MEMORANDUM FOR ALL INTERESTED SMALL BUSINESSES

SUBJECT: FA468624R0006 Well Number 9 Requirement Synopsis The 9th Contracting Squadron will be soliciting a contract to repair, by replacement, Well #9. The contract will be a Single Award Delivery Order. Location of work will be at Beale AFB, CA.

This acquisition will be set aside for Small Business concerns. In accordance with DFAR 236.204 - Disclosure of Magnitude on Construction Projects, the estimated cost is: Between $500,000 and $1,000,000..

The contractor shall provide all material, equipment, labor, and general conditions to accomplish the work required. Work to be performed under this contract will be within the North American Industry Classification System (NAICS) code 237110 “Water and Sewer Line and Related Structures Construction.” See scope below for details. The small business size standard is $45 Million.

Scope of Work:

Permitting. Contractor shall obtain all necessary permits to include a well permit from the Yuba County Environmental Health Department. It is anticipated one will be required for both well installation and well destruction.

Contractor shall provide water well installation plan to satisfy Yuba County requirements and UFGS 33 11 13.

Contractor shall submit a water and spill discharge plan for approval.

Pre-drilling site clearance. Contractor shall perform a pre-drilling site inspection to locate and identify any underground utility indicators using a private utility locating service to clear the site. Contractor shall provide a pilot hole via air knife or other nondestructive method to a minimum depth of 5-feet prior to drilling to confirm no underground utilities are present.

Drilling. Contractor shall drill and install new water well, pump, and control system with industry standard casing to a sufficient depth capable of maintaining flow of 1,200 gallons per minute (GPM) to the existing drinking water supply piping network. Well installation shall be completed by a State of California C-57 licensed drilling contractor. Contractor shall provide borehole and well construction log.

Casing. The new water well casing shall be steel construction as defined in the California DWR well standards. Screen perforations shall be selected in conjunction to filter pack design, to maximize well production and minimize infiltration of filter materials in well.

Surface completion. Shall be a minimum 24-inches above surrounding ground surface. The intent of this requirement is to eliminate the possibility of surface water entering at the well head.

Concrete Pad. Contractor shall provide new concrete pad estimated to be 6 feet by 10 feet and raised to 24 inches above grade to conform to 100-year flood standards.

Depth. Well shall conform to all local, state, regional and federal requirements for a community drinking water supply well, including sanitary/annular to a required depth, not less than 50ft.

Fencing and electrical work may also be required to replace the fixtures already established.

All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet source by accessing https://sam.gov. A solicitation is expected to be issued in February of 2024. Paper copies WILL NOT be available.

Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents (i.e., issued amendments, changes to the Statement of Work, etc.); and verify the number of amendments issued prior to the due date for bids. All potential sources must be registered on System for Award Management (SAM) to conduct business with the Department of Defense (DoD). Failure to register in SAM may result in the delay of award of a contract or possible award to the next otherwise successful Offeror who already meets the criteria at the time of award.

This is a synopsis and does not obligate the Government to award; the Government reserves the right to withdraw the synopsis and any forthcoming solicitation without due compensation to potential Offerors. This announcement does not constitute an Invitation for Bids.
