Dear Mr. Cronan:

G E T Solutions, Inc. is pleased to submit this letter report presenting the findings of the sampling and analysis of the soils beneath the concrete at the T-38 East Apron at the Langley Airfield. These analyses were performed to characterize the subsurface soils to determine if special disposal requirements will be necessary during concrete repairs and installation of new associated infrastructure components (lighting, electrical, signage, striping, etc).

GET Solutions, Inc. visited the site on January 12, 13, and 14 of 2016. On January 12, 2016, soil samples were collected from boring locations C-1, C-4, and C-6. On January 13, 2016, a sample was collected from boring location C-2, and on January 14, 2016, samples were collected from boring locations C-3 and C-5. See attached Boring and Sample Location Map.

Following coring of the concrete overburden, a hand auger was used to bring soil samples to the surface. Soil was collected at 1 foot intervals, as shown in the attached table, to a total depth of 6 feet unless refusal was reached first. The soil from each 1-foot interval was placed in a sealed plastic bag and the contents were screened using a Photoionization Detector (PID). Soils were also visually/olfactory evaluated for evidence of Volatile Organic Compounds (VOCs) contamination. One soil sample was collected from each boring location from the depth(s) demonstrating the highest PID readings, and these samples were subsequently placed in laboratory certified clean 8-ounce and 4-ounce glass jars fitted with septum caps, placed on ice, and submitted under chain-of-custody protocol to the contract laboratory (TestAmerica of Pensacola, Florida) for environmental analysis of Total Petroleum Hydrocarbons (TPH) within the Diesel Range of Organics (DRO) and the Gasoline Range of Organics (GRO) via EPA Method 8015. In addition, two composite samples were compiled from the same samples demonstrating the highest PID readings.

Composite Sample 1 (Comp 1) consisted of soil from boring locations C-1, C-4, and C-6, and was submitted to the laboratory on the same day as the samples from these individual locations. Composite Sample 2 (Comp 2) consisted of soil from boring locations C-2, C-3, and C-5, and was submitted to the certified laboratory at the same time as the samples

The composite samples were submitted to the laboratory for analysis of the presence and concentration of Toxicity Characteristic Leaching Procedure-RCRA-8 Metals (TCLP-8 Metals) via EPA Method 1311-6000/7000 Series, TCLP-VOCs by Method 8260B, TCLP- Pesticides by Method 8081B, Polychlorinated Biphenyls (PCBs) via EPA Method 8082A, total benzene, toluene, ethylbenzene and xylenes (BTEX) via EPA Method 8260, Total Organic Halides (EOX) via Method 9023, and Paint Filter Analysis via Method 9095B.

The laboratory analytical findings indicated that TPH-DRO and TPH-GRO were present in each of the discrete sample locations, except boring location C-5. As the attached table shows, the concentrations of TPH-DRO ranged from undetected in C-5 to 240 milligrams per kilogram (mg/Kg) in sample collected from C-1. Concentrations of TPH-GRO ranged from undetected in C-5 to 120 mg/Kg in the sample collected from C-3. Concentrations above 50 mg/Kg exceed the Virginia Clean Fill Standard and must be disposed of in accordance all applicable laws and regulations. Although the concentrations are rather low, they are nonetheless above the clean fill standard. Based on these detections and concentrations of petroleum hydrocarbons, areas that appear to require special handling and disposal relative to petroleum hydrocarbons are located in the vicinity of boring locations C-1, C-2, and C-3.

Composite sample Comp -1, consisting of sample collected from C-1, C-4, and C-6, was not found to have any detections of TCLP-RCRA-8 Metals, TCLP-VOCs, TCLP-Pesticides, Polychlorinated Biphenyls (PCBs), BTEX, or EOX above the laboratory detection limits.

Paint Filter Analysis was also below the laboratory detection limit for free fluid.

Composite sample Comp -2, consisting of sample collected from C-2, C-3, and C-5, was not found to have any detections of TCLP-RCRA-8 Metals, TCLP-VOCs, TCLP- Pesticides, Polychlorinated Biphenyls (PCBs), BTEX, or EOX above the laboratory detection limits. Paint Filter Analysis was also below the laboratory detection limit for free fluid. The laboratory analytical results for the discrete sample locations and the composite samples are attached.

Based upon the analytical results, the soil samples collected from three sample locations (C-1, C-2, and C-3) produced TPH-DRO at concentrations that exceed the Virginia Clean Fill Standard of 50 mg/Kg. Soil at these locations cannot be considered “clean fill” and will likely require special disposal in accordance with all applicable local, state, and federal laws and regulations. Soil at the locations designated as C-4, C-5, and C-6 meet the clean fill standard. Though these sample locations did not have TPH reported at levels above the Virginia Clean Fill Standard, the samples are only representative of that immediate location and hot spots of higher concentrations of petroleum are possible in the vicinity and also may require special disposal. The laboratory analytical results produced no detections of TCLP-RCRA-8 Metals, TCLP-VOCs, TCLP-Pesticides, Polychlorinated Biphenyls (PCBs), BTEX, or EOX in either of the composite samples collected from the various sampling points shown on the Boring and Sampling Map; therefore, no hazardous constituents and compounds, within the methods tested, are suspected in the area proposed for concrete surface repairs and infrastructure installation.

If the samples are truly indicative of soils beneath the existing concrete, it appears that special disposal practices may be confined to the western portion of the improvement area.

The analytical results are indicative of conditions specific to the area collected. There is the potential to encounter hot spots or areas with higher concentrations than observed during sampling.

These results should be compared to the published regulatory levels presented in “Table I - Maximum Concentrations of Contaminants For The Toxicity Characteristic” in 40 CFR (Code of Federal Regulations) 261.30 and Virginia Department of Environmental Quality (DEQ) regulations. The contractor is responsible for analyzing material prior to disposal.

GC Semi VOA Method 8015C: Physical properties (viscosity, color, odor) of the following sample extract preclude concentrated analysis which would jeopardize instrumentation: C-1 (17"-3') (400-116401-1). Minimal dilution with elevated RLs is reported.

Method 8082A: The matrix spike / matrix spike duplicate (MS/MSD) recoveries for preparation batch 400-290833 and analytical batch 400-291105 were outside control limits. Sample matrix interference is suspected because the associated laboratory control sample (LCS) recovery was within acceptance limits.

Method 8081B: Two surrogates are used for this analysis. The laboratory's SOP allows one of these surrogates to be outside acceptance criteria without performing re-extraction/re-analysis. The following samples contained an allowable number of surrogate compounds outside limits: (LB 400-290800/1-F) and (LCS 400-291055/2-A). These results have been reported and qualified.

Method 8081B: The continuing calibration verification (CCV) associated with batch 400-291249 recovered above the upper control limit for Chlordane (technical), Heptachlor and Methoxychlor. The samples associated with this CCV were non-detects for the affected analytes;

therefore, the data have been reported. The following sample is impacted: COMP 1 (400-116401-4).
