1. Can the Government please confirm if this is a new requirement or if there is an incumbent? If there is an incumbent, will the Government please provide the contract number? This is not a new requirement C2Engineer, Inc. is the current contractor FA469020C0017.
2. Would the Government please consider extending the due date to allow offerors adequate time to adjust responses based on the Government's answers to questions, specifically with 6/19 being a Federal holiday? The government will extend the offeror due date by seven (7) days from 24 June 2025 to 1 June 2025.
3. Attachment 2 - Provisions and Clauses appears to be locked. Can the Government please upload an unlocked version of this document? A corrected file has been added into the SAM.gov solicitation. If any interested parties have further issues with this, please reach out and we will send them directly.
4. Offers must submit employee qualifications (relevant experience, certifications, etc.) in conjunction with their proposal. This information must be provided via email in a separate document. Failure to provide employee qualifications as requested in this section may result in the offeror being deemed unacceptable and eliminated from award contention." Will the Government please confirm that what they are asking for here is an employee resume from Offerors?" Please send all qualifications and relevant experience in a separate document.
5. Offers must submit employee qualifications (relevant experience, certifications, etc.) in conjunction with their proposal. This information must be provided via email in a separate document. " Will the Government please confirm that by "separate” it is meant to be submitted to the Government in a separate technical document from the Attachment 4 - Price Sheet? So, two total documents provided in the email submission (one with the resume (Technical) and one with attachment four completed (Price))?" Yes, a separate document.
5. The Attachment 4 Quote Price Sheet shows 1952 Qty for Hours. Can the government please describe if these are total hours including Holidays, Sick, and Family leave? PWS has been amended to reflect a more accurate number of work hours not including Federal Holidays or AFGSC Family Days
6. The Attachment 4 Quote Price Sheet shows 1952 Qty for Hours. Can the government please describe if this project is part-time project since there are 2080 hrs. per year?
This is not a “part-time” project, please see the section above
7. Will the contractor employee be allowed to access government systems before the start date, to complete onboarding or set up system access? NO
8. Are there any required background checks or clearances beyond being a U.S. citizen? Yes, background only
9. Will the Air Force provide any training on the AFFIRST system or other databases that the employee will be using? YES 10.How long does it usually take to get base access once the candidate is identified? 1 Day 11.Is any telework allowed — for example, during snow days or emergencies? NO
12. Will the Government provide the computer and other tools for the position, or should we plan to bring anything? Government provides everything essential to duties
13. Is the employee allowed to leave base for lunch, or do they need to stay nearby during the workday? YES
14. Should we submit the quote sheet (Attachment 4) in Excel or PDF? PDF preferred, but either is fine.
15. Do you require past performance documents with our quote, or is the resume and pricing enough? Please reference FAR 52.212-1 in the Request for Quote (RFQ) for all submission requirements 16.Is there a preferred format or page limit for the resume/qualifications section? No.
17. If I’m a HUBZone-certified prime and I use a staffing partner to provide the employee, would that still meet the performance-of-work requirement as long as I handle part of the work myself? Yes, However, FAR 52.219-14 – Limitations on Subcontracting applies to this solicitation. The contractor agrees that it will not pay more than 50 percent of the amount paid by the government for contract performance to subcontractors that are not a HUBZone business.
18. Can I share my proposed team structure with you before the deadline to make sure it meets HUBZone compliance? Not required
19. If the employee has to leave during the contract (for personal reasons, etc.), is there a specific process or timeline for replacing them without it affecting the contract? The following section has been added to the Performance Work Statement (PWS) “4.4 All position vacancies during the performance of the contract must be filled with an equally qualified individual in no more than 14 days of vacancy, unless otherwise approved or directed by the Contracting Officer in advance.”
20. Can you please confirm the right labor category under the Wage Determination? I believe it may fall under “General Clerk II” but would appreciate confirmation. Yes, the labor category will be “General Clerk II”
21. Should holiday pay be included in the 1,952 hours, or should we remove those 10 Federal Holidays from the total? No, see question 5
22. If the Government picks up the option years later, is there any flexibility to adjust the pricing for cost-of-living increases or updated wage determinations? Each option year pricing is on a firm fixed price basis, but you are allowed to submit wage claims annually.
23. Is there anything you’d recommend keeping in mind from past performance or lessons learned in this position that could help us provide the best support? NO
24. Lastly, "Attachment 4 Quote Sheet.pdf” displays the following document (image below) where no CLIN is readable, could you please provide the Quote Sheet in a different format. Re-attached to fix this issue

31. Is there an estimated funding ceiling or budget range for this effort? Not able to disclose.
32. "Does Executive Order 14026 apply to this contract meaning the minimum pricing $17.75 has to be used?" EO 14026 was rescinded and is not being enforced by DOL, therefore does not apply to this contract. Please see answer to question 20.

34. Challenges or Pain Points: Are there any specific challenges or pain points you’ve encountered in past projects that we should be aware of? No

36. PWS 5.3 & 5.7 – Can the Government share the current average monthly volume of AFFIRST and DIMS transactions (e.g., client encounter entries) the clerk will process? It Varies
37. PWS 5.5 - Exactly how many QoL net computers, printers, and fax machines in the lobby fall under the clerk’s daily monitoring responsibility? 4 computers
38. PWS 6.1 - Please provide or describe the Government approved template/software for the monthly data entry report due on the 5th workday so we can scope formatting effort. Internal report
39. PWS 9.1 – 9.3 - Will the clerk require a CAC and Tier 1/NACI investigation, and if so, will the Government pay the associated fees (including fingerprinting)? YES
40. ITO Paragraph 2 (Price) - Should fixed price quotes include incidental costs such as on base parking, or will those be treated as contractor overhead? Contractor overhead
41. PWS 5.1 Description of Services - When large M&FRC events are held away from the front desk (e.g., base wide career fairs), will the clerk be required to provide on-site registration or greeting services at those venues, or is support limited strictly to the lobby desk? Clarifying this defines the geographic and functional scope of duties. No outside the center work
42. PWS 4.1 & 9.8 Pandemic Response - If the base is closed for weather or elevated HPCON levels, may the clerk telework to handle calls and data entry, or must the hours be made up on site later as described for late starts? Understanding this determines whether remote work capability (equipment, VPN, licensing) must be included in our price. NO
