RFI #2 on FA4664-12-R-0006 Solicitation:

Question 1): 1.2.4.1 states that “Missing or damaged equipment/hardware will be documented on the AFTO form 781A and repaired/replaced by the installation technicians.” Are we to assume that the contractor will be responsible for performing nutplate replacement etc when necessary and ordering damaged/faulty panels, armor & parts through supply? If yes, Will the contractor be responsible for replacement of parts if the item is backordered through supply when it eventually comes in?

Response: Missing or damaged equipment/hardware will be documented on the AFTO form 781A and ordered/ repaired/replaced by the installation technicians (Government). Applicable PWS paragraph updated accordingly.

Question 2): Is there a page limit for part II of the offeror’s proposal?

Response: The RFP did not state any limit; it is at the contractor’s discretion on how many pages would be reasonable.

Question 3): 1.2.5.12 C-17 Major Interior Cleaning: Is the offeror to assume that the intent of the required tasks is to have the contractor clean the entire interior surfaces of the cargo compartment from the very first bulkhead all the way to the aft cargo ramp and aft door area to include all walls and ceiling ducts. This is not required according to the 1C-17A-2-12JG-10-1 or is it an over and above requirement for this contract.

Response: Refer to Paragraph 1.2.5.12.3 Required Tasks, where it states in part: This service consists of procedures written in applicable technical orders and these specifications.

Question4): 4.6 Hours of operation states the normal hours of operation are 0600-2400 seven days a week. But list lavatory services will only be performed between 2400-0600. Is this correct or a typo?

Response: Paragraph 4.6.1 has been revised to now read: The contractor shall make available all management personnel and technicians to perform all services covered in this performance work statement 24 hours daily, seven days a week, 365 days a year to include federal holidays.

Question 5): 1.2.5.16.3 list items to be lubed that are above and beyond the requirements of the 1C-17A-6WC-4 for a post wash/60 lube. Is it the intent of the PWS to have the contractor perform these? (example: Aileron hinges, flaps, cargo ramp linkages, escape hatch) are not a 60 day/ after wash requirement of the 1C-17A-6WC-4 but is listed in the PWS as a requirement)

Response: Description of services on CLIN 0012 of the RFP has been changed to read: C-17 60 Day Lubrication. A separate paragraph to reflect this change has been added to the PWS as follows:

1.2.5.18 C-17 60 Day Gear Lubrication

1.2.5.18.1 Identifier Code: FS-11A

1.2.5.18.2 Maximum Allowable Time: 5 Consecutive Hours

1.2.5.18.3 Required Tasks: Lubrication of all items marked as 60 day lubrication IAW 1C-17A-6WC-4. NOTE: When a grease fitting will not accept grease, the contractor shall annotate the aircraft forms and inform the MOC, who will notify the proper agency for fitting replacement and/or troubleshooting.
