About this file
This is a Questions and Answers document for federal contract opportunity FA466126Q6001 regarding bird control netting installation at Building 5110.
The scope of work requires the contractor to purchase and install bird netting over a south-facing overhang measuring 65 feet by 85 feet (5,525 square feet). The netting installation height should be between 15 and 20 feet above finished floor/ground. The contractor is responsible for installing new anchor points, as none currently exist at the site. The work includes addressing small gaps where the roof meets the building sides to prevent bird access, removing any existing bird nests prior to installation, and performing pre-installation cleanup as needed. Ground-owned equipment will be relocated by government employees before work begins. The overhang is in good structural condition with bird droppings present; the ground surface is concrete/asphalt with no substantial grade or elevation changes. Aerial lifts and/or scaffolding are required to complete the work, with height restrictions following OSHA guidelines. Current estimated clearance height at the overhang is just under 15 feet. Acceptance will be based on visual inspection only, with no formal tension testing or sag acceptance criteria required. No color requirements exist for the netting material. A reference to "Atrium" in the original solicitation attachment was clarified as an error; the work location is solely the south-facing overhang. The contractor will be held liable for any damages occurring during netting installation. Site photographs showing the overhang area and surrounding conditions are provided in the document.

Questions and Answers
FA466126Q6001 – Bird Control Netting
1. The solicitation mentions installation, but it seems you also want us to purchase the netting as well. Can you please confirm. Are we installing a net that has already been purchased, or do we need to purchase and install it?
The netting needs to be purchased and installed by contractor.
2. What is the exact square footage requiring bird netting installation?
65 x 85 Ft. – 5,525 Sq. Ft. Additionally, please be aware that in the area identified in photos 4 and 7 (where the roof meets the sides of the building) there are small gaps where birds can gain access. This will need to be addressed as well.
3. What is the installation height above finished floor/ground?
The height of the bird netting should be between 15 and 20 ft roughly.
4. Will lifts or scaffolding be required, and if so, are there any height restrictions?
Yes, lifts and/or scaffolding will be required to complete this contract. Height restrictions are to follow OSHA guidelines.
5. Are anchor point locations existing, or must new anchor points be installed?
This is a new installation for netting under this overhang. Anchor points will need to be installed.
6. Is removal and disposal of the existing netting included for the south-facing overhang in addition to the atrium, or only the atrium?
This is a new installation. Netting currently does not exist under this overhang.
7. Are there any color requirements for the replacement netting (black, white, stone, etc.)?
No color requirements.
8. Is final tension testing or any acceptance criteria for sag explicitly required beyond visual inspection?
Visual inspection only.
9. Can the Government provide photos of the overhang area and surrounding perimeter, including any existing cable or anchoring system, to assist offerors in accurately assessing site conditions prior to submission?
Photos are attached below.
10. Can the Government confirm whether any grade or incline is present beneath and surrounding the overhang that would affect aerial lift placement or stability?
No substantial grade or elevation exists under the overhang that would limit lift placement or stability.
11. Can the Government confirm the ground surface type beneath and surrounding the overhang (e.g., concrete, soil, pavers)?
Concrete / Asphalt
12. Can the Government confirm the clearance height at the overhang area, to determine whether aerial lift equipment can access the installation site?
There is Currently no posted clearance height for the area, but is estimated to be just under 15 ft.
13. Can the Government confirm whether pre-installation cleanup of the overhang area is within contractor scope, or whether the Government will arrange cleanup separately prior to contractor mobilization?
Cleanup may be required and is included in this scope. Any equipment that is government owned will be moved by government employees prior to start of work.
14. Can the Government confirm whether any existing bird dropping accumulation or structural damage is present at the overhang?
There are bird droppings present under the overhang. Overhang is in good condition.
15. Can the Government confirm the number, type, and spacing of any existing anchor points or cable systems at the Building 5110 overhang to assist in estimating cabling and hardware requirements?
No anchor points exist at this time.
16. Can the Government confirm whether any existing bird netting or exclusion material is currently present at the Building 5110 south facing overhang that would require removal prior to installation of the new netting?
This is a new installation. Netting does not currently exist under this overhang.
17. The SOW does not provide dimensions for the Building 5110 south facing overhang installation area. Can the Government provide verified length, width, and height measurements for this location?
The Area for installation is 65 ft. by 85 ft. to estimate the height, please see the pictures below.
18. The SOW states "Contractor will be held liable for all damages during installation of furniture." This SOW does not otherwise reference furniture installation anywhere.
Can the Government confirm whether this sentence was included in error?
This statement was entered in error and can be disregarded.
19. If the furniture damage liability sentence was not included in error, can the Government clarify its applicability to this bird netting installation contract?
The statement for “furniture” damage was included in Error and is not applicable to this SoW, however the contractor will be held liable for any damages which occur while installing the bird netting.
20. Does the scope of this contract include removal of existing bird nests, if present, prior to netting installation at the Building 5110 overhang?
Yes.
21. Attachment 1 states to "Remove and install new bird netting in the Atrium." This location does not otherwise appear in the SOW, which identifies the work location as the south facing overhang of Building 5110. Can the Government confirm whether the Atrium reference was included in error, or whether it represents a separate scope of work within Building 5110?
The “Atrium” part was added in error, and this refers to the overhang. The only area is the overhang.
