The Q&A clarifies several key points: previous inspection reports will be provided to the awardee; contractors must propose an estimated price for the Travel CLIN rather than $0.00; the Period of Performance ends January 30, 2026, and will not be extended for report submissions; the Live Fire Training Structure is approximately 25 years old, built by Kidde Fire with internals upgraded by ProSafe in 2022; and this is not a new requirement, with the incumbent contract number being FA468620P0004. QUESTIONS AND ANSWERS (Q&A) dated 13 January 2025

Inspection & Maintenance for Fire Dept Training Facility Systems

SOLICITATION NO. FA468625Q0005

Question 1: Is the contractor permitted to see previous inspection and maintenance reports of these facilities? The purpose would be to see the history of repairs done on each component, etc.

Answer 1: Yes, previous inspection and maintenance reports of the facilities will be provided to the awardee upon contract award.

Question 2: Attachment+1-+FA468625Q0005 specifies a quantity of “1 LOT” for the service ‘Travel per PWS paragraph 6.1 and shall be directly reimbursable IAW JTR as not to exceed total CLIN amount for the PoP” however, PWS Section 6.1 states travel to be reimbursed after purchased alongside receipts and an expense report. When pricing per Attachment+1-+FA468625Q0005, please confirm if $0.00 is permitted to be placed in the pricing section for “1 LOT”.

Answer 2: The contractor shall propose an ESTIMATED PRICE for the Travel CLIN.

Question 3: Per PWS Section 9, complete service reports are due NLT 10 days after completion for each facility, system, and props. Based on timelines for quarterly inspection, the last maintenance / inspection date is required NLT 1/26/2026. However, the PoP ends 1/30/2026. Therefore, will the contractor be permitted to extend the PoP an additional 6 days to accommodate the 10-day service report timeline, if needed?

Answer 3: The PoP will not be extended to accommodate the 10-day service report as the last maintenance/inspection date mentioned is inaccurate. Please refer to PWS para 5 for schedule of anticipated preventative maintenance and routine inspections for approval.

Question 4: Please provide more information on the Live Fire Training Structure – what company, year built, etc.

Answer 4: The tower is about 25 years old. It was built by Kidde Fire – however the internals were upgraded by ProSafe in 2022. Please refer to PWS para 1.

Question 5: Will the “Unscheduled corrective maintenance/repair” portion of this solicitation include repairs incurred from each live fire exercise?

Answer 5: Please refer to PWS para 6.

Question 6: Is this a new requirement? Or is there an incumbent contract/contractor currently performing the services? Would you be able to share the contract details for reference?

Answer 6: No, this is not a new requirement. Yes, there is an incumbent contract performing the service.

The contract # is FA468620P0004.

Question 7: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer 7: Please refer to Q6.
