Question #1
| 1. Section B Services and Prices. | ||||||
| The only price asked for is for 12 months but in the Performance Work Statement, page | 13, 4.6.2 Line Badges it quotes option years. All contracts we have held since 1996 have | been for a total of 5 years each. Please confirm the duration of this contract. If indeed this | contract is for only 12 months it means all our start up costs must be recovered in that | time, thus increasing our bid price for that year and give an unfair advantage to the | present contractor who has held the contract for the past 5 1/2 years and will no doubt bid | on this new one. |
Response #1
| Paragraph 4.6.2 Line Badge of the Performance Work Statement has been updated to | read as follows: | ||||||||||
| 4.6.2 Line Badge | |||||||||||
| Upon start of the contract, contractor personnel must process through the March | Contracting Office and other base agencies to receive any required Unescorted | Entry Authorization Certificates in accordance with applicable AFIs for | unrestricted access to | March ARB taxiways, runways, and the airfield. | Contractor employees shall not have | unrestricted access to restricted areas, to | include restricted aircraft parking ramps, alert facilities, etc. The contractor shall | immediately retrieve all line badge/identification media from all employees who | depart for any reason before the contract expires and give them to the March | Contracting Office. |
Duration of the anticipated contract is for only 12 months after contract award due to funding and associated administrative constraints.
Question #2 The start date is given as April 1st, only 7 days after offer Due Date of March 26th. Allowing for the time taken before the Award is announced this does not give sufficient time the successful bidder to set up and move people, birds, equipment etc and be ready to start at 7 am on 4/1/12. This again will give an unfair advantage to the present contractor already on site.
Response #2 The new anticipated start date is no earlier than 1 May 2012, instead of 1 April 2012.
Question #3 Can you tell me the price of your current contract for Wildlife Control?
Response #3 Contract award amount for 5 years was $931,198.00 as posted in FedBizOpps.
Question #4
| Section 3. PART III PAST PERFORMANCE INFORMATION. |
| Para (b) Past Performance Surveys |
| Offeror shall mail, email or fax the attached past performance questionnaire ..... |
| NO QUESTIONAIRE IS ATTACHED, PLEASE CLARIFY. |
Response #4 Amendment #1 to the solicitation dated 5 March 2012 added the cover letter and PPI questionnaire.
Question #5 What are your requirements for General Liability Insurance? There is no mention of insurance in the RFP.
Response #5 Please refer to FAR 52.228-5 Insurance-Work on a Government Installation, FAR 28.310 Contract Clause for Work on a Government Installation, and FAR 28.307-2 Liability.
