Solicitation for Joint Base Langley-Eustis Paint IDIQ
AMENDMENT 01

PROJECT TITLE: Base Paint IDIQ
The purpose of the Amendment is to remove Clause 52.228-1 BID GUARANTEE (SEP 1996) from this solicitation and to incorporate all questions and answers received during the Pre-Bid Site Visit on 21 February 2018.
QUESTIONS FROM JBLE PAINT IDIQ SITE VISIT / 21 February 2018
1. Is this project regulated by OSHA, C.O.R. 385? Yes. All will be followed during the term of this contract.
2. Will an accident prevention plan be submitted per DO? No. A safety plan will be submitted and approved for the contract as a whole.
3. Will the whole contract need to be bonded? Yes. We require Performance and Payment Bonds but do NOT require a Bid Bond.
4. Will the IFB be open to the public? Yes.
5. Do contractors need to be present at Bid opening? No
6. Will anyone wanting to attend the Bid opening require access to the base? Yes, if you do not already have access, you will need to send a request to our office.
7. Will contractors be able to have a laydown or staging area for each DO? Yes, if needed. Laydown area for each Delivery Order will be determined at the Pre-Construction meeting which will be held prior to each paint project.
8. Will the sign-in sheet from the site visit be posted on FBO? Yes.
9. Will contractors still need to get a badge for access to Langley if they already have a J-Pass? Yes.
10. How many hours of labor were contracted for each of the last 3 years? We do not track Delivery Orders by hours. We agree on a Completion Date for each project and it is the contractor’s decision on hours and manpower needed to complete the project on time.
11. What was the contracted value of this effort for each of the last 3 years? The previous JBLE Paint IDIQ was awarded at $4.5M
12. What are the anticipated hours of labor to be performed in each of the next 3 years? This is based on the contractor. As stated above, for each project we agree on a Completion date/number of days. It is the responsibility of the contractor to provide manning to meet the completion date.
13. What is the anticipated contract value of this effort for each of the next 3 years? This amount is nearly impossible to calculate. Paint requirements are requested regularly.
14. Are the estimated hours in the bid schedule based on the anticipated requirements/hours? If not, what are they based on? No. We do not track hours per project. These hours will be sued purely to assist us in estimating the prices for upcoming projects.
15. The solicitation provided both a commercial and residential wage determinations for two locations, how does the government want bid schedules presented to reflect the location and the multiple wage determinations applicable to this effort? A separate Bid Schedule needs to reflect COMMERCIAL prices for both Hampton and Newport News. Please be sure to include prices for each option year for both bases as well.
16. What percentage of all tasks orders for each of the last 3 years were commercial efforts? 100%
17. Should the total bid amount, which includes the total of both bid schedules and all Option Years be stated on the cover sheet of each contractor bid? Yes. All bids should have the total dollar figure for both bases and all options on the cover page.
18. You are requested to acknowledge this amendment with a signature and include the sign copy with your bid.
