been told, the 10 hours requirement is for non-stop driving, which shuttling does not fall under as there will be stop periods.

2. Are all buses and drivers required to be registered in the State of Virginia, or is it sufficient for them to meet the state’s transportation regulations and laws?

• They do not have to be registered in VA – only need meet state regulation.

3. Are all drivers required to hold a State of Virginia driver’s license, or will a Class C license from other states be permitted?

• Other states’ licenses will be accepted.

4. Will all vehicles be operating for 12 hours per day, from 0600 to 1800?

• 633 SFS will conduct a security sweep of all shuttle vehicles at 0600.

Shuttling is anticipated to take place from ~0700 – 1600; 1800 is listed in case of contingency.

5. What time does the air show start and conclude on April 26 and April 27?

• Performances begin mid-morning and are anticipated to conclude by 1500 (this is TBD and subject to change)

6. Will the entire Scope of Work be awarded to one company?

• The government intends to award this contract to one company unless it is determined the entire need cannot be fulfilled from one source.

7. Can you share what the winning bid looked like in 2023?

• This requirement was split last year due to last-min solicitation and lack of capable sources. The award numbers were FA480023P0060 and FA480023P0058, written to two local school districts.
