FA4800-14-B-0002 – JBLE Basewide Roofing IDIQ – Questions & Answers 2 Jul 2014
Question 1: Please clarify the statement on the SF1442 "AF Civil Engineering Commodity Council (CECC) anticipartes awarding a mandatory IDIQ contract for roof repairs in excess of $150K under this IDIQ contract". Does this mean that the contact resulting from this solicitation (FA4800-14-B-0002) will not have projects greater that $150,000: and instead, another contract will cover projectgs greater that $150,000?
Answer: The resulting award will handle all roofing projects, regardless of price, until the CECC awards are made.
At that point, the contract will be for roofing projects under $150k.
Question 2: On the pricing sheet there is no location for pricing of General Conditions. How would you like these priced? Roll them into each individual line item or will there be separate line itmes for Overhead and Profit?
Answer: Overhead and profit shall be rolled into each line item on the unit price list for the subject solicitation.
Question 3: Based on the individual project requirements there may be items that are not covered by the pricing sheet. How will Non-Prepriced items be handled?
Answer: If a work element isn’t included in the unit price list and is necessary to accomplish a project, then it will be added by contract modification.
Question 4: The pricing sheet does not have a line item for certain pieces of heavy equipment that may be required for conveyance of materials to and from the roof surface (ie. Forklift, Cranes, ect.) The required equipment for a three story building can be significantly different than a one story building. How are these items to be priced? Will there be an individual line item for equipment or is that cost to be blended into the cost of each line item? If it is to be blended, what building height and project size should be the basis of these cost calculations?
Answer: The line pricing for roof repairs should include costs for all equipment required to perform the work element in the line item unit price.
Question 5: What are the proposal requirements? Only the pricing sheet? Do you require any other information:
8(a) letter, bonding letter, DUNS, Cage Code, Safety Narrative, Past Performance, ect?
Answer: Please submit bids in accordance with Section L – Instructions, Conditions, and Notices to Bidders, of the
SF 1442.
Question 6: Is this contract a re-compete? If so, what is the previous solicitation number?
Answer: This is not a re-compete. The previous IDIQ roofing contract was for Langley AFB only, thus a new requirement.
Question 7: If the contract is a re-compete, who is the incumbent?
Answer: (See answer above)
Question 8: How many bidders were there if this contract was bid previously?
Answer: (See answer for Question 6 above)
Question 9: How many bidders do you anticipate for this contract?
Answer: The Government is unable to determine how many eligible 8(a) businesses will submit a bid.
