PERFORMANCE WORK STATEMENT
INSPECTION AND MAINTENANCE
FOR
FIRE DEPARTMENT TRAINING FACILITY SYSTEMS
BEALE AIR FORCE BASE, CA
2 January 2025
1. BACKGROUND. The 9th Civil Engineering Squadron (CES) Fire Department Training area at Beale AFB requires regular preventative maintenance, routine inspection services and corrective maintenance for its specialized fire training equipment. This service will support the operational readiness of the bases’ aircraft fire training facilities (AFTF), which utilize KFT Fire Trainer equipment. The training facilities are essential for providing realistic fire suppression training to personnel, ensuring they are prepared to respond effectively to aircraft related emergencies. Over the past 5 years, both the aircraft live fire trainer and the structural live fire trainer have received numerous upgrades from the original design. The structural live fire trainer has been completely upgraded from top to bottom, with new props, propane piping, flooring and semi-automated Class B Live Fire Training System (2x Burn Cells) installed by ProSafe, Inc. computer system and software.
The aircraft live fire trainer has had all new wiring to all live fire props, plus various upgrades to the control tower.
2. SCOPE. The contractor shall provide comprehensive preventative maintenance, routine inspection services and corrective maintenance to all live fire training equipment located at Beale AFB. The contractor shall perform scheduled preventative maintenance, routine inspections, and any required corrective maintenance to ensure the safe, efficient, and reliable operation of the fire trainer systems. Services shall include, but are not limited to, system diagnostics, component repairs, calibration, testing, and replacement of worn or defective parts, as well as compliance with all manufacturer- recommended maintenance protocols and applicable safety regulations.
3. DESCRIPTION OF SERVICES. KFT Fire Trainer systems require preventive maintenance, routine inspections, and corrective maintenance for as-needed repairs to meet operational and safety standards, as well as comply with applicable regulatory requirements. The contractor shall provide all qualified personnel, supervision, equipment, tools, materials, supplies, and any other items and non-personal services necessary to perform maintenance and inspection services as specified within this PWS, on the equipment listed in Appendix A - Fire Training Facilities, Systems and Props. The contractor shall deliver expert maintenance and inspection services to ensure the fire trainer equipment remains fully functional, safe, and aligned with mission-critical training requirements.
4. REQUIREMENTS. The Contractor shall provide quarterly preventative maintenance, quarterly routine inspection services and corrective maintenance for as-needed repairs for the aircraft fire training facility systems at Beale AFB, which include the water conservation pond, air compressor system, safety control tower, burn pit area, aircraft mock-up, and the live fire 4 story tower. The contractor shall ensure all components are fully operational, safe, and compliant with applicable standards for live fire training. Specific requirements include:
4.1. Water Conservation Pond. (Attachment 1)
• Conduct preventative maintenance and routine inspections for the water conservation pond system, ensuring it functions effectively for fire suppression and trainings needs.
• Perform cleaning and debris removal to prevent clogging and maintain optimal water flow.
• Verify pumps, filtration, and circulation systems are operational and test water levels to ensure adequate capacity for training scenarios.
4.2. Air Compressor System. (Attachment 2)
• Conduct preventative maintenance and routine inspections on the air compressor system, checking for air leaks, pressure levels, and overall functionality to ensure reliable air supply for equipment operation.
• Replace worn or defective components, such as filters, hoses, and seals, to maintain system efficiency.
• Test and document air pressure and flow rates to verify system performance is within required operational parameters.
4.3. Safety Control Tower. (Attachment 3)
• Conduct preventative maintenance and routine inspections the safety control tower, including control panels, monitoring systems, and communication equipment to ensure it supports safe and effective training operations.
• Check safety and alarm systems to verify they are fully functional and comply with safety standards
• Repair or replace faulty wiring, switches, and control interfaces as needed, ensuring reliability during live fire exercise.
4.4. Burn Pit Area. (Attachment 4)
• Conduct preventative maintenance and routine inspections the burn pit area for structural integrity, debris, and potential hazards. Ensure the pit and surrounding area meet safety and environmental requirements.
• Provide preventative maintenance and routine inspections on fuel delivery systems, igniters, and fire suppression equipment to ensure they are fully operational for training exercises.
• Test the burn pit system to confirm they ignite, sustain flames, and extinguish as intended for safe training exercises.
4.5. Aircraft Mock-Up. (Attachment 5)
• Conduct preventative maintenance and routine inspections the aircraft mock-up structure, including any movable parts, props, and fixtures to ensure they are stable and safe for live fire training.
• Props: Interior – Cockpit, passenger and cargo box. Exterior – inboard engine, outboard engine, fuel spill, debris field, APU, wheel-well, tail, and 5 ground fires.
• Maintain control tower propane and air lines, both below tower and on the deck,
• Provide preventative maintenance and routine inspections on fuel delivery and ignition systems within the mock-up to enable controlled fire scenarios.
• Conduct corrective maintenance on worn or damaged components to ensure the mock-up is structurally sound and capable of simulating aircraft fire emergencies.
4.6. Live Fire Four Story Tower. (Attachment 6)
• Conduct preventative maintenance and routine inspections the four-story tower structure, stairways, railings, anchor points and entry/exit points to ensure they are safe and free from structural hazards.
• The preventative maintenance and routine inspections will include 2x burn cells on the 1st and 2nd floor, the fire control computer and proprietary ProSafe computer software.
• Maintain the fire control, smoke, and ventilation systems within the tower to support realistic live fire training while managing heat and visibility levels.
• Verify the functionality of temperature control, sensors, and fire suppression systems, making repairs as needed to ensure safe training conditions.
5. SCHEDULED PREVENTATIVE MAINTENANCE AND ROUTINE INSPECTION. The contractor shall perform scheduled quarterly maintenance and inspections to ensure operational readiness and compliance with applicable safety standards. All work shall adhere to manufacturer guidelines, National Fire Protection Association (NFPA) standards, and applicable Department of Defense regulations. All service tasks identified in Technical Order (TO) 35E1-2-13-1 shall be conducted on each system identified in PWS para. 4.1 - 4.6 during the scheduled preventative maintenance and inspections visits. The Contractor shall submit a schedule of anticipated preventative maintenance and routine inspections for approval to the Assistant Chief of Training (ACOT) five (5) days prior to visit.
5.1. Quarterly Scheduled Preventative Maintenance. The contractor shall maintain the AFTF by conducting quarterly system safety inspections and operational checks and shall be performed by qualified personnel. Quarterly scheduled preventative maintenance shall be conducted at intervals not exceeding 90 days to ensure timely and consistent upkeep of the equipment. A complete T.O. checklist in section WP 005 00, Table 1 service report shall be submitted to the ACOT within ten (10) days after completion for each facility, system, and props.
5.2. Quarterly Scheduled Routine Inspections. The live fire training structures shall be inspected by a licensed professional engineer with live fire training structure experience and expertise. Inspections shall meet the requirements outlined in National Fire Protection Association (NFPA) 1403, chapter 5 (Gas Fired Live Fire Training Structures) and chapter 6 (Non-Gas-Fired Live Fire Training Structures). The quarterly routine inspections shall include a complete T.O. checklist in section WP 005 00, Table 1 service report of the structural integrity of the facilities and replacement of time dependent items as necessary and shall be submitted to the ACOT within ten (10) days after completion for each facility, system, and props.
5.2.1. The Contractor shall conduct an inspection of the thermal linings, if any, IAW manufacturer guidelines. The Contractor shall inspect the thermal linings by removing a representative area of the thermal lining to allow inspection of the conditions hidden behind the lining. After inspection, the Contractor shall reinstall the thermal lining that was removed.
5.2.2. The Contractor shall visually inspect the following areas: exposed areas of the foundation and slab; exterior of the structure; inspection of all thermal linings; all doors and window shutters (including hardware) and all stairs, ladders, and fire escapes.
5.2.3. The Contractor shall submit a completed T.O. checklist in section WP 005 00, Table 1 service report of all deficiencies and services provided to the ACOT NLT ten (10) days after service visit.
5.3. Aircraft Fire Training Facility System. The system consists of the water conservation pond, air compressor system, the safety/control tower, burn pit area, the aircraft mock-up, and the live fire 4-story tower. The contractor is responsible for conducting the following during the scheduled visit:
5.3.1. Perform general maintenance, cleaning, inspection, and safety testing of the aircraft fire trainer system IAW T.O. section Work Package (WP) 006 00, to include, completing T.O. checklist in section WP 005 00, Table 1. Service items include, but are not limited to, the igniters, water jackets, burners, burner grates, propane control valves, igniter switches, the control stand, water pumps, water valves, drains and the drains located in the water retention pond. The contractor shall annotate the checklist with any deficiencies found and repairs performed.
5.3.2. Perform operational/functional testing IAW section WP 005 00 of the T.O. Perform the pre-exercise inspection, pre-exercise set-up, conduct a fire evolution and perform an emergency and regular system shut down and clean up to ensure all systems are fully functional and are working in a safe manner.
5.3.3. The Contractor shall complete a T.O. checklist in section WP 005 00, Table 1 service report and note all deficiencies found. The checklist shall be submitted to the ACOT NLT ten
(10) days after service visit.
5.4. Structural Training Facility. Perform inspection, preventative maintenance, cleaning, and operational and functional testing of the structural fire trainer IAW the manufacturer’s operations, specifications, and technical literature.
5.4.1. Perform inspection, preventive maintenance and adjustments to structure training facility and burn cell areas/components.
5.4.2. Inspect and provide certification, as applicable for: live fire training system (automated), 500-pound rappelling points, standpipe and FDC connections, safety railings, gates, chains and warning signage and trainer operational condition NLT ten (10) days after service visit.
5.4.3. Perform non-invasive inspections of the exterior and interior of the trainer for wear, rust, deformations, and damage will be accomplished during scheduled maintenance.
5.4.4. The Contractor shall complete a T.O. checklist in section WP 005 00, Table 1 service
5.5. Live Fire Training Props. Perform routine inspection, preventative maintenance, cleaning, and operational/ functional testing of the fire training props IAW the manufacturer’s operations, specifications, and technical literature.
5.5.1. Perform routine inspection, preventive maintenance and adjustments to props and burn cell areas/components. The Contractor shall inspect any structural integrators, welds, plumbing fixtures, electrical connection points and all safety items.
5.5.2. The Contractor shall complete a T.O. checklist in section WP 005 00, Table 1 service
6. UNSCHEDULED CORRECTIVE MAINTENANCE/REPAIR. The Contractor shall provide unscheduled corrective maintenance/repair services on live fire training facilities, as requested by the Fire Department. The Contractor shall report on-site within 72 hours of notification by the Government. The contractor shall coordinate with the ACOT to provide the exact time and date of arrival. Notification of the scheduled arrival shall be communicated to the ACOT no later than 24 hours prior to arrival onsite. Upon completion of performing diagnostics and troubleshooting, the contractor shall provide a written estimate of repair parts needed, shipping/handling fees and a flat fee for the service call. Prior to the start of repair work, the estimate must be submitted to and approved by the Contracting Officer (CO). Any changes to estimated pricing while performing repairs (including number of labor hours), must be approved by the Fire Department and CO prior to continuing work. Major repair parts and additional labor hours must be approved by the ACOT prior to commencement of the repair. A completed unscheduled corrective maintenance/repair report shall be submitted within ten (10) days of repair completion.
6.1. Travel Authorization. All travel costs incurred by the contractor under this contract shall be paid in accordance with the Joint Travel Regulations (JTR). The contractor shall submit an itemized travel expense report and obtain prior written approval from the CO and ACOT before incurring any travel expenses. Upon return from travel, the contractor shall submit all required documentation, including receipts and an itemized travel expense report for reimbursement to the CO. Reimbursement will only be made for travel costs that are deemed allowable, reasonable and allocable per JTR guidelines.
6.2. Replacement Parts. The Contractor shall acquire all parts and materials necessary for preventative maintenance and repairs and shall only use original manufacturer or approved equal material/parts. Contractor shall also maintain “Spare Parts Stock” as indicated in WP 007 00 Paragraph 14, Table 2. All repairs shall be done IAW manufacturer’s specification and applicable references listed in paragraph 5. Contractor shall not perform system modifications or upgrades to trainers without prior written approval.
6.2.1. Minor Repairs. The Contractor shall repair equipment at Contractor’s expense if the material cost is equal to or less than $100.00 per trainer per visit. Material costs over $100.00 shall be reimbursable. Minor repairs shall be completed during annual service visit if parts are available.
6.2.2. Major Repairs. If repair work exceeds $100.00 in materials per trainer, the Contractor shall provide a written repair cost estimate to the CO and ACOT within 24 hours. The ACOT may approve individual parts over $3,000.00 given that an estimate is provided. The estimate shall include, at a minimum: estimated material costs and estimated freight cost. Repairs shall be completed at a mutually acceptable time to coincide with the next quarterly maintenance visit. If necessary, a date for an unplanned emergency corrective support and repair visit will be scheduled within 72hrs for an unscheduled repair visit. This visit will be coordinated with the ACOT.
7. REPORTS AND DOCUMENTATION. The Contractor shall submit written service reports and certification documentation to the ACOT and CO within ten (10) days after completion of each service. Reports shall be organized by facilities, systems and props and include, at a minimum: date of inspection, trainer type, systems serviced, type of equipment, manufacturer, applicable model number(s), work performed, date of certification, repairs accomplished, listing of parts used, overall condition of the equipment and the name of the technician(s) and inspector(s). In addition, recommended repairs to each facility, system or prop may be included.
8. SERVICE SUMMARY. The Service Summary (SS) outlines the minimum standards with delivery method and promotes continuous improvement in contractor performance. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each performance objective. The SS provides information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.
Procedures as set forth in FAR 52.212-4(a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

10. GOVERNMENT FURNISHED SERVICES.
10.1. Utilities. The Government will furnish, without cost to the Contractor, all reasonable amounts of electricity, propane gas and water in connection with the contract performance. The Contractor shall practice energy conservation in Government facilities.
10.2. Services. The Government will provide police and fire protection while on Beale AFB. In the event of a medical emergency, call “911” for transportation of an injured employee by civilian ambulance to a local hospital. The Government shall provide emergency medical treatment for life-threatening emergencies only until civilian ambulance arrives.
10.3. Damage to Government Facilities and Property. The Contractor shall reimburse the Government if details of formal investigation of fire or other related or unrelated structural damage result in pecuniary liability assessed to the Contractor. The Contractor shall replace all damaged or lost Government Furnished Facilities, Government Furnished Equipment and/or Government Furnished Materials at no cost to the Government.
11. GENERAL INFORMATION.
11.1. Contractor Personnel. Contract personnel shall present a neat appearance.
Contract personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.
11.2. Contractor Qualifications. Contractor employees shall be qualified fire trainer technicians and be qualified to inspect, repair and service fire training facilities and equipment by various manufacturers. Contractor employees must have knowledge and expertise in areas supporting above and below grade infrastructure for fire training support facilities and structures. In addition, Contractor employees shall be familiar with the particular Pro-Safe proprietary software. All work shall be accomplished per manufacturer specifications and applicable standards as listed in paragraph 5.
11.3. Contractor Training Responsibilities. The Contractor shall provide initial and refresher operator and maintenance training to five (5) Beale AFB Fire Department Staff annually.
11.4. Safety. The Contractor shall comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, all applicable Occupational Safety and Health Administration (OSHA) standards.
11.4.1. The Contractor shall disable any fire trainers that when used would violate fire or safety regulations or that would pose a risk to life or property. The equipment shall be locked out and the controls tagged out. The tag shall indicate the problem, corrective action required, date condition was noted, name of the mechanic/tester, and the anticipated repair date. The Contractor shall immediately notify the Assistant Chief of Training in bldg. 11051,
(530) 634-8675 of the defective and tagged-out equipment.
11.4.2. The Contractor shall obtain required open flame, torch cutting or welding permits from the Base Fire Department, Bldg. 11051, (530) 634-8675, before commencing with any welding, torch cutting or burning operations.
12. SECURITY. The contractor shall comply with all requirements and procedures IAW DAFFARS 5352.242-9000, Contractor Access to Department of the Air Force Installations. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. An Entry Access Listing (EAL) (Attachment 7) shall be turned into the government appointed Project Manager within 5 business days prior to the start of work on base. The EAL will be sent to Security Forces who will conduct a background check on each employee. Upon clearance and approval, the contractor will be notified and will have approximately ten days to get their base passes from Pass & ID. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who has quit, been terminated, or no longer requires access to the work site.
12.1. Base Closures. Work scheduled, but not accomplished, during a base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening of the base.
12.2. Traffic Laws. The contractor and their employees shall comply with all installation traffic regulations.
12.3. Cellular Phone Operation Policy. The contractor shall comply with local base policies regarding cellular phone operation.

13. WARRANTY OF WORK. The contractor warrants that all services performed, and deliverables provided under this contract shall 1) conform to the requirements of the contract, 2) be performed in a professional and workmanlike manner in accordance with industry standards, 3) be free from defects in materials and workmanship for a period of 12 months from the date of acceptance by the Government.
13.1. Correction of Defects. If any defects or deficiencies in the work are identified during the warranty period, the contractor shall, at no additional cost to the Government promptly correct the defects or deficiencies, replace or repair any defective materials, workmanship, or services, and provide any additional services necessary to remedy the issue.
13.2. Notification of Defects. The Government will notify the contractor in writing of any identified defects or deficiencies. The contractor shall respond within 48 hours of receiving notice and provide a plan to resolve the issue.
13.3. Exclusions. The warranty does not cover defects resulting from misuse, abuse or negligence by the Government or third parties and alterations or modifications made by the Government without the contractor’s prior written consent.
14. CLEAN-UP. The Contractor shall keep the work area orderly and, in a hazard, free condition while job site is left unoccupied during breaks, etc. The Contractor shall be responsible for clean-up of the job site daily including removal of all waste from site areas. All debris and waste shall be properly disposed of at an off-base property.
15. RECOGNIZED FEDERAL HOLIDAYS. The 9 CES’s standard operating hours are Monday – Friday, between the hours of 7:00AM-5:00 PM, PST. The primary location of operations will be Bldg. 2535, Room 121 at 6451 B. Street, Beale AFB CA 95903. Down days or other days declared by the Commander are considered duty days and are not included in the definition of a holiday. The Contractor is not required to provide service on federal holidays, except in emergency situations. If any holiday falls on Saturday, the preceding Friday will be observed. If any holiday falls on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance. The following Federal holidays are observed:

Effective 15 Aug 2016 the USAF will implement REAL ID Act requirements IAW Public Law 109-13 and the Code of Federal Regulations (CFR) Title 6, Part 37 Note: Personnel will be placed on an EAL for no longer than 29 Days and 15 Business days to receive there DBIDS Card. Any longer will require an 1172 form to get a base pass or a memo from contracting. Handwritten/PDF submittals will not be processed.
NOTE: SSN is used to positively identify individuals. Failure to identify individuals is automatic denial to Beale AFB.
