1. The bid schedule for the Brownie Pad indicates a quantity of 18,000 cy of unclassified excavation. The area of the apron is 51,000 sy. This would make the depth of the excavation 12.7”. However, the new pavement section is 25” thick (13” of pccp and 12” of agg base), and we are removing approx. 18.5” of existing pavements, leaving approx. 6.5” to be excavated, which would calculate to 9,208 cy of unclassified excavation. Did the Owner arrive at the 18,000 cy of unclassified excavation assuming that a 6” undercut over the entire apron is necessary? Or is there some other reason or location for additional excavation?
RESPONSE – Yes, a 6” undercut over the entire apron is required.
2. The bid schedule for the Brownie Pad indicates a quantity 24,000 cy of aggregate base. The area of the apron is 51,000 sy. The design calls for 12” of aggregate base which calculates to 17,000 cy of aggregate base. The 24,000 cy of aggregate base calculates to an average thickness of 16.94”, or 4.94” of additional thickness over the entire apron area. Did the Owner arrive at the 24,000 cy of aggregate base assuming that a 4.94” undercut over the entire apron is necessary and requires backfill with aggregate base? Or is there some other reason or location for additional aggregate base?
RESPONSE – Yes, a 6” undercut over the entire apron is required.
3. The bid form call for 3,000 lf of removal and replacement of existing storm sewer. We can only quantify approx. 2,000 lf of pipe (based on extending the two runs of pipe from the east apron into the brownie pad). Can the Owner provide a drawing or sketch showing the approximate locations of the new pipe runs?
RESPONSE – There are two runs of pipe from the East apron to the Brownie pad, totals about 2,100 ft. However, we believe there are existing tie-ins. The 3,000 ft amount takes into account of all known and unknown pipe within the Brownie Pad.
4. The new statement of work specifies the pipe to be 24” in size, but the original design shows the pipe under the box drain to be 12” diameter, and the northern run to be 24” diameter. Is all new pipe to be 24” in diameter?
RESPONSE – The pipe under the box drain shall be 12” diameter. All new storm pipe shall be 24” diameter.
5. Can the Owner provide a drawing or sketch showing the approximate locations of the 12 existing storm drainage structures to be removed and replaced, and the locations of the 10 new storm drainage structures to be constructed?
RESPONSE – See attached drawing.
6. Q & A #32 states that 20,000 lf of striping is anticipated. However, the bid form states that 4,000 lf of airfield marking is required. What quantity is the contractor to include in the bid?
RESPONSE – The 20,000 lf of striping is for all three phases of the project. Please include 20,000 lf of airfield eradication and marking in the bid schedule.
7. Q & A #75 states that the Owner will entertain a thicker section of cement treated subgrade than is required by design (either 12” or 24”), even though the current design specifies a 6” Cement Treated Subgrade. What thickness should the contractor include in the bid?
RESPONSE – Please include 12” Cement Treated Subgrade in the bid proposal.
8. Q & A #88 states that the contractor is to include as a “bid option” the removal and replacement costs associated with subgrade that fails a proof roll test. The current bid form does not have a CLIN for this bid option. Please instruct how the contractor is to present this bid option on the bid form. Generally, the contractor is not allowed to alter the Owner’s official bid form.
RESPONSE – See revised Bid Schedule.
9. Q & A #117 indicates that a bid quantity would be added by amendment for hazardous soil removal. We do not see that a bid item for this unforeseen work has been added to the bid form. Please add.
RESPONSE – There are no documented hazardous soil in the project site. All soils from the project site shall be considered petroleum contaminated, which can be re-used at the same location it comes from. All unused soil must be tested and taken to an approved disposal facility. All soil removed from Langley AFB must meet all current EPA and VDEQ requirements.
10. ACM requests a formal amendment be issued clarifying the answer to question 45 in the received Q&A’s in amendment 01. Question 45 states, “Shall contractors figure all soil to be removed from sample locations C4, C5, and C6 meet the Virginia Clean Fill requirements and no soil will be considered Special Waste in these Areas? Langley AFB Response YES.
Langley AFB has specifically stated in responses to other questions within the received Q&A’s that ALL soil removed from Langley AFB shall be disposed of as special waste. For example please see answers to questions 24, 43, 48, and 49.
RESPONSE – See #9 response.
11. Is the Concrete Paving For Airfields the spec that will be used for the Concrete Patching? If so, will a roller screed be allowed for the Concrete Patching work?
RESPONSE – The specification Concrete Paving for Airfields shall be used for the Concrete Patching. A roller screed shall be allowed for the concrete patching work, but not for the Brownie Pad portion.
