Solicitation N0.: FA4800-17-B-0001 Repair East Apron, Phase 9, F-6020, Langley AFB Questions and Requests for Clarification:

1. Bid documents indicate that petroleum contaminated soil will be encountered after removal of the existing pavements. However, it is not anticipated that hazardous material will be encountered. Please consider adding a separate bid item or allowance bid item should hazardous material be discovered. This will eliminate an unnecessary risk to the contractor. ? No

2. Please provide joint details, dimensions and typical sections for the isolated slab replacement item of work on the project. 13 in PCC 650 flex or equivalent, 6 in base, geotextile, 12 in #4 stone

3. Please provide new plan sheets with details, dimensions, elevations, joint layout/type, and typical sections for the transient aircraft parking ramp that will be completely reconstructed. Refer to revised Statement Of Work (SOW) 10 Apr 2017.

4. Please include adequate information so that accurate quantity take-offs can be calculated for FOD fence, pavement removals, excavation, storm drains, box drains, subbase, new pavement and pavement markings. FOD fence: Phase I 1200 ft., Phase II 3100 ft., Phase III 2200 ft.,

5. Will concrete from local ready mix concrete suppliers be allowed for use in the isolated concrete slab replacement locations? Also, will the airfield concrete specification be waived or modified for this ready mixed concrete should it be allowed for use? 13" depth, 650 Flex or equivalent, to include the Removal, Surface Prep, Placement of New PCC with Dowels, and Re-Sealing Joints

6. Both plan sheet C-300 as well as page 1 of document 00 22 13.00 20 titled Supplementary Instructions to Offerors indicate that a 6” cement treated subgrade is required beneath the 12” crushed aggregate base course. The only specification included in the solicitation is 32 11 33 titled Cement Stabilized Subbase Course at Airfields. Is there a different and more appropriate specification that should be included in the solicitation for the cement treated subgrade? Also, is it the intent for the contractor to excavate only to the top of theoretical subgrade elevation in preparation for the cement treated subgrade operation or is over excavation and subsequent borrow material to be placed prior to cement treated subgrade work? The in-situ subgrade may be stabilized if it can meet the design specifications.

7. If the contractor is required to excavate below theoretical subgrade elevation, will the added depth of excavation and backfill be paid for as additional work? No.

8. Further, specification section 31 00 00, paragraph 3.3.2.1 indicates that the contractor is to achieve 100% compaction on the top 12” of subgrade. Will this be required even though a cement treated subgrade will be constructed? No.

9. What permits should the contractor anticipate having to acquire for both the on-site batch plant area and the construction area? The Contractor shall need a storm water pollution prevention plan (SWPPP) for the construction sites, and a SWPPP and erosion and sediment control plan for the batch plant.

10. Will the contractor be required to provide any gate guards, security personnel, or vehicle escorts at any time? May be required to man an airfield gate while open.

11. Will the contractor be permitted to leave construction equipment (excavators, graders, rollers, dozers, pavers, etc.) in the work area during non-working hours? General provisions would indicate this is not allowed. It is not practical to remove this type of equipment from work areas during non-work hours. Yes.

12. Will a 6’ high security fence or any other fence be required around the batch plant site? No fence is required.

13. Is electrical service available at batch plant site? No

14. Is water available at the batch plant site and near the construction site? Is water provided to the contractor free of charge? Water is available. Checking on the feasibility of a hydrant 1100 feet away on or allowing a fill stand on Poplar Road (< 1 mile ).

15. Please provide a drawing showing designated haul routes for hauling material off-site, hauling raw materials to the batch plant site, and for hauling material from the batch plant to the work site. Please see attached “Hauling Routes” Drawing.

16. Are there any times that the contractor may be allowed to haul across the airfield from the batch plant location to the project site? Yes, 2300-0700 hours daily, as mission permits.

17. Will crushing existing concrete pavement into subbase aggregate be allowed or will subbase material need to be virgin material? If it meets the design specification for the base course.

18. Please provide additional details for the construction of the box drain. Is the new box drain to be jointed every 9’ similar to the existing box drain? Is there a specific manufacturer desired for this box drain system? Box drain to be installed as detailed in “Final Drawings”.

19. How may Tie-Down Anchors will be required in the new concrete pavement apron? 120 for 30 aircraft parking spots (4 per spot).

20. Regarding Item 32 11 16 - Base Course for Rigid Paving, 2.1.1 Rigid Pavement Base Course: The gradation table given is vague and does not provide enough information to determine the type of material required for this item of work. Provide a more detailed gradation table similar to how P-209 and P-304 gradations requirements are specified. The Contractor shall comply with requirements specified in the design and specifications.

21. Also, please indicated whether crushed concrete aggregate produced from this projects existing pavement item will be allowed for this item of work. Crushed concrete may be used if it complies with specifications.

22. Please confirm that none of the pavement removed from this project, whether in the transient parking area or the isolated slab removal locations, will be considered contaminated. Concur.

23. Do any of the isolated slab removal locations currently have any tie-down anchors or will new tie-down anchors be required in these isolated slab locations? Yes. Tie-down and existing striping will be replaced in kind.

24. For bidding purposes, should we assume all excavated soils from this project (including storm/box drain work and selective slab replacement) to be contaminated with Fuel/Petroleum? Yes.

25. Please verify the width of the proposed box drain. Adjacent drains appear to be 5’, however; the detail on page C-702 shows it to be only 3’. The width of the proposed box drain is 5’.

26. What is the proposed pavement section of the “selective” slabs being replaced? 13 in PCC 650 flex or equivalent, 6 in base, geotextile, 12 in #4 stone.

27. How many LF of Storm Drain pipe will need to be replaced in the brownie pad area? What size is the pipe and what is the average depth? Will the work be influenced by the tide? Please refer to attached Bidding Schedule.

28. How many storm/box drain structures will be removed/replaced? 12 existing structures shall be removed and replace.

29. How many will be added that aren’t currently present? 4 structures in the box drain and 6 structures along the north storm drain line.

30. Can the concrete that is removed be crushed and re-used for the aggregate base course? Crushed concrete may be used if it complies with specifications.

31. If so, can the Crusher be set up somewhere on LAFB? Yes

32. How many LF of striping is anticipated? 20,000 LF

33. What type of reflective beads will be required? Type III

34. Will the Centerline on Taxiway Alpha need to be relocated during this project? Yes. Approximately 1,200 ft during phase II construction, and 400 ft during phase III construction.

35. How many AF tie-downs will need to be installed? 120. See Bidding Schedule.

36. Specification 34 73 13 Mooring and Grounding Points for Aircrafts has inadvertently been left out regarding Drawing C-702 Tie-down/Grounding Rod detail. Are there any special testing (i.e. minimum or maximum required resistance) or stenciling requirements? UFC 3-260-01 (17 NOVEMBER 2008)

37. Solicitation Section H – Special Contract Requirements item 9. Hours Of Work states, “Working hours for the Contractor will be normal trade hours in this locale (7:30 am to 4:30 pm) excluding Saturdays, Sundays, and Federal holidays.” Subsequent sections speak to requesting work outside these times and if government personnel is available the Contracting Officer will authorize requested work. Typically 24 hour access to the site will be required during PCC paving operations. Will the government allow/approve 24 hour work requests during PCC paving activities (for green saw cutting or early morning paving due to weather conditions)? The government will allow 24-hr work request, subject to Contracting Officer approval.

38. Will any special coordination be needed with current or ongoing projects? No

39. Specification 34 73 13 Mooring and Grounding Points for Aircrafts has inadvertently been left out regarding Drawing C-702 Tiedown/Grounding Rod detail. Are there any special testing (i.e. minimum or maximum required resistance) or stenciling requirements? See response above.

40. Does the contractor need any special airfield electrical certifications for installation and/or testing of Mooring/Grounding points? See response above.

41. Please provide typical section requirement for “Attach_2_Airfield_Slabs_Total, Attach_3_Airield_Slabs1, Attach_4_Airfield_Slabs2, Attach_5_Airfield_Slabs3, Attach_6_Airfield_Slabs4, and Attach_7_Airfield_Slabs5”. 13 in PCC 650 flex or equivalent, 6 in base, geotextile, 12 in #4 stone

42. Shall contractors assume no soil cement treated subgrade will be required due to the small work areas? No soil cement treated subgrade shall be required for slab repair. See previous response above.

43. Attach_12_MUHJ_03-4247_Final_Envir_Report states, “Based upon the analytical results, the soil samples collected from three sample locations (C-1, C-2, and C-3) produced TPH-DRO at concentrations that exceed the Virginia Clean Fill Standard of 50 mg/KG. Soil at the locations designated as C-4, C-5 and C-6 meet the clean fill standard. Though these sample locations did not have TPH reported at levels above the Virginia Clean Fill Standard, the samples are only representative of that immediate location and hot spots of higher concentration of petroleum are possible in the vicinity and also may require special disposal.” Shall contractors assume for disposal purposes that all soil to be exported from the project is special waste as defined by VDEQ Special Waste regulation 9VAC20-81-660 Soil Contaminated with Petroleum Products? Yes.

44. In order for contractors to meet specifications requirement of disposing excess soil at a license permitted facility, contractors must know what to assume to properly bid disposal fees. Shall contractors base bids on any soil to be removed from sample locations C1, C2, and C3 to be disposed of as Special Waste following regulation 9VAC20-81-660? Yes.

45. Shall contractors figure all soil to be removed from sample locations C4, C5, and C6 meet the Virginia Clean Fill requirements and no soil will be considered Special Waste in these areas? Yes.

46. Will Langley AFB Environmental Manager provide the following as required for disposal of special waste “1. A statement from the generator certifying that the soil is nonhazardous waste as defined by the Virginia Hazardous Waste Management Regulations (9VAC20-60)”? Yes.

47. Current sample frequency’s for disposal of Petroleum Contaminated Soil meeting the definition of “Special Waste” is the following, “3. Sampling frequency. A minimum of one composite sample shall be analyzed for each required test for every 250 cubic yards of soil to be disposed. In the case of soil reclaimed by thermal treatment, a minimum of one sample shall be analyzed for every production day composited hourly. For quantities of soil greater than 2,500 cubic yards the sampling rates may be adjusted with the approval of the department.” Please confirm what sample frequency Langley AFB will require for the disposal of Petroleum Contaminated Soil meeting the definition of VDEQ Special Waste. Yes.

48. Specification 01 11 00.00 10 section 1.10.1.1 Contaminated Soil and Free Products states, “Any material (soil) that is suspected of containing petroleum products shall be reported to the Contracting Officer or his/her designated representative.” Please confirm notification to the Contracting Officer will only be required for petroleum contaminated soil suspected to be above hazardous levels of which will be viewed as an unforeseen site condition? The Contractor shall notify the Contracting Office of petroleum contaminated soil suspected to be above hazardous levels. However, this would not be viewed as an unforeseen site condition because all soils from the project sites are considered to be contaminated.

49. Specification 01 13 00 section 1.2.2 Disposal states, “Removal off-site of construction waste and subsequent deposit in an appropriate license soil disposal facility or incinerator acceptable to authorities having jurisdiction.” Please confirm all soil to be removed off-site is considered Special Waste to be removed to a license permitted disposal facility and what the generator will require for sample frequencies. Yes.

50. Specification 01 11 00.00 10 Section 1.13.4.10 Overnight Storage of Construction states, “All construction machinery that is self-propelled will not be allowed to remain within the controlled area overnight. Such vehicles must be parked in a designated area thirty feet beyond the boundary fence, locked and keys removed.” During the site walk it was discussed that construction equipment would be allowed to be stored as long as it was a certain distance from the taxiway. Please provide this distance. Within 50 ft of the taxiway edge.

51. Specification 01 11 00.00 10 section 1.21.1 Superintendent states, “The superintendent shall remain at the project site at all times when work is in progress except for such incidental errands required for his/her duties.” Can the Superintendent dual hat responsibilities as SSHO or QCM? No.

52. Specification 01 11 00.00 10 section 1.25 Warranty Of Construction b. states, “This warranty shall continue for a period of one year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance this warranty shall continue for a period of one year from the date the Government takes possession.” Shall final acceptance be deemed when the DD1354 is signed off or when all parties have signed off on final inspection paperwork as being complete? Yes.

53. Do bidding contractors fall under Langley AFB’s construction general permit or will bidding contractors have to file for their own storm water permit with the Virginia DEQ? The Contractors shall file for their own storm water permit with the Virginia DEQ. See question no. 9 response.

54. Please provide drawing depicting the on-site batch plant location. See hauling route drawing.

55. Please confirm that 480volts, 600amp, 3phase service will be available at the proposed on-site batch plant site shown at the site walk. Secondary power is not available on site. However, prime power is available 1,000 ft from plant site. Contractor must provide all power cable, excavation/boring, and transformer to access this prime power connection.

56. Please provide location, type, and service size for nearest water line hook up to service the batch plant. Will a service at a minimum of a 3” line/160 gallons per minute be provided? Service meeting above supply is available from plant site. Contractor must provide all connections and backflow devices.

57. Will any special coordination be required to tie into water supply services? Coordination with Fire Dept, CE Water Shop, and CE Environmental.

58. Will Langley AFB file the appropriate paper work for FAA NOTAM’s and waivers? Yes.

59. Please confirm bidding contractors will only be required to base bids on restoring the entire batch plant site to the current existing conditions. Or will bidding contractors be required to remove the existing stone, install 6” of topsoil, and hydroseed? The Contractor shall restore the entire batch plant site to the current existing conditions

60. Per the specification requirements will a 6’ high plastic slatted fence required to be installed around the entire perimeter of the batch plant site shown at the site walk? If yes the plastic inserts may potentially cause a FOD hazard. Will the plastic inserts be required? No fence is required.

61. Will radio contact with the tower be required for the duration of the project? Only during Phase II during concrete hauling across runway.

62. If radios are required for constant contact with the tower will these radios be provided to the awarded contractor? Yes.

63. Specification 01 45 00.00 10 section 3.7.3 Onsite Laboratory states, “The Government reserves the right to utilize the Contractor’s control testing laboratory and equipment to make assurance tests, and to check the Contractor’s testing procedures, techniques, and test results at no additional cost to the Government.” Will the government require a USACE validated onsite testing laboratory for this project? No USACE validated onsite testing lab is required.

64. Specification 01 50 00 section 3.1 Employee Parking states, “Contractor employees will park privately owned vehicles in an area designated by the Contracting Officer.” Please provide personnel and equipment storage area outside the construction limits of work? See attached haul route map.

65. Specification 01 50 00 section 3.5.3 Storage Area states, “Construct a temporary 6 foot high chain link fence around trailers and materials.” Will contractors be required to install temporary 6 foot high chain link fence around all trailers and materials? No.

66. Specification 01 50 00 section 3.5.4 Supplemental Storage Area states, “Upon Contractor’s request, the Contracting Officer will designate another or supplemental area for the Contractor’s use and storage of trailers equipment, and materials. This area may not be in close proximity of the construction site but will be within the installation boundaries.” Please provide location of Supplemental Storage Area. See Hauling Route drawing.

67. Specification 31 00 00 section 3.2.1.2 Replacement of Unstable Material states, “Replace unstable material removed from the bottom of the trench or excavation with select granular material placed in layers not exceeding 6 inches loose thickness.” All six soil boring show CL material and the water table at five feet. Unstable material will more than likely be encountered during drainage work activities. Based on data shall contractors base pricing on removal of an extra 12” of unstable material with select fill material? Yes.

68. Specification 31 00 00 section 3.3.2 states, “Finish compaction by sheepsfoot rollers, pneumatic-tired rollers, steel-wheeled rollers, vibratory compactors, or other approved equipment. Except for paved areas and railroads, compact each layer of the embankment to at least 100 percent of laboratory maximum density.” Since the subgrade is going to be cement treated will Langley AFB entertain lowering the compaction requirements? No.

69. Currently Specification 31 00 00 does not require a proof roll on the subgrade. A proof roll will be necessary to be performed to determine if the current subgrade conditions are capable of supporting paving equipment. Will Langley AFB add this requirement to bid documents? Please add proof roll requirement to the project and include in the cost proposal.

70. Specification 31 00 00 section 3.3.2.1 Subgrade for Airfield Pavements states, “Compact top 24 inches below finished pavement or top 12 inches of subgrades, whichever is greater, to 100 percent of ASTM D1557; compact fill and backfill material to 100 percent of ASTM D1557.” Please confirm Langley AFB intent to compact the top 12” of subgrade is to remove 12” of material, scarify, place 6” of excavated material, compact to 100 percent of ASTM D1557, and place remaining 6” of excavated material, and compact to 100 percent of ASTM D1557. The proper compaction/density of the top 12” of subgrade is required as specified.

71. Specification 31 00 00 section 3.3.2.1 Subgrade for Airfield Pavements states, “Compact top 24 inches below finished pavement or top 12 inches of subgrades, whichever is greater, to 100 percent of ASTM D1557; compact fill and backfill material to 100 percent of ASTM D1557.” Based on soil boring data subgrade materials deteriorate the deeper you go. Will contractors be required to meet the 100% compaction requirement 24” below finished grade with the subgrade being cement treated? The proper compaction/density of the top 12” of subgrade is required as specified.

72. Specification 32 01 11.51 section 3.4 Removal of Residue states, “Remove all residue from the pavement. Obtain the approval of residue removal and disposal method from the Contracting Officer prior to beginning work.” Will lead based paint be anticipated? No.

73. If the contractor elects to crush the existing concrete will Langley AFB allow the use of the crushed material for the 12” Crushed Aggregate Base Course under the 13” of newly placed concrete if it meets specification requirements? Yes.

74. Please confirm that any demolished concrete crushed onsite at the batch plant area will remain the property/responsibility of the Contractor to remove from Langley AFB at the end of the project. The Contractor is responsible to remove all demolished concrete crushed onsite from the Base at the end of the project.

75. Currently the plans and specification call for a 6” cement treated subgrade at a cement by weight minimum of 3% and a maximum of 6%. Reviewing the soil boring it looks like a 6” layer may not be adequate to support the paving equipment. Would Langley AFB entertain increasing the thickness to 12”? Additionally would Langley AFB entertain adding a unit price line item to soil cement 24” for isolated areas of subgrade failures? Yes.

76. Specification 32 11 33 section 3.1.2 Grade Control states, “Maintain lines and grades indicated.” Currently no proposed grades are provided will Langley AFB just require the contractor to match existing grades or will proposed finish grades be provided? The Contractor shall match the existing grade of the concrete layer.

77. Will Langley AFB allow the existing 1.5” asphalt surface if milled to be incorporated into the soil cemented subgrade to add strength? No.

78. Specification 32 13 11 requires an ACI Concrete Transportation Inspector to be part of the Contractor Quality Control Staff. Currently there are only 2 individuals holding this certification in the state of Virginia. Will Langley AFB allow a Professional Engineer or a general superintendent with 20 years of concrete paving experience as a variance to the specifications? No.

79. Specification 32 13 11 section 2.3.2.3 Size and Grading requires contractors to use two size groups (No.4 and No.67 stone). Currently stones suppliers do not produce economically the two size groups. Would Langley AFB all the use of a #467 and #8 stone if the specification requirements for coarseness and workability factor can be met? No.

80. Specification 32 13 11 Section 2.11.5.4 states, “Clary screeds, other rotating tube floats, or bridge deck finishers are not allowed on mainline paving.” Please provide clarification of mainline paving. Is the current area depicted on “Attach_8_Work_Areas” labeled Transient Aircraft Parking Area scheduled for PCC pavement considered to be mainline paving? Yes the transient Aircraft Parking is mainline in the project.

81. Specification 01 45 00.00 10 Section 3.4.2 CQC System Manager states, “The CQC System Manager must be on the site at all times during construction and be employed by the prime contractor.” Please confirm alternate CQC System managers will be acceptable to perform inspections for the project CQC System Manager periodically as work commences. This project will have multiple DFOW’s being completed simultaneously and day/night operations. One QC manager will have difficulty being in all places at once. Yes.

82. Will a FOD Barrier be required to be installed around entire work areas (completely enclose) as discussed at the site walk? If yes will water filled jersey barriers be acceptable to meet the FOD barrier requirement? Yes.

83. Specification 01 50 00 does not discuss maintenance of grass for the duration of the project. Will any special maintenance of grass within the boundaries of the construction site or batch plant site be required for the duration of the project? If yes please define what the required lawn mowing frequency (1/month?) is? No.

84. Specification 31 00 00 section 3.1.2 Drainage states, “It is the responsibility of the Contractor to assess the soil and ground water conditions presented by the plans and specifications and to employ necessary measures to permit construction to proceed.” Please confirm that if the Contractor finds soil and ground water condition differences between the plans and specifications and what is found in the field that this will constitute a differing site conditions.N/A. This condition does not apply to this project.

85. Section 32 13 11-1.5.2 states that the material stockpile will have a 24” sacrificial layer. Will a sacrificial layer be required if material is staged on a hard surface? Or is the Government open to a reduced layer thickness of 12” – 18” for cost saving purposes? No.

86. Section 32 13 11-2.11.1.1 states that the batching and mixing plant will be located off Government premises no more than 15 minutes haul time from placing site. Is the batch plant on or off Government property? Please provide a firm location for the plant. If the batch plant is off Government property, what wait time should the contractor anticipate at the contractors entrance? Refer to attached Haul Route map for location of batch plant.

87. Nowhere in any of the 100% specifications is proof rolling required for approval of any features of work to proceed (i.e. earthwork, base course for rigid pavements, and cement stabilized subbase course at airfields). How will Langley AFB determine if current subgrade conditions will support paving equipment? At a minimum would Langley AFB entertain including the following, “Proof roll the existing subgrade of the apron with six passes of a dump truck loaded with 212 cubic feet of soil. Operate the truck in a systematic manner to ensure the number of passes over all areas, and at speeds between 2.5 to 3.5 miles per hour. Notify the Contracting Officer a minimum of 3 days prior to proof rolling. Proof rolling shall be performed in the presence of the Contracting Officer. Rutting or pumping of material greater than 1 inch in depth will be undercut as directed by the Contracting Officer.”? Please include proof rolling requirement in the cost proposal.

88. If deformation is observed after subgrade proof rolling that constitutes a Contracting Officer’s determination of removal and replacement, will bidding contractors be required to remedy the situation at their own expense or will this be viewed as a unforeseen site conditions? Please include as a bid option, the removal and replacement cost.

89. Are there any wetlands located inside the limits of disturbance? No.

90. Are there any environmental resources outside the limits of permanent work that will need to be protected for the duration of this contract? No.

91. Will Langley AFB personnel provide marking of existing utilities? What will the response time be if an unmarked line is encountered? Yes. Utilities will be marked at the start of the project and will be maintained by the contractor. MISS Utility will mark any commercial utilities within the project site at contractor’s request. Response time 2-6 hours.

92. Is the existing ground water contaminated? If so will any special dewatering procedures be required? No.

93. Can Langley AFB provide the most current Utility Maps of the region in which the construction project is to be constructed? Yes

94. At the site walk Langley AFB stated the contractor would not be charged for usage of site utilities. Will the contractor be required to pay for any site utilities used during the duration of the project (i.e. water, electric, or sanitary)? No.

95. Is there an onsite disposal and/or borrow area available for use on this project? No.

96. Are there any endangered migratory species habitats located within the work limits where the contractor will be not permitted to work? No.

97. Please specify if there are any historical, archaeological, cultural, or biological resources which special protection will be required. No.

98. What is the flow rate and location of the nearest fire hydrant to the Batch Plant location? See previous answer.

99. Does the existing airfield markings contain lead based paint? If so will any special remediation requirements be required? No.

100. If the Contractor can demonstrate that an alternate plant site would provide for more efficient construction and/ or less disruption to airfield activities, will an alternate batch plant site be acceptable? No.

101. Specification 32 13 11 section 3.8.6 Contraction Joints states, “Tightly seal the top of the joint opening and the joint groove at exposed edges with cord backer rod before the concrete in the region of the joint is resprayed with curing compound, and be maintained until removed immediately before sawing the joint sealant reservoir.” Please confirm a cord backer rod will be required to be installed upon completion of green saw cutting activities. Yes.

102. Specification 32 13 11 Table 6. Testing and Inspection Requirements subsection Aggregate Deleterious, Quality, and ASR Tests states, “First test no later than time of uniformity testing and then every 30 days of concrete production.” Please confirm that the 30 days of concrete production is not calendar days from when paving starts but individual concrete paving days. Yes. 30 days of concrete production.

103. Will the East Apron area, where selective slab replacement occurs, require silicone sealant only? Providing Compression Joint Seals for individual slab replacement will be hard to meet manufacture installation requirements. Yes. Silicon joint sealant can be used for phase I and III.

104. As discussed during the site walk the attached 100% design was put together initially, but funding was not received and selective slab replacement was directed to be performed in the East Apron area. Will Langley AFB be providing any 100% designs for the Transient Parking Area scheduled for full depth replacement, including storm water line, box drains and structures? Please confirm provided 100% design drawings should only be used for typical details only. See revised Statement of Work.

105. Please provide detailed drawings, including sections and drain grate details, for the box drains scheduled to be replaced. Refer to the design provided.

106. Please provide detailed drawings, including profiles, structure details and casting specifications, for any intended drainage repairs/ replacements. Please refer to the Government provided design and specifications.

107. Please confirm that no proposed grades are available and bidding contractors will only be required to meet existing elevations for final grade. See answer above.

108. Please confirm that the Transient Parking Area scheduled for full depth replacement has an existing apron typical section to be removed of 16.75-inches (9.75” PCC and 7”PCC) and a proposed new typical section to be filled of 25-inches (13”PCC, 12”CABC, Geofabric separation layer, and 6”of Cement Treated Subgrade). As such bidding contractors shall assume 8.25-inches will be required to be exported from Langley AFB. Refer to geotech reports and provided design.

109. Since 100% drawings are unavailable to bid drainage work associated with the Transient Parking Area scheduled for full depth replacement will Langley AFB provide bid quantities for the following; 1. Storm Water Line (size, depth, and total runs from structure to structure), 2. Box drains (size and depth), and 3. Structures (Size and depth). See Bidding schedule.

110. Do the drainage structure bases require a sump or filled with concrete contoured to the flow line? No.

111. Should the contractor anticipate any coring at existing pipe and/or structure tie-ins? If so please provided a quantity and size. No.

112. Will all existing structures (catch basin, manhole, and box drain) rim elevation remain unchanged? No.

113. Do any drainage structures require modification? No.

114. Will a hydrostatic testing be required on RCP as stated in specification 33 40 00? No.

115. Please provide detail and/or description of new to existing drainage tie-ins. Contractor will provide means and methods to accomplish work as approved by Contracting Officer.

116. Will there be any structures (drainage, electrical, communication, etc.) remaining in place that contractors will have to protect and meet existing grades of? No.

117. During the site walk Langley AFB personnel stated a bid quantity would be added for hazardous soil removal. Will this be provided in an amendment? Yes.

118. Please confirm panel size required for Transient Parking Apron scheduled for full depth replacement is 20’ by 20’ as is typically shown in the 100% design drawings. Yes.

119. Please confirm the entire perimeter of the Transient Parking Area scheduled for full depth replacement will be required to be reinforced meeting detail 9 on drawing sheet C-701 of the 100% design drawings. Yes.

120. Please confirm how many Tiedown/Grounding Rods meeting detail 15 on drawing sheet C-702 will be required to be installed in the Transient Parking Apron scheduled for full depth replacement. See response above.

121. Please provide a rough schematic of required pavement marking to be completed for the project. See attached drawing Proposed Marking Options.

122. During the site walk it was discussed that Taxiway Alpha’s edge lines would have displaced (i.e. restriped) to maintain wing tip clearances during the project. Please provide quantity to be removed and replaced upon completion of the project. Refer to Bidding Schedule and revised SOW for quantities.

123. During selective panel replacement on the service road will flaggers be required or will this road be shut down for the duration of scheduled work. No.

124. Is there any airfield electrical work other than mooring/grounding points the contractor will need to include for bidding purposes? No.

125. Will the contractor be provided escort privileges with their badges? No.

126. Are there any special badges required for working on the airfield (i.e. red line badge)? No, however an Entry Authorization Listing (EAL) must be provided and can be updated as crew members change (Two week processing time).

127. Please revise page 3 of 35 of the solicitation, page 1 of document 00 22 13.00 20 titled Supplementary Instructions to Offerors, and the last page of the document titled Basis of Design. Please revise each of these documents to accurately describe the scope of the project including quantities of work for the isolated slab replacement as well as quantities of work required to fully reconstruct the transient aircraft parking area reconstruction. Please consider reducing the bid bond requirement to 5 or 10% rather than 20%.
