About this file

This is a Questions and Answers document for solicitation FA469026Q0022, a re-compete firm fixed price contract for a Catholic Religious Education Coordinator position at Ellsworth Air Force Base, South Dakota. The contract is a single-award 100% small business set-aside under NAICS code 611710 with a $24,000,000 size standard, solicited under FAR Part 12 for commercial items. The current incumbent contract is FA469023C0027, and the requirement calls for one full-time employee with no overseas travel obligations.

The Q&A clarifies several solicitation details: the period of performance begins each year on August 21st (correcting conflicting dates in prior versions); offerors should provide pricing for a six-month optional extension, with the CLIN to be assigned at award if exercised; the controlling wage floor is the Wage Determination rate of $29.57/hour for the Educational Technologist labor category (15060), with the Statement of Equivalent Rates provided for informational purposes only; vendors must select appropriate labor categories based on the Performance Work Statement requirements rather than government designation; electronic submissions to adriana.pingel.1@us.af.mil have a 10MB attachment size limit and may be transmitted across multiple emails; and submission files should be in Excel format. Questions were due by May 18, 2026 at 1:00pm MDT, and quotes were due by May 21, 2026 at 1:00pm MDT.

Questions

1. Is this a follow-on requirement or a new contract? If it is a follow-on contract, could you please provide the incumbent contract number and the awarded price?

A: This is a re-compete contract, the current contract is FA469023C0027.

2. How many people are currently working under this contract?

A: One

3. How many FTEs are required to perform under this contract?

A: One

4. Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)?

A: Does not need to travel.

5. Question — Period of Performance Date Reconciliation (Att.3 vs. SF-1449 p.7) -The Schedule on SF-1449, page 7 lists Option Period start dates as 21 August of each year.

-Attachment 3 Price Sheet, however, shows OP1 start as 22 Aug 2027, OP2 as 23 Aug 2028, OP3 as 24 Aug 2029, OP4 as 25 Aug 2030, and the 6-month extension start as 26 Aug 2031.

A: Attachment 3 had the wrong dates. The new attachment has the correct dates. The period of performance starts every 21 August.

6. Question 2 — CLIN Assignment for 6-Month Optional Extension Attachment 3 Price Sheet row 10 is labeled "6-month Extension" and is included in the Total Evaluated Price formula, but no numeric CLIN has been assigned in the SF-1449 Schedule (page 3) or in the Price Sheet. Please confirm whether (a) offerors should price the row as labeled and Government will assign a CLIN at award, or (b) a forthcoming amendment will assign a numeric CLIN (e.g., 5001) for invoicing purposes under WAWF.

A: Offeror should provide a price for the six-month extension. CLIN will be incorporated into the contract if/when exercising 6-month option is exercised in accordance with FR 52.217-8. Attachment 3 will be the contractors price.

7. Question 3 — Educational Technologist Wage Rate Reconciliation FAR 52.222-42 Statement of Equivalent Rates for Federal Hires (Solicitation page 13) lists Educational Technologist (15060) at $29.67 + 36.25%. Attachment 2 WD 15-5367 Rev 31 (line 213) lists 15060 Educational Technologist at $29.57. Please confirm that the controlling SCA labor floor is the WD rate ($29.57/hr) and that the $29.67 figure in 52.222-42 is informational.

A: The rates provided in FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, are for informational purposes only, and approximate what the government would pay a Federal Employee rather than a contracted FTE. The calculated Federal Equivalent rate will not equal the WD rates established for the Labor Category.

Additionally, the Government does not mandate the use of any specific labor category. It is the vendor’s responsibility to evaluate the requirements of the Performance Work Statement (PWS) and select the appropriate Wage Determination labor category that best fits their proposed staffing and technical approach.

8. Question 4 — Email Submission Mechanics The Addendum to FAR 52.212-1 (Solicitation page 19, §1.1) directs electronic submission to adriana.pingel.1@us.af.mil. To ensure responsive delivery, please confirm:

(a) Any per-email attachment size limit (the .mil mail boundary typically enforces ~10 MB) A: 10MB is the limit size.

(b) Whether the offeror may transmit the quote across multiple emails if total package size exceeds the cap.

A: multiple emails will be okay.

(c) Acceptable file formats for Attachment 3 (native .xlsx, locked PDF print, or both) A: Excel

(d) Whether the Government will reply with confirmation-of-receipt acknowledgment.

A: I will confirm receipt.
