About this file
This is Amendment 0003 to Solicitation FA468626Q0009, issued by the United States Air Force on June 18, 2026. The amendment extends the offer due date from June 2, 2026 at 2:00 PM to June 25, 2026 at 10:00 AM PST. The solicitation pertains to household goods packing, containerization, drayage, and storage services covering Zones 80, 81, 84, and 86. The amendment removes El Dorado County from Zone 86 and updates the Performance Work Statement and Price Schedule accordingly. The contract vehicle is an IDIQ (Indefinite Delivery/Indefinite Quantity) arrangement with a Base Period, four Ordering Periods, and an option to extend services for six months under FAR Clause 52.217-8.
The evaluation criteria have been revised to include a new assessment factor: "Readiness to Perform." Award will be made to the offeror with the most advantageous quote based on three primary evaluation factors: Price (with Total Evaluated Price calculated across all CLINs, periods, and the optional extension), Technical Capability (including readiness to perform, quality control and claims management, facility and operations approach to meet a 98% on-time pickup/delivery metric, and insurance coverage), and Past Performance (evaluated for recency within three years and relevancy in similar household goods services). The Government will rank all quotes by Total Evaluated Price and evaluate only the three lowest-priced quotes for technical capability and past performance unless none are found acceptable. Offerors must submit evidence of required insurance coverage—including Workers' Compensation, Comprehensive General Liability, Automobile Liability, and Cargo Liability Insurance—at the time of submission or provide a commitment letter from an insurer. Award will be made without discussions unless the Government determines discussions are necessary.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
ADDENDUM TO FAR 52.212-2 - EVALUATION FACTORS FOR AWARD
(a) Evaluation Factors Award will be made to the offeror whose quote is determined to be the most advantageous to the Government, based on the following evaluation factors:
1. Price
- Price will be evaluated for fairness, reasonableness, and balance in accordance with RFO 12.204(a).
- The Total Evaluated Price (TEP) will include the sum of all CLINs for the Base Period, all four (4) Ordering Periods, and the potential six (6) months under FAR Clause 52.217-8 (Option to Extend Services).
- The Government may reject quotes with significantly unbalanced pricing across schedules, periods, or geographic areas.
- The Government will first rank all quotes by Total Evaluated Price, from lowest to highest. The three (3) lowest-priced quotes will then be evaluated for Technical Capability and Past Performance.
2. Technical Capability
- The Government will evaluate the offeror's ability to meet or exceed the requirements of the Performance Work Statement (PWS).
- The Government will evaluate the offeror's ability to begin contract performance immediately upon award. Offerors must clearly demonstrate that Readiness to Perform:
all resources, including personnel, equipment, and facilities, will be fully operational and available to perform the required services as described in the PWS, without delay, upon contract award.
- The Government will evaluate how the offeror plans to maintain a robust quality control program and an effective process for Quality Control & Claims Management:
managing claims related to loss or damage of household goods.
- The Government will evaluate the proposed storage facilities and assess compliance with Appendix A-D and WPM/ISPM 15 standards. Facility & Operations Approach:
The operational plan will be assessed for feasibility to meet the PWS's 98% on-time pickup/delivery metric for Zones 80, 81, 84, and 86.
- The Government will evaluate the offeror's evidence of insurance coverage to ensure compliance with the requirements specified in the solicitation. Insurance Coverage:
Due to the nature of the services required under this contract, the contractor must maintain adequate insurance coverage, including Workers' Compensation and Employer's Liability Insurance (as required by applicable Federal and state statutes), Comprehensive General Liability Insurance, Automobile Liability Insurance, and Cargo Liability Insurance to cover loss or damage to household goods (HHGs) in transit or storage. Offerors must submit evidence of insurance coverage with their quotes, demonstrating that coverage is in place at the time of submission or include a commitment letter from an insurance provider stating that the required coverage will be obtained prior to contract award.
FA468626Q00090003
Note: Offerors must submit evidence of insurance coverage with their quotes. The evidence must show that the required coverage is in place at the time of submission or include a commitment letter from an insurance provider stating that coverage will be obtained prior to contract award.
3. Past Performance
- The Government will evaluate the offeror's recent and relevant past performance based on the information provided in the offeror's submission and other sources such as CPARS, PPIRS, and customer references.
- Recency is defined as contracts performed within the last three (3) years.
- Relevancy will consider experience in household goods packing, containerization, drayage, and storage services of similar scope, size, and complexity as described in the
PWS.
- Offerors with no relevant past performance will receive a rating of "Neutral Confidence."
(b) Evaluation Process
- The Government will first rank all quotes by Total Evaluated Price, from lowest to highest.
- The Government will evaluate the three (3) lowest-priced quotes for Technical Capability and Past Performance.
- If none of the three (3) lowest-priced quotes are found technically acceptable, the Government reserves the right to evaluate the next lowest-priced quote(s), and so on, until three technically acceptable quotes are identified or until all quotes are evaluated.
- If no quotes are found technically acceptable, the Government reserves the right to amend the solicitation or take other actions as deemed necessary.
(c) Options The Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 as part of the Total Evaluated Price. This evaluation does not obligate the Government to exercise the option.
(d) Award without Discussions The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror's initial offer should contain the Offeror's best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Notice of Award A written notice of award or acceptance of a quote will result in a binding contract without further action by either party.
