SPECIAL NOTES AND INSTRUCTIONS:

1. This is a notice that this requirement is a total small business set-aside. The NAICS Code is 711130 and the size standard is $25M. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.

3. Best Value Determination. All proposed prices for all contract periods will be evaluated for reasonableness, which may be determined based on prices submitted by competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other proposal analysis techniques. For technical, the Government will evaluate the contractor’s proposed candidate’s proficiency, playing two musical selections of their choice. The Government will make an award to the offeror whose candidate is deemed most suitable to the chapel in accordance with FAR 13.106-2(4)(i), and who has a fair and reasonable price.

4. Discussions. The government intends to award a purchase order without discussions with respective vendors/quoters. The government, however, reserves the right to conduct discussions if deemed in its best interests.

52.212‐2 ‐‐ Evaluation ‐‐ Commercial Items- Addendum

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) The following factors shall be used to evaluate offers:

Factor 1: Price Factor 2: Technical

Factor 1 – Price:

Price will be evaluated for fairness and reasonableness based on procedures established in FAR 13.106-3(a). The Government will evaluate the offer for award purposes by adding the total price for all Contract Line Item Numbers (CLINS) including the basic period, option years and fifty percent (50%) of the last option year price in order to cover the option to extend services IAW clause 52.217-8. This clause allows for up to an additional six month continued contract performance if required. Interested offerors do not need to include pricing in their proposal for this clause as fifty percent (50%) of the last option period shall be used for the pricing.

NOTE: Evaluation of the option periods shall not obligate the Government to exercise such options.

Factor 2 – Technical:

The technical rating reflects the degree to which the offeror’s proposal meets or does not meet the minimum performance or capability requirements. The focus is on the ability of the proposal to meet the minimum requirements of the PWS. Technical proposals will be assessed a rating of "Satisfactory" or "Unsatisfactory". To be eligible for award, the offeror is required to receive an “Satisfactory” rating.

Table A-1: Technical Acceptable/Unacceptable Ratings

AWARD DECISION

All proposed prices for all contract periods will be evaluated for reasonableness, which may be determined based on prices submitted by competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other proposal analysis techniques. Offerors who submit quotes with fair and reasonable pricing will then move to the next section of the evaluation; technical. For technical, the Government will evaluate the contractor’s proposed candidate’s proficiency, playing two musical selections of their choice. (End of Provision)

52.217-5 Evaluation of Options.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

(End of provision)

52.217-8 Option to Extend Services.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only because of revisions to prevailing labor rates provided by the Secretary of Labor.
