08/27/2025 STATEMENT OF NEED for Laser Cutter and Engraver

1. Background. The 940 MXS faces a critical operational challenge due to the irreparable failure of its existing laser etcher, necessitating the urgent procurement of a new Laser Cutter and Engraver, inclusive of all necessary attachments. The new equipment will offer significantly enhanced precision, enabling the creation of more intricate designs and templates with tighter tolerances, and automate repetitive tasks, drastically reducing manual fabrication time and freeing up technician time for more complex duties. This modernization will improve efficiency and ensure continued compliance with required standards.

2. General Scope. The Contractor shall deliver one (1) Laser Cutter and Engraver to replace a non-repairable laser etcher and maintain operational etching capabilities. This equipment shall come with a standard equipment warranty. The salient characteristics required for the laser cutter and engraver are outlined below:

Power Requirements: 110V Material Compatibility: The system shall be capable of cutting and engraving the following materials: acrylic, fiberglass, medium density fiberboard, phenolic, cork, foam, leather, melamine, plastics, wood, cardboard, fabric, paper, rubber, sheet metal (up to 18 gauge/.050 inches), Corian, granite, brick, glass, and marble.

Laser Power: Minimum 155 watts Work Area for Etching/Cutting: Approximately 36" (L) x 55" (W) x 8" (H) Included Accessories: Steel air compressor (8-gallon California Air), Chiller Water CW- 5200 water chiller (110V), fume extractor, air exhaust fan with venting pipe, and a Pit burn V Roller Rotary.

3. Delivery. The Contractor shall coordinate a delivery time with the government point of contact (POC) listed in the inspect and acceptance section of the contract at least two (2) weeks prior to anticipated delivery, with delivery not to exceed 60 days ARO. Delivery shall be made to the location listed in the delivery section of the contract.

4. Hours of Operation. All work shall be accomplished between the hours of 0800- 1600, Monday through Friday.

5. Federal Holidays. ACC follows the established Federal Government schedule for holidays provided during each work year. If these Holidays fall on Saturday, the preceding Friday will be observed. If these Holidays fall on Sunday, the following Monday will be observed.

Any other day designated by Federal statute Any other day designated by Executive Order any other day designated by the President’s Proclamation. Down-days. (i.e., Family Day) declared by the AETC Commander are considered duty days and are not included in the definition of a holiday. The holidays recognized by the Federal Government are:

Martin Luther King Day 3rd Monday in January

Washington’s Birthday 3rd Monday in February

Memorial Day Last Monday in May Juneteenth 19 June

Independence Day 4 July Labor Day 1st Monday in September

Columbus Day 2nd Monday in October Veterans Day 11 November

Thanksgiving Day 4th Thursday in November

Christmas Day 25 December

6. Administrative Days. The Wing Commander may order a base closure due to weather or other unforeseen circumstances. Contractor employees shall not report to work if the base is closed, but work shall be accomplished as soon as possible after reopening the base.
