About this file

This is a Questions and Answers document dated June 4, 2026, providing clarifications on solicitation FA468626Q0012 for Solvent Parts Washer Service and Repair at Beale Air Force Base's 9th Maintenance Squadron. The solicitation covers bi-annual preventative servicing and repair of two government-owned solvent parts washers, a new contract with no incumbent vendor. The contractor must perform routine inspection and service twice annually, replace approximately 318 gallons of cleaning solvent per machine using MIL-PD-680 Type II or equivalent (Premium Gold 150 is acceptable for continued use), conduct interior tank cleaning, manage hazardous waste disposal, and perform mechanical, electrical, and pneumatic repairs and maintenance on the electrically controlled, pneumatically operated equipment. The inspection checklist development and post-service documentation are the contractor's responsibility and must be included in the firm-fixed-price routine service line item (CLIN 0001), which covers four service events annually (two per machine). Repairs exceeding $50.00 require government authorization and are billed to CLIN 0002, a Not-to-Exceed line item capped at $3,000.00 annually for both minor and major repairs and parts replacement. The equipment is strictly ambient (non-heated) and hard-wired to a main breaker switch with independent switches for each washer.

Contractors must price their bid using the SF1499 form provided in Attachment 1 of the solicitation; custom price sheets are not permitted. The scope explicitly excludes heavy maintenance, complete system overhauls, and full OEM-level refurbishment, focusing instead on targeted repairs to maintain operational readiness. A forklift is available upon request at the site. This is an RFQ under part 12 procedures for commercial services, not set aside for small business, with no extension to the bid submission deadline.

Answer 2: This is a new contract.

Question 3: Kindly confirm whether bidders are allowed to propose only fluid exchange services, interior tank cleaning, and hazardous waste removal and disposal, and whether mechanical, electrical, pneumatic maintenance, and inspection activities are excluded from the contractor’s scope under this solicitation.

Answer 3: Bidders will need to have the capability to service and perform repairs on the Solvent Parts Washer in accordance with the Performance Work Statement (PWS).

Question 4: Is the current solicitation intended to expand beyond the historical scope of services (primarily fluid exchange only), or should it be interpreted consistent with prior service levels performed at the site?

Answer 4: The scope of work includes inspections, repairs, and fluid exchanges for both solvent parts washers.

Question 5: Is full OEM-level maintenance (mechanical, electrical, and pneumatic systems) required under this contract, or is maintenance limited to consumables replacement and basic servicing activities?

Answer 5: Maintenance is not limited to consumables, but full OEM-level refurbishment is not required. The contractor shall perform targeted repairs to address any worn or defective components that impact the equipment’s operational readiness. This includes necessary upkeep and repairs to mechanical, electrical, and pneumatic systems to sustain normal operations, rather than performing heavy maintenance or complete system overhauls. Heavy maintenance or total rebuilds are not within the scope of this contract.

Question 6: Please confirm whether the contractor is responsible for developing the inspection checklist and conducting post-service inspection activities and documentation, or if these responsibilities will be performed by government personnel or another designated technical support entity.

Answer 8: There is no heater function available. Strictly an ambient (non-heated) system.

Question 9: Please confirm the correct system configuration of the equipment, specifically whether it is pneumatic-only, an electrical control system, or a hybrid pneumatic/electrical system.

Answer 9: Electrically Controlled (hard wired into a main breaker switch that feeds two independent switches; one for each washer). Pneumatically operated by an air compressor to actuate the lid (to open and close, and the main actuator to operate (agitate) the cage of parts for cleaning. Both are interconnected together for operation

Question 10: Are there electrical components integrated into the system (e.g., timers, sensors, or controls), or is the system primarily pneumatic/mechanical in nature?

Answer 10: Yes, electrical components are integrated with timers and switches to operate it pneumatically.

Question 11: Is MIL-SPEC PD-680 Type II a mandatory requirement, or are equivalent solvents permitted?

Answer 11: An equivalent solvent to the MIL-PD-680 Type II is permitted.

Question 12: Will the government accept continued use of previously utilized solvent (Premium Gold 150), or must all servicing strictly comply with PD-680 Type II specification?

Answer 12: Yes, the government will accept continued use.

Question 13: Please confirm whether contractors are expected to perform mechanical, electrical, and pneumatic repairs under this contract, or whether such repair activities are outside the intended scope of work.

Question 14: Kindly confirm the approval and billing process applicable to repair work exceeding the $50 threshold, and whether prior government authorization is required before execution of such repairs.

Question 15: Can you please clarify the meaning of the line item “Major maintenance, major repairs, and parts – quantity 3000,” mentioned in pricing sheet including whether it should be interpreted as a unit quantity, estimated allocation, labor/parts placeholder, or dollar-based pricing assumption?

Answer 15: The '3000' quantity should be interpreted as a dollar-based placeholder establishing CLIN 0002 as a Not-to-Exceed (NTE) line item capped at $3,000.00. This CLIN is intended to cover any required repairs (both minor and major).

Question 16: Is there any possibility of extending the bid submission deadline?

Question 18: Budgetary number for 2026?
