Statement of Work JBLE PARASIM Upgrade
ADDENDUM 2-JUN-2021
1. Scope of Work – The current JBLE PARASIM (Parachute Simulator) is non-operational and is in need of replacement. The SERE Specialists that are in charge of teaching JBLE pilots their AFI driven Emergency Parachute Training have reached out to the company that provided the original PARASIM 10 years ago and have requested and upgrade. Upon inspection, the entire PARASIM does not need replaced, only upgraded. The upgrades that are required to make the unit functional again are a software upgrade, head mounted display upgrade, head tracker upgrade and training and installation of the new equipment.
The Simulation Computer system needs to have the following or equivalent:
a. One computer with Windows®10 Operation System, high speed processor, RAM, and high-end NVIDIA graphics card to support the VBS3 military models with over 1TB of hard drive space.
b. Ability to enable the military grade graphics modeling and 3D graphics display to include the unit’s key parachute models.
c. Two monitors for instructor operation GUI and student/jumper’s graphics display.
d. Other equipment required for system operations includes: joystick, keyboard, mouse, video splitter/adapter, power hub, power USB cable, and perpetual software licenses.
The following canopy models must be provided in the parachute canopy software library for the instructor’s selection: C-9 (with 4-line release), GQ 1000, GQ-5000-, GQ-6000, and HX-500 (Butler LPP). All canopies must have accurate and verified canopy flight and handling dynamics in compliance with the parachute manufacturer’s flight characteristics and modeling of the physical canopy. This includes at a minimum the proper decent rate, turn rate, and glide slope with the various vents/slots/sliders, panels, and aero-conical modeling. The canopy models are required to not only need to be dynamically accurate, but also modeled physically accurate in shape, size, and color.
The following canopy malfunctions must be provided in the parachute canopy software library for the instructor’s selection: 1. Line Over. 2. Line Twist. 3. Unreleased four-line envelope. 4. Ripped Canopy Panel. 5. Partial Inversion. 6. Streamer/Partial Openings. These emergency canopy malfunctions must be properly identifiable and require the aircrew personnel to perform the proper physical riser/steering line response utilizing the unit’s emergency procedures. Riser force sensors will detect the aircrew’s physical pulls on certain risers to fix/correct these emergency situations so the existing hardware must be properly synced with the new provided software.
The instructor must also have the ability to set the AAD (automatic activation device) to a specified opening of their choosing to correspond with the F-22/T-38 ejection seat SOPs used by the unit and set the ejection altitude (up to 35,000ft) and wind profile (both speed and direction in 100ft increments-if desired).
The following terrain models need to be available in the software library for the instructor to rehearse and train the aircrew ejection/egress procedures:
| a. | Desert |
| b. | Urban |
| c. | Mountainous |
| d. | Plains |
| e. | Island |
| f. | Coastal |
| g. | Airport |
| h. | Tropical |
| i. | Forest |
| j. | Naval Amphibious Water Landing |
We need a head mounted display that must perform the following requirements:
Must utilize the existing unit’s aircrew helmet and be capable of being mounted to it via a NVG mount for effective realistic training. The VR goggles must have a flexible bracket/mount to rotate up and down to accommodate various eye/nose sizes and not interfere with the aircrew helmet or pilot oxygen mask. Therefore Ski-Goggle style form factors (like the Oculus or HTC Vibe) are NOT acceptable.
Resolution: 1920 x 1080 resolution per eye. Total 3840 X 1080 pixels.
Field of View: 53.
Rubber side blinders must be attached to prevent unnecessary light or distractions.
Individual eye Interpapillary Distance (IPD) adjustment: 56mm -72mm.
Individual eye focus adjustment ranging from +3D hyperopia to -8D myopia. No corrective lenses required as the VR goggles must be able to provide this focus.
Brightness button located for easy end-user adjustment.
Sleep sensor to prevent burnt pixels when not in use.
Light-weight supporting arm features 3 degree of freedom motion that provides easy HMD adjustment.
We also need the system to have a high resolution head tracker. It needs to be helmet mountable and accurate head motion sensors need to be in place.
We need a steering toggle control box. The steering toggle control box needs sensors for detecting the aircrew’s steering inputs allows for real world handles (red lanyards) to be attached for optimal training. Through the steering toggle control box, the aircrew personnel can manipulate the steering lines to maneuver and turn with the appropriate resistance (without using a physical wand in their hand) as with a real parachute. The tensioned lines utilize a standard USB cable for transmitting sensor data back to simulation computer, so all movement is real-time and no lag occurs like with other hardware sensors that are mounted on the wrist to detect the steering or canopy manipulation. Non-USB powered cables or wands should not be allowed for the riser force sensors or steering line controllability.
If we go with a company other than the one we did before, we need an OHSA-Compliant Snap Fit Frame that is designed and engineered for safety and capable of safely supporting an aircrew trainee and total weight capacity 12,860 lbs to ensure the OHSA safety multiplier is achieved without requiring additional floor or wall anchors.
We need a closed loop network. The operating system and software license must be engineered to never require any external internet connection (wired or wireless) even during setup and installation. It is designed to operate in stand-alone mode on its own closed-loop network and independently operate proprietary software and interact with the existing hardware such as the riser force sensors and steering controller box sensors and cables.
Due to cybersecurity concerns it must operate on the Windows 10 Operating System and utilize a military graphics modeling engine, specifically the VBS3 graphics engine that supports over 14,000 military models. All licenses must be perpetual with no expiration dates or renewal fees.
The Parachute Simulator needs to have a warranty and we need support in case it breaks down. All new hardware and software will have a one-year warranty from date of acceptance. Additionally, one year of remote technical support service needs to be provided via phone, email, and web after “Train-the-Trainer” instruction is complete with two manuals.
2. Location of Work – The location of the work is going to be in Building 751 in the SERE Hanger.
3. Period of Performance – This needs to be done ASAP because the current system is inoperable. It should take no longer than 1 week approximately 3 days to upgrade the existing PARASIM and train the SERE Specialists on how to operate it.
4. Deliverables Schedule – The new hardware/software will arrive at JBLE and be delivered to Building 751 NLT 30 days when the contract is approved. Contractors will arrive a few days later to upgrade/install the desired equipment.
5. Acceptable Standards – Basic Air Force Standards and Protocols will be followed during installation.
6. Acceptable Criteria – The work will be complete and acceptable when the PARASIM is operational again and the SERE Specialists have been fully trained and certified.
