Section M - Evaluation Factors for Award

M-1. BASIS FOR CONTRACT AWARD.

M-1.1. This Invitation for Bids (IFB) will follow the procedures for sealed bidding in Federal Acquisition Regulation (FAR) Part 14, as modified and supplemented by the requirements of FAR subpart 36.213, Special Procedures for Sealed Bidding in Construction Contracting. Price will be evaluated using techniques established in FAR 15.404-1 as a guide to ensure the Government receives a fair, reasonable, and balance price. Award will be made to the responsible bidder whose bid is responsive to the terms of the IFB and is most advantageous to the Government, considering only price and the price-related factors included in the invitation.

M-1.2. The Government contemplates award of one contract resulting from this solicitation.

However, the Government reserves the right not to award a contract, depending on the acceptability of bid(s) submitted and the availability of funds.

M-1.3. At bid opening, the Government will announce the total overall bid price of each bidder. The total overall bid price shall be the total price bid for the base year and all four option years. The total evaluated price for award purposes will be determined by adding the total price of the base year, all four option years, and 50 percent of the price for the last option year to represent the price for the optional extension of services in accordance with FAR Clause 52.217-8, Option to Extend Services.

For prices that appear unrealistically low or unbalanced, the government may review the prices using price analysis techniques listed in FAR 15.404-1 as a guideline. Failure to provide realistic prices may result in a bid being rejected on the basis that unrealistically low prices are an indication that the bidder does not understand the requirements. Failure to provide balanced pricing may result in a bid being rejected due to the increased performance risk and the government having to pay unreasonably high prices.

M-1.4. The Government intends to initially rank the bidders' proposals by total overall bid price and if the lowest bidder is determined to be responsive and responsible, that bidder will be determined the winning bid and awarded the contract. If the low bidder is not found both responsive and responsible, the next lowest bidder will be evaluated and so forth until a winning bidder is determined. Should no winning bidder be determined, the requirement may be re-solicited or cancelled at the Government's discretion.

M-1.5. Bids will be evaluated without discussions.

M-1.6. The responsible bidder whose bid is responsive to the terms of the IFB and is most advantageous to the Government, considering only price and price-related factors, will be awarded the contract.

M-2. RESPONSIBILITY EVALUATION FACTORS. To be determined responsible, the bidder must demonstrate:

M-2.1. Adequate Financial Resources. This factor is met when the bidder provides a letter from its financial institution that addresses the financial health of the company to demonstrate that adequate financial resources are available to perform the contract.

M-2.2. Performance Schedule Compliance: This factor is met when the bidder provides sufficient information to show that it has a viable plan to properly manage multiple simultaneous projects at two geographically separated installations and keep them on schedule.

M-2.3. Satisfactory Past Performance. This factor is met when the bidder provides at least three (3) applicable painting projects (to include title of each project, complete contract number, and task order number) valued at $60K or higher. Applicable projects are defined as those involving the application of paint or coatings to surfaces in accordance with industry standards and practices, such as (but not limited to) those established by the American Society for Testing and Materials (ASTM) or the National Association of Corrosion Engineers (NACE). One (1) of the three (3) projects must include static display painting and/or restoration. All projects must have been rated at least as satisfactory performance.

M-2.4. Satisfactory Record of Integrity Business and Business Ethics. The Government will perform queries of required systems (e.g. SAM.gov, Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Performance Assessment Reporting System (CPARS), etc.) in making this responsibility determination. The contractor, although not required, may provide any information on this standard it would like to be considered. Any information provided by the bidder will be taken into consideration by the Government when making its responsibility determination.

M-2.5. Necessary Organization, Experience, Accounting & Operational Controls, and Technical Skills. This requirement is met when the bidder's proposal contains all requirements noted here within. Documentation that it has a minimum of five (5) years' experience working with the minimum number of three (3) applicable painting projects noted in paragraph M-2.3. above. and a minimum three (3) applicable painting projects (to include title of each project, complete contract number, and task order number) valued at $60K or higher. Experience must have been with projects valued at $60K or higher, involved industry standards/practices such as those established by ASTM or NACE, and experience with one of the three projects having included static display painting and/or restoration. All projects must have been rated at least as satisfactory performance.

Furthermore, the bidder's proposal contains resumes that document the experience of their construction superintendent, business development, and project cost estimation staff's use and compliance with Unified Field Criteria (UFCs), American Society for Testing Materials (ASTM) International standards, Leadership in Energy and Environmental Design (LEED(r)) standards, and Air Force Instructions (AFIs). Documentation showing how their staff members will complete any additional required standards training within 180-days of contract award is also acceptable.

M-2.6. Necessary Production, Construction, and Technical Equipment. This factor is met when the bidder provides information as to how it has sufficient resources, equipment, etc., or the ability to obtain it (e.g. financial capability, subcontractors, etc.) to satisfactorily perform work under this IDIQ.

M-2.7. Otherwise Qualified and Eligible to Receive Award. The Government will perform queries of required systems (e.g. SAM.gov, Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Performance Assessment Reporting System (CPARS), etc. in making this responsibility determination and evaluate other criterion as required. The bidder, although not required, may provide any information on this standard it would like to be considered.
