About this file
This document is a Statement of Objectives (SOO) for reupholstering and repairing pews and kneelers at the Fort Eustis Regimental Memorial Chapel. The purpose is to provide a comfortable, desirable, and effective worship environment. The current upholstery is over 20 years old and requires significant repair or replacement. The SOO specifies the scope of work, including disassembly, reupholstery, and reassembly of approximately 42 pews, kneelers, and 31 chairs. The end state objective is for the chapel to have clean, like-new pews and kneelers that match the current decor. The work must be performed in stages to minimize impact on chapel services, which are held weekly. The related federal contract opportunity, Solicitation Number FA4800-24-Q-A069, is for the church pews reupholstery requirement, to be awarded to the vendor offering the lowest price technically acceptable.

STATEMENT OF OBJECTIVES (SOO)
Requesting Agency: Department of the Air Force, Air Combat Command (ACC), 633d Contracting Squadron, Joint Base Langley Eustis, VA, 23665
1. Purpose: The purpose is to reupholster, repair, and replace an assortment of pews and kneelers at the Fort Eustis Regimental Memorial Chapel for maximum benefit and impact of Spiritual and Worship experiences.
2. Scope: The objective is to provide a comfortable, desirable, and effective worship environment for the congregations and units that use the Chapel for Worship, Training, Memorial Ceremonies, Weddings, Promotions and Retirements. There are pews with upholstery on the seat, seat back, and back of pew as well as on the kneeler.
Remove an estimate of 4 feet of the pew in each corner of the sanctuary. For this to be done to 8-12 pews to create space for wheelchairs and those that require additional room to attend services.
Example:
Approximate pew/kneeler measurements and work required:
· 42 Pews – 21.5 ft long
· Will require disassembly, reupholstery, and reassembly
· Kneelers
· Will require disassembly, reupholstery, and reassembly
· 31 Chairs
· Will require disassembly, reupholstery, and reassembly
2.1 Current Status: The current upholstery on the pews and kneelers are over 20 years old and suffer from numerous tears rips, stains, broken hardware and missing kneelers. Major cleaning and repair were conducted in 2022. At that time, it was determined the only way to repair much of the rips and tears was to reupholster the pews. New fabric for this project’s reupholstery must match the current fabric.
2.2 End State Objective: The end state objective is for the chapel to have clean, like-new pews and kneelers which match the current décor of the Sanctuary, thereby not detracting from services or ceremonies taking place.
3. Place of Performance Constraints: The operations of the Regimental Memorial Chapel will continue throughout contract period of performance, meaning work will require completion in stages to foster the least possible impact on services. The contractor must be able to provide all requirements to meet mission objectives in accordance with this SOO.
3.1 Weekly/Weekend Service Times: Regimental Memorial Chapel hosts weekly mass as well as other religious accomodations throughout the week. Weekly mass is held every week, Tuesday through Friday from 1145-1245 and will continue being held in the chapel throughout contract period of performance. Every other event varies and can be placed in separate locations to provide contractor’s ease of access to the chapel, with the exception of Memorial Ceremonies. Memorial Ceremonies are at a minimum scheduled one to two weeks out and can be cooridnated with the contractor to ensure the Chapel is neat and tidy.
The contractor must be aware of the chapel schedule and agree to provide any needed accomodation to ensure smooth operations of chapel services. By the close of business each day the contractor will ensure no pews/etc. are left half-completed, and all equipment set aside so there will be no interferance with Mass and weekend Services. The contractor will not be working on weekends.
