STATEMENT OF WORK
VAV coil cleaning service
Building 1302
586 Weyland Rd
JB Langley AFB, VA 23665
12 June 2024
SCOPE OF WORK.
The Contractor shall be responsible for all required materials, equipment, and personnel to manage, administer, and supervise the service request. A cer fied contractor shall administer the one-me service of cleaning 53 Variable Air Volume Box (VAV) to include all interior surfaces, including cabinet, coils that are accessible, and dampers. All accessible surfaces are to be cleaned (Cleaning does not include disassembly other than removal of access panels.) *Installa on of access door or panel, if necessary, will generate an addi onal charge. A cer fied Air system cleaning Specialist (ASCS) shall be on staff to clean and restore the HVAC (Hea ng, Ven la on Air Condi on) system for the dura on of the service. Contractor’s workmanship shall comply with all applicable codes, standards and manufacturer specifica ons. Contractor shall supply HEPA (high efficiency par culate air filtra on) filters on service equipment to maintain air quality during service to include all materials and service described in this document below. The government will only provide ladders on site to use in order to reach the VAV boxes, no other equipment, materials, or labor will be provided under this contract.
BACKGROUND.
The building has two (2) floors/levels and has had long term issues with low air flow throughout the facility. MSTB (Mechanical Systems Tes ng and Balancing) Commissioning Group conducted a study of the facility HVAC system and found several VAV coils are saturated with dirt is preven ng them from mee ng the minimum airflow as designed. This has caused hot and cold spots as well as poor ven la on throughout facility causing HVAC pipes to build condensa on created the perfect environment for mold growth.
1.SCHEDULING.
The 497 ISR ISRW is needing 54 Variable Air Volume Box Coil cleaning for building 1302 in the following rooms:

A site visit will be accomplished 11 July 2024 at 13:00 EST. If you require a pass to access the facility for this visit, please contact Kelly Voigts kelly.voigts.3@us.af.mil immediately to ensure quick processing of your request.
The contractor shall schedule and coordinate all work with the Facility Manager, Lucia Miranda. The contract performance period shall not exceed 100 calendar days a er receipt of order. All work shall be inspected by the government for final approval and acceptance.
2.PROTECTION OF GOVERNMENT PROPERTY.
The contractor shall protect government property to the extent necessary to prevent damage. The contractor shall use drop cloths, shields, vents, and other protec ve devices as necessary to accomplish work under this contract. Contractor shall remove fixtures and equipment as necessary to accomplish work under this contract. Contractor shall reinstall all removed components and ensure that they are returned to the same opera onal condi on as prior to removal.
3.HOURS OF OPERATION.
The contractor shall perform all work during the normal business hours of 7:00 AM to 4:00 PM Monday through Friday. Work outside of normal business hours shall be requested from and approved by the Facility Manager, Lucia Miranda. The contractor is not required to perform work during federal holidays.
4. WORK TO BE PERFORMED.
a. VAV boxes- 54
i. All Interior surfaces, including cabinet, coils that are accessible, and dampers
b. Reports and documenta on-
i. Contractor shall document and report all deficiencies, in regards to the duct work, components, and opera on of equipment (blower motor, drain line, grilles, drain pan etc.) to Program Manager, Lucia Miranda
ii. Deficiency findings report shall be turned into Program Manager, Lucia Miranda
5.QUALITY ASSURANCE.
The government will perform inspec on and acceptance of contractor work.
6.ENVIRONMENTAL COMPLIANCE.
The contractor shall comply with all applicable federal, state, and local environmental laws and regula ons.
7.CLEAN-UP.
The contractor shall dispose of all contractor generated waste at an off-base city or state approved disposal site. Contractor shall clean-up work site at the end of each working day. The government will not provide any dumpsters, material, tools, equipment or any other supplies or labor required to perform this service.
