1. Reference: PWS Appendix A
Questions: What is the acreage for the annual (June) application of weed control under CLIN 0002AG-4002AG Pest Control (Weed Control)? Appendix A references acreage for Improved Grounds, Semi-Improved Grounds, Unimproved Grounds, and Hard Surfaces. The PWS indicates one June turf weed control application of Improved, Semi, and Unimproved to 2,882 acres and 1,060 acres of hard surfaces; is this correct?
Answer: Improved, Semi-Improved, and Unimproved = 2882
Airfield= 367 acres
Hard Surfaces= 1060 acres
BASH=759 acres
Hospital=6 acres included in CLIN 0015 This question asked what was the total acreage under clin 0002AG, that would require a June application of weed control, the answer is misleading. When reference CLIN 0002 the lime item clearly shows 1.1.8 which is referencing for the Improved grounds, which is also referencing 1.7.4 & 1.7.5.2 non-turf surfaces and Invasive Aquatic species, which is assumed as the areas in the identified on the Map as areas within the Improved ground of 43 acres.
What seems to be confusing is you your answer is involving Semi-Im- and Un-Imp grounds acreages, along with hard surface of 1060 acres and Hospital acres which all areas have their own pricing CLIN.
On your Q&As number 48 your answer clearly states that any work requirements within section of requirements under 1.7 will need a work order issued. Which has (6) six different service requirements within the section Special Requirements 1.7.
· Please provide a clear acreage answer as to what is the June application of weed control, that CLIN 0002AG pricing is referring to Improved ground, Areas of non-turf, and Aquatic invasive species within the identified improved grounds?
After review, 0002AG is referring to the 43 acres of improved (irrigated and non-irrigated).
· Please provide clarification on pest/weed control that it will accomplished by issuance of a work order under section 1.7 or as performance-based work?
This is any areas outside of what is already designated in CLINS 0002AA-0004
· Please clarify as to how many applications will be required for area for each identified area in your highlighted answers shown above?

2. Reference: CLIN 0013-4013 - Snow Removal Single Day
Question: Does this CLIN include DFAC and the Medical Clinic?
Answer: This is all areas identified in Appendix B (Snow maps) No snow removal Maps were provided with the original posting or the amendment #1 of this solicitation, the posting on July 1, 2021 states that maps and herbicide/pesticide listing will be posted July 6/7; as of 10:45 this morning July 7 no posting of such information has been listed/posted!
3. Reference: PWS Section 1.1.4.2 - Maintenance of Irrigation System
Comment: Suggest the reference to CLIN 0012 should be CLIN 0014.
Answer: CLIN 0012 is DFAC snow removal and CLIN 0014 is special requirements. No relations to maintenance of irrigation system.
Yes CLIN 0012 is snow removal pricing, CLIN 0014 reference section within the PWS which is irrigation maintenance, prune shrubs, hedges, and other plants, weed control, aquatic, and weed control again. These service costing have already been incorporated into other CLIN’s prior to CLIN 0014 this seem to be some what confusing!
· Please provide clarification/direction as to how the contractor is to determine what service the contractor is to insert pricing cost into this CLIN 0014?
Special requirements is for potential items that fall outside of a schedule or other CLINS.
4. Reference: Section/paragraph 1.1.9 show a seed mix of percentages of 6 different seed varieties, section/paragraph 1.7.6 show a totally different seed mix of 4 different varieties.
Question: Please provide clarification of what seed mixture the contractor is required to use for lawn renovation?
Answer:
The follow seed mix is to be used for renovation / restoration3.2 lbs - Western Wheatgrass, 1.2 lbs - Green Needlegrass, 1.2 lbs - Sideoats Grama, 2.2 lbs - Buffalograss, 0.2 lbs - Blue Grama
· So why is there two different seed mixture listed?
Please see section 1.7.6 (Use drought resisitent seed mix for improved and semi-improved areas and standard farm field mix for non-maintained areas.
5. Reference: The total acreage of Semi-Improved grounds is 331 acres, when you combine two area Semi-Imp and Restricted Semi-Imp. This section/paragraph 1.7.4 references which indicates non-turf areas to be maintained as well. Weed control in Appendix A show weed control as a 1-time annual service/application for semi-improved grounds, as do the two pricing and excel bid schedules. Appendix A shows weed control for hard surface areas 1060 acres for all vegetation (crack-grass/un-wanted vegetation) as a 1-time service annually as well.
Question: Please provide clarification as to how you would require the contractor to insert/apply costing in one CLIN for multiple areas of required workload services that are weed control for lawns, hard surface, aquatic, and noxious/invasive species? (FYI noxious and Invasive does not have any described requirement in the PWS such as weed control or aquatic species which have a description of requirement!)
Answer: 0002AG Price per total acres.
As (FYI) question regarding noxious and invasive weed has no PWS description or mention of requirement, other than the IPM plan reference. Also the bid schedule CLINs do not show or reference sections/paragraphs for BASH, Un-Improved areas, the non-turf tis leaves a void in costing to maintain the areas within these areas!
· Please provide clarification as to how the contractors are to move forward in providing cost within the identified areas?
Section 1.3 Identifies maintaining airfield grounds, to include weed control. Section 1.5 Identifies maintaining unimproved grounds, to include weed control.
6. Reference: Section/paragraph 1.7.1 is the start of tree requirements 1.7.1.1 describes tree care that the contractor is to identify a number of care issues/requirements and do we report them, we assume to the COR. It also states we are to perform certain task; we do not see any line item or annual quantity for performance in costing of this service requirement. Which gives you information and assumed understanding that you want tree trimming is to be perform when requested or needed that is not an emergency type request. The Appendix A and the bid schedule does not provide an annual quantity, a place to insert costing for standard tree trimming requirement. Section 4.3 background indicates that the contractor is to support tree work requirements, it provides a quantity of 500 trees of various sizes.
Question: Please provide clarification as to how the contractor to move forward without a clear description and understanding as to what the Governments needs are?
Answer: Tree quantity need to be removed from section 4.3. Only an emergent removal needed at this time.
** FYI the quantity of 500 various trees has not been removed the amended PWS posted on July 1!
It was determined to leave the quanity in the PWS to identify the estimated amount of trees on base. Only emergent removal of trees are needed at this time.
7. Question: CLIN x002AJ Prune Shrubs has a workload data of 1 Month as needed. CLIN x014 also requests pricing for Shrub Trimming 700 Each. Which CLIN are we pricing?
Answer: Prune shrubs is only improved grounds and shrub trimming is everything outside of that.
· Please confirm that shrub pruning/trimming is to only be accomplished within the improved grounds identified areas, because the answer is lacking a defined clear answer?
Prune/trim shrubs is only for improved grounds (irrigated and non-irrigated). Anything outside of the scheduled time or area falls under special requirements. Past data shows there has been limited use to this requirement.
