Repair Anti-Terrorism Force Protection Building 470

JCCA 14790-2 Page 1.1 Section 1.0 Project Description

Section 1.0 Project Description

1.1 General

A. Refer to the March Air Reserve Base (MARB) Statement of Work dated 18 August

2014 for a complete project description.

B. The Scope of Work was reviewed and clarified during the kick-off meeting on 7

October 2014. Paragraph 3.2.1.1 lists three options. Option bid items will not be shown on the drawings. Direction was to proceed as follows:

Option 1: The building will not be painted. Include miscellaneous painting only.

Option 2: Force Protection items will be as outlined in email dated 04/25/14 from Gary McDaniel (MARB Architect) to Mike Runkle (MARB Anti-

Terrorism Officer). A copy of the email was provided to JCCA.

Option 3: Trench drain and sump pump at bottom of ramp at rear of building is not included in this project.

1.2 Purpose

A. The primary objective of this project is to renovate the exterior space of Building

470. Specific requirements are required to upgrade the exterior space in order for the building to function as the historical Command Center. Included in the design will be a complete landscape design using existing palms or other original paintings, if feasible, to the design. A complete irrigation system, as well as prescribing preventative water intrusion measures to the basement of the building.

ATFP measures all utility requirements for irrigation, such as electrical, water, parking, ADA parking, pedestrian ADA accessibility ramp, curbs, curbs and gutters, bollards, and revised front entry design shall be included. The project shall capture and align with historical requirements, as well as have a balanced approach with

Repair Anti-Terrorism Force Protection Building 470

JCCA 14790-2 Page 1.2 Section 1.0 Project Description

Governmental LID (Low Impact Development) requirements. Landscape and parking is approximately 54,470 sq. ft.

1.3 Existing Conditions

A. Building 470 and site area encompass 64,585 square feet and is located in the historic district of March Air Reserve Base. The structure is two stories with a mechanical and storage rooms in the basement. The Headquarters Building, B-

470, was recently renovated, however no landscape or exterior improvements of the building were included in that renovation. The building is currently occupied by multi-functions, as well as the Base Commander. It will remain occupied during construction. No one will be vacating the facility. A fenced entrance way must be maintained during all construction activities.

Currently, the site layout of the facility is not correctly configured to accommodate

ATFP requirements, ADA parking, or Sustainable Historical Landscape design features. The new functions and an exterior site re-design will be required.

1.4 Design Components

A. The project objective is to upgrade the exterior of Building 470. Since it is in the

Historic District of March ARB, historic features shall be restored where possible.

B. It is not anticipated that lead based paint or asbestos containing materials (ACM) will be encountered in the course of the work.

C. Unique situations or features or major engineering systems are not featured in this project.

D. Operability and maintainability of the design features are standard and will not present any special challenges.

E. Environmental issues during construction will be addressed in the design by

Erosion and Sediment Control Best Management Practices, and standard specification sections. No permanent environmental concerns will result from this project.

March Air Reserve Base Repair Anti-Terrorism Force Protection PDPG 13-0116 Building 470

JCCA 14790-2 Page 1.3 Section 1.0 Project Description

F. Permanent best management practices will include a dry river bed for the outfall from the lift station which will collect groundwater from the sub surface drainage system and from the roof/downspouts. There will be a 4” diameter perforated pipe for the subdrain system around the basement and a 6” diameter solid pipe for the drainage coming from the downspouts. Both pipes will slope at 0.5%. Any runoff that does not percolate into the subgrade will sheet flow towards Graeber Street.

G. The total runoff compared to existing will be reduced by 0.35 cfs because of increased vegetated areas.

H. Electrical power for the small (1.6 horsepower) submersible pumps in the lift station will be obtained from the existing building electrical system. Same for new irrigation controller.

I. Historical building site features including plain gray concrete, rectangular pavement around flag pole, handrails at steps and ramps, joint pattern in concrete pavement, landscaping, etc. will be restored as far as is practical.

1.5 Specific Design Features

A. A straight 6” curb will be provided at the landscape island around the flagpole. No

ADA access is required.

B. The driveway in front of the building will be one way (to the southwest). Provide

“No Entry” signage at the south side.

C. Driveway will be concrete designed for 80,000 pound truck loading. Driveway joint pattern to match original.

D. At steps at main entrance, remove new handrail and replace with handrail matching original configuration. Remove old handrail on original steps. Similar for handrail at new ramp on west side of building.

E. Adjacent to building, provide 8” curb for force protection. Building set-back to be

18’-0” minimum from face of curb.

F. Removable bollard spacing to be 3’-0” on center.

G. All work to comply with the Facility Excellence Plan (FEP).

H. Utilize surface runoff for drainage. Front of building to drain to curb and gutter on

Graeber Street.

JCCA 14790-2 Page 1.4 Section 1.0 Project Description

I. The flow from the roof/downspouts and the subdrain system around the basement will run underground to a wet well with a duplex sump pump installed outside the building. The flow from the pavement and pervious areas will run towards Graber

Street and do not contribute to the drainage at the pump.

J. Provide 3’ to 4’ deep subdrain system consisting of drain rock around a perforated pipe adjacent to and in front of the building (north and west sides).

K. At the back of the building (south side) there is pavement inside the mechanical yard. This will remain as is with no water proofing required on the basement wall in this area.

L. On the north and west sides of the building at the basement and crawl space, provide waterproofing on the wall below grade. Extend down below the subdrain.

Paint bottom of walls (above waterproofing). Color to match existing.

M. Due to high water table and poor percolation rates, a wet well with submersible pumps will be provided to discharge to rock swale with an outlet to the curb and gutter on Graeber Street.

N. All landscaping adjacent to the building to be removed and replaced with turf and low maintenance shrubs. Provide mow strips at edge of turf areas. Comply with

Force Protection requirements for shrubbery height and distance from the building.

O. Provide areaways around basement windows as required. Provide drain in bottom connected to subdrain below.

P. Use California Gold decorative rock per FEP.

Q. Do not use unit pavers. All hardscape to be gray concrete.

R. Provide 4 accessible parking stalls (one being Van accessible). Provide 2 motorcycle parking stalls.

S. Replace building number sign on front side of building.

T. Remove tint on plexiglass windows in turret on top of the building. If cannot be removed then replace plexiglass with clear plexiglass.

U. Access to flight-line gate, including card reader control will not be obstructed during construction.

V. Contractor to provide construction fence around area of work. Provide for Tenant

Access to the building.

W. The contractor will prepare and implement a project site specific storm water pollution prevention plan (SWPPP).
