Response: For this requirement purposes, the airfield is open 24 hours, 7 days a week.
Question: 1.2.5.17 Transient Lavatory Services - Will the wage determination be based on the specific hourly task or based the same for everyone? (Wash Crew, Lavatory Cleaner, Aircraft Escort). What is the authorized WD 23000?
Response: Refer to Attachment 3 (Wage Determination) of the RFP.
Question: How many wash facilities are on location and will there be simultaneous washes?
Response: Wash Racks 1 and 2, and the C-17 Hangar (Bldg. 2312) are the 3 wash facilities available. Only one C-17 will be washed at any one time. Historically at this installation, C-17 and KC-135 aircrafts do not wash simultaneously.

2. Is the IGE available for release?
3. What is the anticipated award time frame?
4. Is this absorbing requirements previously issued under SSN: F5F3LR0116A001?

2. No
3. Estimated to be around 1 May 2012
4. No
Questions:
1. Any Environmental run-off concerns?
2. Paragraph 1.2.5 in the PWS appear to be missing or mis-numbered. Is there text for it?
3. Paragraph 1.2.5.9.3 calls for an “anti-bacteria odor control solution” to be used. Is this government provided?
Responses:
1. Yes, refer to Paragraph 4.14 of the PWS
2. Yes. Paragraph 1.2.5 has been inserted in the PWS as follows: 1.2.5 The contractor shall provide the following aircraft corrosion prevention cleaning and lavatory services: Note: Vehicles towing lavatory carts will not be used for transporting consumables or potable water. While cleaning care will always be given to prevent moving or damaging aircraft controls, switches, instruments and other installed equipment.
3. The “anti-bacteria odor control solution” is not a Government provided item. The contractor shall provide this solution.
Question: Ref: 1.2.5.8.3 C-17 Galley and lavatory Service required task. In addition to servicing the aircraft lavatory, this paragraph states that the potable water will be refilled and the galley cleaned. Potable water servicing and galley cleaning is normally performed by fleet services personnel. Will the government remove this requirement from the PWS, or does the government expect the wash services contractor to have additional personnel on duty to perform potable water and galley cleaning services?
Response: No, the Government will not remove this requirement from the PWS. The wash services contractor will be expected to perform potable water and galley cleaning services.
Question: How will the contractor bill the government for contractor delays caused by the government, such as waiting for inspectors and aircraft forms?
Response: Delays are un-avoidable due to mission requirements, but the contractor shall have the appropriate number of personnel available to perform the requirements of the PWS during working hours stated under Paragraph 4.6 Hours of Operation.
Question: Ref: 4.6.1 Normal hours of operation. This paragraph states that the contractor shall furnish management personnel and technicians to perform all services in the performance work statement daily from 0600-2400, seven days a week, 365 days a year to include federal holidays.
Will the government add a monthly Line Item (CLIN) for this requirement? This would greatly reduce the risk to both the contractor and government and would negate the need for price adjustments for increases/decreases in quantities.
Response: Paragraph 4.6.1 has been revised to now read: The contractor shall make available all management personnel and technicians to perform all services covered in this performance work statement 24 hours daily, seven days a week, 365 days a year to include federal holidays.
Question: Ref: Solicitation (page 3) Variation in Quantity for Services.
This calculation appears to be for Firm Fixed-Price contracts. With an ????? contract the contractor should be allowed to adjust the prices higher if the requested items are unreasonably lower than the estimated quantities. Could you please verify the calculation formula?
Response: This is a firm-fixed price contract requirement, and the calculation formula is verified to be correct.
Question: Ref: PWS( page 5) 1.2.5.3.3 C-17 Home Station Check (HSC) Mid Cycle Wash Required Task and the solicitation Price Schedule (page 9) ITEM NUMBER 0012 C-17 Post Wash Lubrication/60 Day Lubrication. Paragraph 1.2.5.3.3 states that the Post Wash lubrication is included in the wash task. Should the post wash lubrication price be included in the Wash Price Item 003 and 004 or will the contractor bill for this service under item number 0012.
Response: Post wash lubrication prices should be included in CLINs 0003 and/or 0004 as applicable.
Question 1: Ref: PWS paragraph 1.2.5.16.3 (page 10) C-17 Post Wash/60 Day Lubrication.
Will the contractor be performing all 60 day gear lubrications or only the ones due during the aircraft washes?
Response: The contractor will perform all 60-day gear lubes and after wash lubes.
Question 2: If the contractor is performing all 60 day landing gear lubrications, should this not be separate Item Numbers because Post Wash Lubrication items are not required for normal 60 day gear lubrications?
Response: 60 day landing gear lubrications is now a separate line item. Description of services on CLIN 0012 of the RFP has been changed to read: C-17 60 Day Lubrication. A separate paragraph to reflect this change has been added to the PWS as follows:
1.2.5.18 C-17 60 Day Gear Lubrication
1.2.5.18.1 Identifier Code: FS-11A
1.2.5.18.2 Maximum Allowable Time: 5 Consecutive Hours
1.2.5.18.3 Required Tasks: Lubrication of all items marked as 60 day lubrication IAW 1C-17A-6WC-4. NOTE: When a grease fitting will not accept grease, the contractor shall annotate the aircraft forms and inform the MOC, who will notify the proper agency for fitting replacement and/or troubleshooting.
Question: Ref: PWS (page 4) paragraph 1.2.4.2 C-17 Post Wash Restoration. This paragraph states that the contractor will clear all applicable wash preparation, wash due, and lubrication discrepancies in the aircraft AFTO Form 781 series forms and GO81 system. I did not see a government provided computer in the government provided equipment section. Will the government provide a computer and access to the LAN system?
Response: Yes, a Government-owned computer and access to the LAN system shall be provided. This equipment is now included in Appendix 3 Government-Furnished Equipment, Table 1 Support Equipment. Refer to Paragraph 4.2.18 for qualification and training requirements.
