1. The new Bid Schedule has added CLIN 0004, Removal and replacement cost associated with subgrade that fails the proof roll test. There is no quantity associated with this new item of work. We have no way of knowing at this time what quantity to expect. Please provide a quantity to include in the bid so that all bidders are pricing the same quantity and scope of work. If no quantity is provided by the Government for bidding purposes, are we to just provide a price per cubic yard for this item and then exclude this item from the bid total? The proof roll test is required for the entire Brownie Pad, which there is a quantity (see revised Bid Schedule).
2. Since we do not have a detailed set of plans to use to check and verify quantities of work on this project, will the government consider making this a unit priced contract in lieu of a lump sum contract? Contract will be a lump sum contract
3. The response to question 9 in Amendment 2 states: “All unused soil must be tested and taken to an approved disposal facility. All soil removed from Langley AFB must meet all current EPA and VDEQ requirements.” If after testing for contaminates, the soil meets the Virginia Clean Fill Standard, is it necessary to dispose of this material at a certified land fill or can it be disposed of at a permitted waste area for clean fill material? After testing the soils for contaminates, the results meet all EPA and VDEQ clean fill standards, the soils can be disposed at a permitted facility.
4. Does the 12” Reinf. Concrete Pipe (RCP) under the box drain get replaced on this contract? If so, is the new 12” RCP under the box drain included as part of the 3,000 lf of RCP shown in CLIN 0002? Or is there 3,000 lf of 24” RCP plus 1,200 lf of 12” RCP as part of the box drain? There are 3,000 lf of 24" RCP plus 1,200 lf of 12” RCP total.
