About this file

This is a Question and Answer document (Attachment 3) clarifying technical requirements and evaluation criteria for solicitation FA466126Q0055, issued by the 7th Contracting Squadron under the Department of the Air Force Global Strike Command.

The Government seeks an Aircraft Recovery Sling Category IV capable of lifting three specific aircraft types: B-1, C-130, and 747. The system must support forward and aft fuselage lifting applications only, with no trunnion lifting required. The spreader beam must be a minimum of 26 feet in length (measured from the spreader bar to the webbing under the aircraft) to prevent aircraft damage, and no specific minimum sling length beyond 26 feet is required despite industry practices for certain wide-body aircraft. The number of belly slings in the lifting rig is not specified, provided weight requirements are met. The document clarifies that no organizational conflict of interest has been identified, and no minimum or maximum delivery period requirements exist; however, quotes will be evaluated on technical acceptability, price, and delivery period, with the Government reserving the right to award higher-priced offers if shorter delivery periods provide greater value. Offerors must submit signed pricing sheets, technical data sufficient to establish acceptability against the Salient Characteristics document, and a proposed delivery period via email to trevor.finch.1@us.af.mil and christi.murphy.1@us.af.mil by NLT 7 August 2026 at 1:00 p.m. (CDT) under a Firm-Fixed Price contract vehicle.

Question and Answer FA466126Q0055 Aircraft Recovery Sling

1. Which aircraft types, aircraft categories, or maximum aircraft weights should the system be capable of lifting? There is no maximum aircraft capability listed, instead, it must be capable of lifting all the following aircraft types: B-1, C-130, and 747.

2. The RFQ states that technical acceptability and delivery period will form part of the award criteria. However, I’m not seeing delivery period requirements, would you provide? There are no Minimum or maximum delivery period requirements. Quotes will be evaluated based upon technical acceptability, price, and delivery period. The government reserves the right to award to a higher priced technically acceptable offer if a shorter delivery period is more advantageous and provides a greater value to the government

3. The “Potential Organizational Conflict of Interest” provision on page 4 contains uncompleted placeholders stating “state the nature of the proposed conflict” and “state the nature of the proposed restraint and the applicable time period.” Please confirm whether the Government has identified a specific potential organizational conflict of interest associated with this acquisition. If so, please identify the nature of the potential conflict, the proposed restriction, the applicable entities, and the duration of any restriction. If no acquisition-specific OCI has been identified, please confirm whether this provision may be disregarded or will be deleted by amendment. There is no known conflict of interest.

4. Please confirm the intended aircraft lifting applications required under this effort (e.g., Forward Fuselage, Aft Fuselage, or Wing/Trunnion positions). Forward and aft fuselage. No trunnion lifting.

5. Please clarify the required total number of belly slings in the lifting rig when utilized in a fuselage lifting position. No specific requirement for number of slings as long as it can lift the weight requirements of the noted Aircraft.

6. Please clarify the application for a 26ft long spreader beam and why this length is required. The application is to hang the slings and webbing from. The length is a minimum required to not crush the side of the aircraft

7. Salient Characteristics list a minimum sling length of 26 feet. For certain aircraft, longer sling assemblies are often required by aircraft OEMs. For example, Boeing requires 70ft long slings for the B767 / KC-46 FWD fuselage application, designed as a 4-part sling assembly matched to the fuselage frame pitch. Please confirm the minimum sling length if wide-body aircraft (heavies) are considered. No aircraft we are concerned with requires a 70 foot long sling. The 26 feet is from the spreader bar to the webbing that goes under the aircraft.
