Question 1:

Will the Government please clarify where the database pricing in Attachment C was found? The database pricing does not match what is found on database websites or GSAAdvantage.

Answer 1:

The original Attachment C was an older version that required editing to correct the pricing discrepancies. Duplicated item entries were also detected and eliminated, as well as items no longer listed in either database. An updated version of Attachment C, dated 14 Nov 19, will be uploaded that reflects the current database pricing for the on-line Grainger.com and MSCDirect.com databases. The following links are the web addresses of the two databases used for pricing:

Question 2:

NAICS 335210, Small Electrical Appliance Manufacturing, is listed for subject Sol., but perhaps a typo whereas NAICS 332510, Hardware Manufacturing, was intended?

Answer 2:

The NAICS used on the SF1449 was incorrect due to administrative error. The NAICS for the requirement is 444130, Hardware Stores and an amendment will be posted to make correction.

Question 3:

Although such acquisitions have historically been set aside for small business subject Solicitation is listed as “unrestricted”. Has the Govt. determined that no reasonable expectation exists for obtaining offers from two or more responsible small business concerns?

Answer 3:

The Government’s market research has indicated that the requirement may not be set aside for small business concerns due to the Non-manufacturer Rule. This rule implies the prime contractor supplying products to the government would be required to cover at least 50 percent of the cost of manufacturing those products in order to set aside the requirement for small business. As the required products are manufactured mainly by large business firms, there have been no indication of small business concerns that produce the required items.
