ANSWER: No

2. Are escorts required for any work performed at bldgs 110 or 2300? If yes, what is the escort to worker ratio? 1 escort to 4 workers?

ANSWER: Yes, Government will provide necessary escorts.

3. Would the Govt allow wireless t-stats, or any other wireless device, in the DDC solution?

ANSWER: All wireless devices will require approval from the communication squadron.

4. Will the Govt provide a contractors laydown area? Or office space for the duration of this project?

ANSWER: Laydown area will be provided. Office space will not be provided.

5. Is a bid bond required?

ANSWER: No

6. Is a performance bond required?

ANSWER: YES performance and payment bonds are required.

7. In section 3.1.1.2.2 states replacement of the reheat valves on all VAV boxes. In section 3.1.1.2.5 points list calls for new EP Transducers for the existing reheat valves. Please confirm replacement of reheat valves with DDC actuators on all VAV boxes.

ANSWER: The intent is to replace all the reheat valves on all VAV boxes. If, for whatever reason the reheat valve is not replaced, new transducers will need to be installed.

8.In section 3.1.1.2.2 states replacement of the reheat valves on all VAV boxes.

9.In section 3.1.1.1.3 Direct Digital Control, references to a LON system are made, "All Direct Digital Control devices installed under this specification shall communicate via ANSI/EIA 709.1B". In section 3.1.1.1.3 Direct Digital Control, it says, "All heating, ventilation, and air conditioning system Direct Digital Controls shall be BacNet, per the Facility Excellence Plan." Please clarify which control system protocol is to be used, either BACnet or LONworks.

ANSWER: Inside building BacNet is preferred. Outside the building the system needs to be BACNET compatible.

10.In section 3.1.1.3 General requirements, it states "All Direct Digital Control shall be capable of connecting to future LonWorks EMCS per March ARB FEP". Please clarify what future EMCS system the controls in this SOW will tie into.

ANSWER: BACNET compatible EMCS system.

11. In section 3.1.1.1.3 Direct Digital Control, it states “Integrate all new Direct Digital Control controls ready for connection to future Energy Management Control System (EMCS).” Please clarify what is meant by the word “integrate”. Integration to the EMCS system cannot be accomplished if the EMCS system does not exist. Will the EMCS system exist during the perid of performance of this contract?”

ANSWER: Replace “Integrate” with “Interface”.

From the building out the system needs to be BACNET compatible.

12. Various sections of the Statement of Work and Facility Excellence Plan state that the controls shall communicate via BACnet while other sections state LonWorks is required. Is either BACnet or LonWorks preferred, or may the bidder select either one?

ANSWER: Inside building BacNet is preferred. Outside the building the system needs to be BACNET compatible

13. The Statement of Work states that Building 2300 will receive DDC controls for 39 VAV boxes and that the reheat valve controllers/actuators are to be replaced. However, the points list states that the reheat valves should receive new E/P transducers. E/P transducers will not be needed if the pneumatic actuators are being replaced with DDC. Please clarify.

ANSWER: The intent is to replace all the reheat valves on all VAV boxes. If, for whatever reason the reheat valve is not replaced, new transducers will need to be installed.

14. The Statement of Work specifically states to install VFDs and controls on the Building 2300 AHU 1 and

AHU 2 Return Air Fans. It is assumed that the Supply Air Fans will receive new VFDs as well, correct?

ANSWER: YES

15. Should the contractor plan on demo’ing and removing the pneumatic air compressor/s from Building 2300 since all pneumatic controls are being replaced by DDC?

ANSWER: No. Only required if in the way.

16. The Statement of Work states “replace existing exterior supply and return air duct with new and connect to existing ductwork at building.” We did not see any exterior supply or return ductwork and believe this may be a copy and paste error from the Statement of Work for Buildings 2245 and 2245. Please clarify.

ANSWER: Solicitation FA4664-15-R-0009 pertains to building 110 and 2300. If your question refers to building 110 there are exterior ducts (on the roof) that are to be connected to interior ducts.

17. The Statement of Work calls for new controls, motor, VFD for two hot water pumps at Building 2300, but only one hot water pump was found at the job walk. Is the intent to add a redundant pumping system?
