About this file

This is a Questions and Answers document for federal contract solicitations FA469026Q0040 and FA469026Q0041 related to audiovisual (AV) and security system upgrades at a Department of Defense facility.

The solicitations encompass comprehensive AV and security infrastructure improvements across multiple rooms including a Deployment and Command Center (DCC), Auditorium, DEPTAC Classroom, Deployment Passenger Lobby, and Sterile Room. Key deliverables include security/CCTV camera installation (exterior PTZ cameras and interior fixed dome cameras with 4K resolution and no recording capability), replacement of all existing audio components and speakers, installation of digital video LED (DVLED) display walls, video switching systems, room control systems, and complete audio zoning for multiple spaces. The contractor must supply equipment compliant with the Department of Defense Approved Products List, provide South Dakota-licensed electrical work for power and outlet additions, and deliver uncompiled control system project files with full data rights. The performance period is 180 calendar days from September 30, 2026, with an estimated delivery date of March 29, 2027. The government will handle TEMPEST certifications and provide existing conduit pathways and mounting structures where available. Award will be based on lowest price technically acceptable, with separate quotes preferred for each solicitation, though single-award to one vendor is possible. One solicitation addresses future expansion capacity, and only the Sterile Room may incorporate Wi-Fi capable equipment; all other spaces must remain closed-loop and Wi-Fi prohibited.

FA469026Q0040/Q0041 – Questions

1. Is the government asking for security/CCTV cameras to be installed or AV conferencing cameras? If security, then what type (PTZ, fixed dome, bullet), is there a preferred manufacturer, new NVR or existing, recording preference? The government is asking for Security/CCTV cameras to be installed. Exterior cameras would be PTZ, interior cameras fixed dome with no preference of manufacturer. No recording is needed.

2. Confirm if DBA wages will be enforced No this is a commodity requirement not a service requirement

3. “Modular system architecture” would be AVoIP technology where encoders and decoders can be added easily per device, and not matrix switchers or presentation systems. Would this be allowable in place of the 8x8 matrix switcher in 155/156, for example? Yes

4. Confirm no overlap between the two solicitations.

What is future expansion in one is the base scope in another, correct? Due to funding availability one or both solicitations may be a future endeavor.

5. Will the government award to a different for each solicitation (AV Upgrades and AV Upgrades 2)? Or is it best to award as a single project to the same vendor for continuity? It would be ideal for one vendor to be awarded both projects, however due to there being 2 solicitations once evaluations are made the lowest price technically acceptable will be chosen even if its 2 different vendors.

6. Is adequate power in place for the LED walls? Will the government provide the power? Government will provide power for equipment.

7. Is the period of performance the same for each solicitation? Yes current period of performance is a place holder but ideally both would be done under that same period of performance

8. DCC existing audio: Room 118 requires a new 300W four-channel amplifier, but the SOW does not specify new speakers, microphones, or a DSP. Are the existing DCC speakers/audio components intended to be reused? No, all speakers/audio components will be replaced/upgraded.

9. DCC side-wall televisions: Are the two existing side-wall televisions to remain in place and be reused? If so, please provide the make/model and available HDMI inputs. No, the TVs will be replaced.

10. Oversight cameras: Are the seven required cameras intended for live viewing only, or is recording also required? Only live viewing.

11. Camera recording retention: If recording is required, how many days of video storage are required? N/A

12. Camera viewing: Should operators be able to view all seven cameras simultaneously as a Multiview on one of the DCC video walls, or select individual cameras from the touch panel? All cameras should be able to be viewed at the same time while also having the capability of selecting an individual camera to view.

13. Camera type: Are fixed cameras acceptable, or are PTZ cameras required at any of the seven oversight locations? PTZ cameras to be installed at all locations requiring oversight of flightline operations. Fixed cameras are acceptable for immediate area viewing..

14. Camera field of view: Are there specific areas, doors, staging positions, or flightline locations that each camera must capture? Specific areas will be designated upon contract award.

15. Exterior camera distances: Approximately how far are the exterior Cargo Staging Area and Flightline Cargo Loading Area camera locations from Room 118/Room 165? Approximately 1/2 mile.

16. Exterior pathways: Are existing conduit, fiber, or CAT cable pathways available to the exterior camera locations, or should the contractor include new pathways/conduit? There is existing hardware.

17. Exterior mounting: Are poles or structures already available for the exterior cameras, or should new poles/mounting structures be included? Structures are available for cameras to be mounted

on. If structure/mounting is incompatible with selected hardware, contractor would need to include new mounting structure(s).

18. Camera network architecture: Should the camera system reside on the same closed-loop AV network as the room control system, or should the camera system be physically separated on its own closed network? There is no specific requirement for this, this will be left open to what the contractor deems best.

19. DVLED mounting surfaces: What is the existing wall construction behind the proposed video walls—concrete, CMU, metal stud, wood stud, etc.? Drywall with wood studs.

20. DVLED power: Is dedicated electrical power already available behind the four proposed DVLED walls, or should the contractor include new circuits/outlets? Electrical power is already available.

21. Auditorium speaker quantity: The SOW requires surround/in-ceiling audio but does not specify speaker quantity. Is there an existing speaker layout the Government wants replicated, or should the contractor engineer the quantity based on coverage calculations? The contractor should engineer the quality based on coverage calculations.

22. Auditorium audio zoning: When the SOW says audio must operate on “one, multiple, or both sides,” does this mean the Auditorium is physically divisible into two independent sections?

There are two screens in the auditorium, but 1 physical space (not divisible). Audio must be able to utilize either screen independently and/or both if mirrored image.

23. Existing Auditorium speakers: Are any existing ceiling speakers, wiring, or amplifiers suitable for reuse, or should we assume a complete replacement? Complete replacement.

24. Lectern location: Is the new podium/lectern intended to be permanently located in one position, or must it be movable? Can be permanently located.

25. Lectern connectivity: Does the lectern require only HDMI and microphone connectivity, or should power, USB, network, and additional AV connections also be provided? Only HDMI and microphone connectivity is needed.

26. Conference Room soundbar: Does the Government require the soundbar to provide audio playback only, or does it also need microphone/camera/USB conferencing capability?

Microphone/camera/USB conferencing capability is required.

27. Equipment rack location: Is Room 165 intended to house the primary equipment rack for the DCC system, camera system, or other building-wide AV equipment? Yes

28. Rack space: Is there an existing rack in Room 165 available for reuse, or should the contractor provide a new equipment rack? Contractor must provide new equipment rack.

29. Future camera expansion: How many additional oversight cameras should the core system be sized to support beyond the seven currently required? No expansion is expected.
