SUMMARY OF WORK

PART 1 - GENERAL

A. The Project consists of, but is not limited to:

1. The Project consists of providing all labor, vehicles, equipment, tools, materials, supervision and services, except as specified herein as government furnished property, materials, and services, to provide protective coatings and pavement markings for various base facilities. All work shall be covered by a one-year warranty.

1.1 ENTRY AUTHORITY LISTS FOR ELLSWORTH AIR FORCE BASE, SD

(EAFB, SD).

A. Entry Authority List (EAL): These lists are kept at the gates to verify employment. The Following guidelines apply:

1. Original EAL to the Contracting Office is required.

2. The EAL must be in alphabetical order, on company letterhead, containing the complete address and phone number of the company, signed by an authorized company representative, and in the following format: Request the following personnel be allowed access to the base (include contract number, project name, EAL expiration date, location of project, and building number) in performance of our contractual requirements:

3. DO NOT combine your EAL with the subcontractor’s EAL. Each company/subcontractor must have a separate EAL.

4. Additions/Deletions of Personnel: Submit, immediately, any additions or deletions by re-writing a whole new EAL to include current personnel and any changes.

5. Escorts: An asterisk (*) on the EAL by key personnel such as a foreman or supervisor will allow temporary entry of supply deliveries/pickup/repair.

The escorts must accompany these personnel for the duration of time on the installation. A maximum of three (3) key prime contractor personnel are allowed. A phone number where the escorts can be reached must be included on the EAL.

6. Approximately seven (7) calendar days are required for processing of EALs.

1.2 VISITOR’S PASS (Air Force Form 75): The visitor’s pass is required for all employees and vehicles. It has two parts, one for placement on the driver’s side of the dashboard (must be visible at all times), the other part is issued to the individual and must be on his/her person at all times. Each employee must obtain this pass by presenting his/her drivers license, vehicle registration and proof of insurance at the

Visitor Control Center, located outside the main gate. If any of the above identification is not on the employees’ person, he/she will be escorted off of base.

It is recommended that a permanent sign be placed on the left door of the vehicles that do not have a company logo. Periodic spot checks of drivers’ licenses and AF

75’s will be conducted on a random basis. It is the responsibility of each employee to turn in the pass at the depository (on driver’s side of the gate as you depart the base) after completion of the contract.

1.3 CONTRACTOR’S HAUL ROUTES: Access to the project will be by the Bismark

Gate on Monday thru Friday at 6:00 a.m. to 6:00 p.m. or the Main Gate on Saturday, Sunday, and holidays, thence over the haul route indicated on the Title Sheet of the drawings. The designated routes shall be used by both loaded and unloaded vehicles.

1.4 WORK SEQUENCE /WORK SCHEDULE:

A. Continuity of Work: The contractor shall not begin work until he is certain the work will continue uninterrupted through completion except for weekends, holidays, or prohibitively adverse weather. There shall be no extended periods of delay in on-site work after work has begun.

1.5 WORK SCHEDULE

A. Working hours for the contractor will normally be between the hours of 6:30 and 5:00 p.m. excluding Saturdays, Sundays and Federal holidays.

B. If the Contractor desires to work during periods other than above, additional government inspection forces may be required. The Contractor must make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. The Contracting Officer shall determine, in his/her discretion, whether such inspection forces are available and whether work will be allowed on a non-scheduled day. The Contracting Officer may authorize the

Contractor to perform work during periods other than normal duty hours/days;

however, if inspectors are required to perform in excess of their normal duty hour/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.

1.6 CONTRACTOR USE OF PREMISES

A. General: During the construction period the Contractor shall have full use of the premises for Protective Coating operations, including use of the site.

The Contractor's use of the premises is limited only by the Government’s right to perform work or to retain other contractors on portions of the

Project. All contractor operations must be closely coordinated with the using agency of the facility.

B. Use of the Site: Limit use of the premises to work in areas indicated.

Confine operations to areas within contract limits indicated. Do not disturb portions of the site beyond the areas in which the Work is indicated. Areas not identified to be removed or worked on under this contract that are disturbed or damaged during construction shall be removed and replaced at no additional cost to the Government.

1. Government Occupancy: Allow for Government occupancy and use by the public.

2. Driveways and Entrances: Keep driveways and entrances serving the premises clear and available to the Government, the Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

1.7 WORK IN HOUSING AREAS

A. Work under this contract may be performed in housing areas. Once a call is placed for such work, the contractor will be required to provide written notification to the contracting officer at least three weeks in advance of the expected start date. The Air Force will then notify residents of the upcoming work and their responsibilities concerning same. If the anticipated work will require total road closures or blocking driveways, the contractor will hand deliver notices to the affected residents at least three working days in advance of the work. The notices shall clearly state the address, and the day the work is to begin, how long the work will take, and a description of the work to be accomplished. The notice shall also contain the name and phone number for the contractor’s point of contact and the Air Force point of contact (the latter information will be provided at the pre-construction conference).

1.8 GOVERNMENT OCCUPANCY

A. Full Government Occupancy: The Government will occupy the site and existing building during the entire construction period. Cooperation with the Government during construction operations shall minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with the Government's operations.

B. Partial Government Occupancy: The Government reserves the right to occupy and to place and install equipment in completed areas of the building prior to Substantial Completion, provided such occupancy does not interfere with completion of the Work. Such placing of equipment and partial occupancy shall not constitute acceptance of the total Work.

1.9 ACCIDENT PREVENTION PLAN:

A. In performing this contract, the Contractor shall provide for protecting the lives and health of employees and other persons; preventing damage to property, materials, supplies, and equipment; and avoiding work interruptions. For these purposes, the Contractor shall;

1. Provide appropriate safety barricades, signs and signal lights

2. Comply with the standards issued by the Secretary of Labor at 29 CFR

Part 1926 and 29 CFR Part 1910.3.

3. Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for this purpose are taken. Failure of the

Contracting Officer to notify the Contractor of additional safety measures does not relieve the Contractor of liability and duty to prevent accidents by reasonable actions. The Contracting Officer shall notify the Contractor of any noncompliance with these requirements and of the corrective action required. This notice, when delivered to the Contractor or the

Contractor’s representative at the site of the work, shall be deemed sufficient notice of the noncompliance and corrective action required.

After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to take corrective action promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The

Contractor shall not base any claim or request for equitable adjustment for additional time or money on any stop order issued under these circumstances.

B. The Contractor shall comply with all pertinent provisions of the current U.S.

Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-

1.

C. The Contractor shall maintain an accurate record of exposure data on all accidents incident to work performed under this contract resulting in death, traumatic injury, occupational disease, or damage to property, materials, supplies, or equipment. The Contractor shall report this data in the manner prescribed by OSHA's yearly report form and/or the Contracting Officer. This form shall be posted in a visible place available for all to see.

D. The Contractor shall be responsible for its subcontractor’s compliance with these paragraphs.

E. Before commencing the work, the Contractor shall:

1. Submit a written Accident Prevention Plan for implementing these paragraphs.

2. Meet with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to administration of the overall safety program.

1.10 MOBILE PHONE: The contractor, throughout the execution of this contract, shall maintain a mobile telephone at the job site at all times. The number of the mobile phone shall be provided to the Contracting Officer prior to start of work. The phone number shall be a local number, not long distance to Ellsworth.

1.11 FLIGHT LINE ENTRY AUTHORIZATION LETTER (EAL).

A. The Contractor shall submit the original and two copies to the Contracting

Officer.

B. The letter must be in alphabetical order, on company letterhead, and in the following format:

1.12 FOREIGN OBJECT DAMAGE (FOD) PREVENTION

A. Foreign Objects are any items (rocks, tools, construction debris) on the flight line that could possibly enter an aircraft engine and cause engine damage.

B. Prior to entering the flight line area, the Contractor shall stop and check vehicle tires and other areas of the vehicle for FOD. All FOD shall be placed in appropriate containers prior to proceeding. All work areas shall be kept free of FOD at all times.

1.13 MISCELLANEOUS PROVISIONS

A. DAILY CLEAN-UP: The Contractor shall at all times keep the premises free from accumulations of waste materials or rubbish caused by his employees or work. At completion of each work day, he shall remove all rubbish from the construction site. All his tools, equipment, and surplus materials, etc., shall be stored in the storage area or temporary staging area.

B. DISPOSAL OF MATERIALS: All materials removed under this contract, except those noted, shall be disposed of off base in such a manner that meets federal, state, and local environmental codes. Reference also disposal requirements in Section 01800 - Environmental Provisions.

C. UTILITIES: Water, gas, and electricity will be furnished to the

Contractor by the

Government from the Government's existing system outlets. Utilities will be furnished at no cost to the Contractor, except for telephone.

FIRE PROTECTION

1.01 SECTION INCLUDES:

A. Responsibility.

B. Fire Prevention Rules.

1.02 RESPONSIBILITY:

A. The Base Fire Chief or his/her representative will attend pre-construction conferences to brief contractors on pertinent fire regulations and to provide guidance for fire safe operations during contract performance.

Fire prevention guidance will be furnished to the Contractor for briefing his/her personnel.

B. It is the responsibility of any person who discovers a fire to report it immediately. To do this:

1. Sound the alarm locally by activating the installed fire alarm or by shouting to notify the occupants.

2. Report the fire by dialing the Base emergency number.

3. Give the Fire Department the following information: Building number, name of person reporting the fire, type of fire (building, grass, automobile, etc.), and exact location of the fire in the building (north end, south end, etc.).

1.03 FIRE PREVENTION RULES:

A. Smoking:

1. Cigars, cigarettes, matches, or mechanical lighters will not be used in any building, except in areas specifically designated as

"Smoking Area".

2. Smoking will not be permitted within 50 feet of the repair dock, paint shops, gasoline storage and dispensing areas, and motor maintenance shops.

3. Smoking materials shall be disposed of in special noncombustible receptacles at the close of business or upon cessation of operations each day.

4. Smoking is prohibited in any facility or area wherein any painting operation is being accomplished. Smoking is permitted in designated areas only, verified by the Contracting Officer.

B. Non-explosion proof heaters and all open flame heaters will be prohibited for use in any facility or area where volatile vapors are present or may accumulate.

C. Electrical:

1. During Fire Prevention inspections conducted by the Base Fire department, all appliances deemed unsafe and connected to an electrical distribution system will be disconnected from the electrical system and not be reconnected until approved by the

Contracting Officer. The Base Fire Department will perform periodic inspection to verify compliance.

2. All flexible cords used on appliances will be used in continuous length and be in good condition without splice tape.

D. Housekeeping:

1. Remove trash from buildings at the end of the workday.

2. Use only noncombustible trash containers and waste paper containers.

3. Locate outdoor trash receptacles at a reasonably safe distance from buildings. In no instance will trash, including scrap lumber, be stacked less than 15 feet from any building.

4. Rags shall be kept in a metal container with metal lid. Containers shall be properly marked, stating contents.

E. Flammable Liquids:

1. Store flammable liquids only in buildings designated and approved for that purpose. "Flammable" and "No Smoking" signs shall be prominently posted.

2. Do not store gasoline in any building without approval from the

Base Fire Chief.

3. Limit any supplemental supply of flammable liquids kept on the premises to the amount necessary for one day's use. This supply shall be kept in approved safety cans which shall be stenciled with the name of contents and the word "FLAMMABLE".

4. Locate all paint storage sheds at least 50 feet from any building.

5. Perform all spray painting in compliance with established safe practices.

F. Liquid Fuel Powered Equipment:

1. Maintain adequate ventilation in all areas when power equipment is to be used and where an accumulation of explosive gases is likely to occur from the use of power equipment.

2. Do not park privately owned vehicles in any building or structure other than those designated and approved for this purpose.

G. Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the

Base without first obtaining permission from the Base Fire Department.

H. Arc Welding, Torch Welding, Cutting, and Brazing:

1. Welding, cutting, or brazing other than in approved welding shops, will require permission from the Base Fire Department and the issuance of a Welding Permit for open flame work.

2. Only certified welders may operate welding equipment.

3. Inspect all equipment daily for damage, loose connections, or unsafe conditions. Repair or replacement must be made, as required, prior to use.

4. Station fire extinguishing equipment near the welding location.

1.3 SPECIFICATION FORMAT AND CONTENT EXPLANATION

A. Specification Format: These Specifications are organized into Divisions and

Sections based on CSI's 16-Division format and Master Format’s numbering system.

B. Specification Content: This Specification uses certain conventions regarding the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations or circumstances. These conventions are explained as follows:

1. Abbreviated Language: Language used in Specifications and other

Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be interpolated as the sense requires. Singular words will be interpreted as plural and plural words interpreted as singular where applicable as the context of the Contract Documents indicates.

2. Streamlined Language: The Specifications generally use the imperative mood and streamlined language. Requirements expressed in the imperative mood are to be performed by the Contractor. At certain locations in the Text, subjective language is used for clarity to describe responsibilities that must be fulfilled indirectly by the Contractor or by others when so noted.

a. The words "shall be" are implied where a colon (:) is used within a sentence or phrase.

1.4 INDUSTRY STANDARDS

A. Applicability of Standards: Except where the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract

Documents by reference.

B. Publication Dates: Comply with the standards in effect as of the date of the

Contract Documents.

C. Conflicting Requirements: Where compliance with 2 or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer to the Contracting Officer before proceeding for a decision on requirements that are different but apparently equal, and where it is uncertain which requirement is the most stringent.

1. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum acceptable. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of the requirements. Refer uncertainties to the Contracting Officer for a decision before proceeding.

D. Copies of Standards: Each entity engaged in construction on the Project is required to be familiar with industry standards applicable to its construction activity. Copies of applicable standards are not bound with the Contract

Documents.

1. Where copies of standards are needed to perform a required construction activity, the Contractor shall obtain copies directly from the publication source.

E. Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated. Where such acronyms or abbreviations are used in the Specifications or other Contract Documents, they mean the recognized name of the trade association, standards-generating organization, authorities having jurisdiction, or other entity applicable to the context of the text provision. Refer to Gale Research Co.'s "Encyclopedia of Associations," available in most libraries.

F. Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated. The following acronyms or abbreviations, as referenced in the Contract Documents, are defined to mean the associated names. Names and addresses are subject to change and are believed, but are not assured, to be accurate and up-to-date as of the date of the Contract Documents.

PROJECT MEETINGS

A. This Section specifies administrative and procedural requirements for project meetings, including, but not limited to, the following:

1. Preinstallation conferences.

2. Progress meetings.

3. Coordination meetings.

1.3 PREINSTALLATION CONFERENCES

A. The Contractor shall conduct a pre-installation conference at the Project Site before each construction activity that requires coordination with other construction.

B. Attendees: The Installer and representatives of manufacturers and fabricators involved in or affected by the installation, and its coordination or integration with other materials and installations that have preceded or will follow, shall attend the meeting. Notify the Contracting Officer of scheduled meeting dates seven calendar days in advance.

1. Review the progress of other construction activities and preparations for the particular activity under consideration at each pre-installation conference, including requirements for the following:

a. Contract Documents.

b. Options.

c. Related Change Orders.

d. Purchases.

e. Deliveries.

f. Shop Drawings, Product Data, and quality-control samples.

g. Review of mockups.

h. Possible conflicts.

i. Compatibility problems.

j. Time schedules.

k. Weather limitations.

l. Manufacturer's recommendations.

m. Warranty requirements.

n. Compatibility of materials.

o. Acceptability of substrates.

p. Temporary facilities.

q. Space and access limitations.

r. Governing regulations.

s. Safety.

t. Inspecting and testing requirements.

u. Required performance results.

v. Recording requirements.

w. Protection.

2. The Contractor shall record significant discussions and agreements and disagreements of each conference, and the approved schedule. Promptly distribute the record of the meeting to everyone concerned.

3. Do not proceed with the installation if the conference cannot be successfully concluded. Initiate whatever actions are necessary to resolve impediments to performance of Work and reconvene the conference at the earliest feasible date.

1.4 PROGRESS MEETINGS

A. The Contractor shall conduct progress meetings at the Project Site at regular intervals. Coordinate with the Contracting Officer on scheduled meeting dates.

B. Attendees: In addition to representatives of the Government, each subcontractor, supplier, or other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants at the conference shall be familiar with the Project and authorized to conclude matters relating to the

Work.

C. Agenda: Review and correct or approve minutes of the previous progress meeting. Review other items of significance that could affect progress. Include topics for discussion as appropriate to the status of the Project.

1. Contractor's Construction Schedule: Review progress since the last meeting. Determine where each activity is in relation to the Contractor's

Construction Schedule, whether on time or ahead or behind schedule.

Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to insure that current and subsequent activities will be completed within the Contract Time.

2. Review the present and future needs of each entity present, including the following:

a. Interface requirements.

b. Time.

c. Sequences.

d. Status of submittals.

e. Deliveries.

f. Off-site fabrication problems.

g. Access.

h. Site utilization.

i. Temporary facilities and services.

j. Hours of work.

k. Hazards and risks.

l. Housekeeping.

m. Quality and work standards.

n. Change Orders.

o. Documentation of information for payment requests.

D. Reporting: No later than 3 days after each meeting, distribute minutes of the meeting to each party present and to parties who should have been present.

Include a brief summary, in narrative form, of progress since the previous meeting and report.

1. Schedule Updating: Revise the Contractor's Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue the revised schedule concurrently with the report of each meeting.

1.5 COORDINATION MEETINGS

A. The Contractor shall conduct project coordination meetings at regular intervals convenient for all parties involved. Project coordination meetings are in addition to specific meetings held for other purposes, such as regular progress meetings and special pre-installation meetings.

B. Request representation at each meeting by every party currently involved in coordination or planning for the construction activities involved.

C. The Contractor shall record meeting results and distribute copies to everyone in attendance and to others affected by decisions or actions resulting from each meeting.

SECTION 01300

SUBMITTALS

A. This Section includes administrative and procedural requirements for submittals required for performance of the Work, including the following:

1. Contractor's construction schedule.

2. Submittal schedule.

3. Daily construction reports.

4. Shop Drawings.

5. Product Data.

6. Samples.

7. Quality assurance submittals.

B. Related Sections: The following Sections contain requirements that relate to this

Section:

1. Division 1 Section "Project Meetings" specifies requirements for submittal and distribution of meeting and conference minutes.

2. Division 1 Section "Quality Control" specifies requirements for submittal of inspection and test reports.

3. Division 1 Section "Contract Closeout" specifies requirements for submittal of Project Record Documents and warranties at project closeout.

4. Division 1 Section "Ellsworth Air Force Base Special Provisions" specifies requirements for submittal of plans and permits for operating on

Ellsworth AFB, SD.

1.3 DEFINITIONS

A. Field samples are full-size physical examples erected on-site to illustrate finishes, coatings, or finish materials. Field samples are used to establish the standard by which the Work will be judged.

1.4 SUBMITTAL PROCEDURES

A. The Contractor shall fill in the REQUIRED SUBMISSION DATE column on the attached AF Form 66, Schedule of Material Submittals, and submit this document with the AF Form 3064, Contract Progress Schedule, and provide both schedules to the Contracting Officer not later than 15 calendar days after the Notice to Proceed. Update the required submission date column as the project progresses. Prior to incorporating a particular item into the work, the submittal for that item must be approved.

B. Submittal Preparation: Place each submittal on an AF Form 3000 for identification. Submittals are to be provided in at least 4 copies, signed by the prime contractor. The Government will retain 2 copies and return the others.

C. Submittal Transmittal: Package each submittal appropriately for transmittal and handling. Transmit each submittal from the Contractor to 28 th

Civil Engineering

Service Contract Quality Assurance Evaluator AF Form 3000. The Contracting

Officer will not accept submittals received from sources other than the

Contractor, i.e. sub-contractor or material suppliers.

1. On the transmittal, record relevant information and requests for data. On the form, or separate sheet, record deviations from Contract Document requirements, including variations and limitations. Include Contractor's certification that information complies with Contract Document requirements.

D. Processing: To avoid the need to delay installation as a result of the time required to process submittals, allow sufficient time for submittal review, including time for re-submittals.

1. Allow 2 weeks for initial review. Allow additional time if the Contracting

Officer must delay processing to permit coordination with subsequent submittals.

2. Allow 2 weeks for reprocessing each submittal.

3. No extension of Contract Time will be authorized because of failure to transmit submittals to Contracting Officer sufficiently in advance of the

Work to permit processing.

1.5 PRODUCT DATA

A. Collect Product Data into a single submittal for each element of construction or system. Product Data includes printed information, such as manufacturer's installation instructions, catalog cuts, standard color charts, roughing-in diagrams and templates, standard wiring diagrams, and performance curves.

1. Mark each copy to show applicable choices and options. Where printed

Product Data includes information on several products that are not required, mark copies to indicate the applicable information. Include the following information:

a. Manufacturer's printed recommendations.

b. Compliance with trade association standards.

c. Compliance with recognized testing agency standards.

2. Unless otherwise specified, submittals for a specific product/material make, model, formula, etc., will be required only upon first use under the provisions of the contract, not for each subsequent task order issued.

3. Do not submit Product Data until compliance with requirements of the

Contract Documents has been confirmed.

1.6 QUALITY ASSURANCE SUBMITTALS

A. Submit quality-control submittals, including design data, certifications, manufacturer's instructions, manufacturer's field reports, and other quality-control submittals as required under other Sections of the Specifications.

B. Certifications: Where other Sections of the Specifications require certification that a product, material, or installation complies with specified requirements, submit a notarized certification from the manufacturer certifying compliance with specified requirements.

1. Signature: Certification shall be signed by an officer of the manufacturer or other individual authorized to sign documents on behalf of the company.

C. Inspection and Test Reports: Requirements for submittal of inspection and test reports from independent testing agencies are specified in Division 1 Section

"Quality Control."

1.7 PROPOSED "OR EQUAL" PRODUCTS/ MATERIALS: Approval or rejection of "or equal" products/ materials is at the Contracting Officer's discretion, whose judgment will be final.

A. Submit proposed "or equal" products/ materials to the Contracting Officer within 20 calendar days after the date of Notice to Proceed is issued.

B. Submit proposed "or equal" products/ materials relating to a particular subcontract or trade at one time.

C. List the following information:

1. Proposed items (s).

2. Amounts for all cost variations.

3. Product Data, and all information required to determine suitability of the proposed product.

4. Impact on other work.

5. Additional information as requested by the Contracting Officer.

D. Factors for acceptability of proposed items are as follows:

1. Quality of materials, structural strength, and details of construction or fabrication.

2. Performance and function.

3. Appearance and finish.

4. Impact on other work shall be identified.

E. Do not resubmit any previously rejected proposed items.

F. Use of approved "or equal" products/ materials does not relieve the

Contractor from compliance with the Contract Documents.

G. "Or equal" products/materials installed without prior approval shall be removed and replaced with those indicated or specified, at no additional cost to the Government.

H. The Contractor shall submit to the Government with any request for approval of substitutions, complete data including performance and chemical makeup for both the specified and proposed item.

1.8 SAMPLES:

A. When required by individual specification sections, submit samples that fully illustrate functional characteristics of the product, complete with integral parts and attachments.

B. Include identification on each sample, giving full information.

C. Samples will be retained by the Contracting Officer, except in those instances where the specifications permit use of the sample in the actual work.

D. Provide field finishes at project as required by individual specifications section. Install sample complete and finished. Acceptable finishes in place may be retained in complete work.

1.9 CONTRACTING OFFICER ACTION

A. Except for submittals for the record or information, where action and return is required, the Contracting Officer will review each submittal, mark the AF Form 3000 to indicate action taken, and return promptly.

1. Compliance with specified characteristics is the Contractor's responsibility.

2. Resubmittal: When the Contracting Officer marks a submittal

"Disapproved", do not proceed with Work covered by the submittal, including purchasing, fabrication, delivery, or other activity. Revise or prepare a new submittal according to the notations; resubmit without delay. Repeat if necessary to obtain different action mark.

a. Do not use, or allow others to use, submittals marked

"Disapproved" at the Project Site or elsewhere where Work is in progress.

B. Unsolicited Submittals: The Contracting Officer will return unsolicited submittals to the sender without action.

SECTION 01400

QUALITY CONTROL

A. This Section includes administrative and procedural requirements for quality-control services.

B. Quality-control services include inspections, tests, and related actions, including reports performed by Contractor, by independent agencies, and by governing authorities. They do not include contract enforcement activities performed by

Government.

C. Inspection and testing services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with Contract Document requirements.

D. Requirements of this Section relate to customized fabrication and installation procedures, not production of standard products.

1. Specific quality-control requirements for individual construction activities are specified in the Sections that specify those activities. Requirements in those Sections may also cover production of standard products.

2. Specified inspections, tests, and related actions do not limit Contractor's quality-control procedures that facilitate compliance with Contract

Document requirements.

3. Requirements for Contractor to provide quality-control services required by the Government or authorities having jurisdiction are not limited by provisions of this Section.

E. Related Sections: The following Sections contain requirements that relate to this Section:

2. Division 1 Section "Submittals" specifies requirements for development of a schedule of required tests and inspections.

1.3 RESPONSIBILITIES

A. Contractor Responsibilities: Unless otherwise indicated as the responsibility of another identified entity, Contractor shall provide inspections, tests, and other quality-control services specified elsewhere in the Contract Documents and required by authorities having jurisdiction. Costs for these services are included in the Contract Sum.

1. Where individual Sections specifically indicate that certain inspections, tests, and other quality-control services are the Contractor's responsibility, the Contractor shall employ and pay a qualified independent testing agency to perform quality-control services. Costs for these services are included in the Contract Unit Prices.

2. Where individual Sections specifically indicate that certain inspections, tests, and other quality-control services are the Government's responsibility, the Government will employ and pay a qualified independent testing agency to perform those services.

B. Retesting: The Contractor is responsible for retesting where results of inspections, tests, or other quality-control services prove unsatisfactory and indicate noncompliance with Contract Document requirements, regardless of whether the original test was Contractor's responsibility.

1. The cost of retesting construction, revised or replaced by the Contractor, is the Contractor's responsibility where required tests performed on original construction indicated noncompliance with Contract Document requirements.

C. Associated Services: Cooperate with agencies performing required inspections, tests, and similar services, and provide reasonable auxiliary services as requested. Notify the agency sufficiently in advance of operations to permit assignment of personnel. Auxiliary services required include, but are not limited to, the following:

1. Provide access to the Work.

2. Furnish incidental labor and facilities necessary to facilitate inspections and tests.

3. Take adequate quantities of representative samples of materials that require testing or assist the agency in taking samples.

4. Provide facilities for storage and curing of test samples.

5. Deliver samples to testing laboratories.

6. Provide the agency with a preliminary design mix proposed for use for materials mixes that require control by the testing agency.

7. Provide security and protection of samples and test equipment at the

Project Site.

D. Duties of the Testing Agency: The independent agency engaged to perform inspections, sampling, and testing of materials and construction specified in individual Sections shall cooperate with the Government and the Contractor in performance of the agency's duties. The testing agency shall provide qualified personnel to perform required inspections and tests.

1. The agency shall notify the Contracting Officer and the Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.

2. The agency is not authorized to release, revoke, alter, or enlarge requirements of the Contract Documents or approve or accept any portion of the Work.

3. The agency shall not perform any duties of the Contractor.

E. Coordination: Coordinate the sequence of activities to accommodate required services with a minimum of delay. Coordinate activities to avoid the necessity of removing and replacing construction to accommodate inspections and tests.

1. The Contractor is responsible for scheduling times for inspections, tests, taking samples, and similar activities.

1.4 SUBMITTALS

A. A certified written report of each inspection, test, or similar service shall be submitted with an AF Form 3000 to Contracting Officer.
