About this file
This is a Statement of Work (SOW) for the modernization of the Intrusion Detection System (IDS) and Automated Access Control System (AACS) at the 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) at Beale Air Force Base, California. The contractor will evaluate, design, and upgrade approximately 18 end-of-life Honeywell V5 panels to Honeywell V6 panels (VINDICATOR systems) that strictly comply with ICD 705 standards. The scope encompasses evaluation of related infrastructure including cabling, wiring, switches, hubs, software applications, and peripherals across four SCIFs covering 200,000 square feet. Specific deliverables include layout diagrams of existing V5 systems, a project execution plan, downtime/impact estimations, and escort requirements by phase. The upgraded system must operate on Windows 10 or later approved secure operating systems with fully functional integrated reporting capabilities and seamless integration with the existing 9 SFS Base Defense Operations Center (BDOC) annunciation system. Current software includes VBM 3 and VCC 2; compatible replacement software is acceptable provided it maintains infrastructure compatibility.
The contractor must procure all personnel, equipment, tools, and materials required for installation, testing, training, and system supervision. Contractor personnel must hold Honeywell VINDICATOR certification and possess troubleshooting, repair, testing, diagnostics, and programming qualifications. All work must comply with ICD 705 and the National Electric Code. Government normal duty hours are Monday through Friday, 7:30 AM to 5:00 PM; work outside these hours requires coordination and approval. Security requirements include criminal background checks, escort requirements for SCIF access (US citizenship required), and responsibility for safeguarding government property. The contractor must provide 48-hour advance notice before shipment, repair any contractor-caused damage at contractor expense, and maintain clean work areas throughout the project. Contractor-provided training must familiarize security staff with all AACS and IDS hardware and software features. The contract is anticipated as Firm Fixed Price with period of performance to be determined upon award, and interested parties should submit capabilities statements and past performance information related to IDS Vindicator upgrades to the identified Air Force contacts.

Prepared for:
548th Intelligence, Surveillance and Reconnaissance Group Date: August 06, 2026
Executive Summary This Statement of Work (SOW) outlines the modernization of the Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group at Beale Air Force Base. The Contractor will evaluate, design, and upgrade the current end-of-life Honeywell V5 panels to Honeywell V6 panels, ensuring full compliance with ICD 705 and seamless integration with the 9 SFS Base Defense Operations Center (BDOC).
1. Description of Work This document describes the general requirements for replacing the end-of-life (EOL) Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group (ISRG) at Beale Air Force Base. The Contractor shall evaluate, design, and modernize the current IDS/AACS architecture (approximately 18 Honeywell V5 panels) to Honeywell V6 panels.
The evaluation of the related infrastructure must include cabling, wiring, switches, hubs, software applications, system management, and peripherals to determine modernization needs to ensure efficacy while operating within the bounds of the current base IDS/AACS infrastructure. During evaluation, the contractor shall identify any additional repairs required and provide a quote to the Contracting Officer immediately. Additionally, deliverables due upon completion of evaluation include layout of existing V5s on map, project execution plan, estimation of downtime/impact to system, and estimation of escorts required by phase. These additional repairs may constitute a modification to the contract if the government agrees and a modification is issued by the Contracting Officer.
The system must operate on Windows 10 (or later/approved secure OS) and provide fully functional, integrated reporting capabilities. The upgraded systems shall seamlessly integrate with the existing base infrastructure and annunciate at the 9 SFS Base Defense Operations Center (BDOC). Current system utilizes VBM 3 and VCC 2. Use of compatible software is required, but the software does not have to be an exact replacement of the existing AACS/IDS software, so long as the upgrade remains compatible with the existing infrastructure.
2. General Requirements The Contractor shall procure and install VINDICATOR IDS/AACS equipment that strictly complies with ICD 705; all components and installation must comply with ICD 705 and must be approved before installation. The Contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, and supervision. Contractor personnel must be certified on Honeywell VINDICATOR systems and qualified to perform troubleshooting, repair, testing, diagnostics, and programming. Prior to installation, 9 SFS will evaluate the proposed equipment to validate compatibility with existing BDOC reporting equipment and confirm continued supportability under the Integrated Base Defense Security System (IBDSS) contract.
2.1 Components, Materials, and Installation
All details of workmanship shall comply with ICD 705 and the latest edition of the National Electric Code. The current systems support four SCIFs encompassing 200,000 square feet. The specific equipment to be replaced, upgraded, or installed will be identified based on the infrastructure evaluation phase for each of the four SCIFs, including but not limited to:
AACS control units PIVClass Credential Readers HSS Alarm Contacts V6 panels PIR/MW Motion Sensors Network hardware, switches, and hubs Any other hardware component required for system operation Cabling Software Upgrade/Repair will include all manuals and warranties associated with installed hardware. Contractor will also provide training to security staff to familiarize staff with all AACS and IDS hardware and software features.
